Weekly European Agenda 15/12/2025
This week, Members of the European Parliament (MEPs) will gather in Strasbourg for plenary debates and votes on several issues, including on incentivising defence-related investments in the EU budget to implement the ReArm Europe Plan. On Monday, ministers in the Foreign Affairs Council will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha, via videoconference. On Tuesday, EU Commissioners will gather in Strasbourg to unveil several new initiatives: the Health Package, the Housing package, the Automotive package and the Clean Industrial Deal implementation package. On Thursday and Friday, the European Council will gather heads of state and government in Brussels.
European Parliament
On Tuesday, MEPS will discuss phasing out Russian natural gas imports and improving monitoring of potential energy dependencies. On Wednesday, they will vote on a resolution on the European Citizens’ Initiative ‘My voice, my choice: for safe and accessible abortion’. On Thursday, MEPs will discuss the European Democracy Shield.
European Council
On Thursday and Friday, the European Council will gather heads of state and government in Brussels.
Council of Ministers
On Monday, ministers in the Transport, Telecommunications and Energy Council are expected to reach a partial agreement on the 2028-2034 Connecting Europe Facility (CEF). On Tuesday, the Environment Council is expected to approve conclusions on ‘Europe’s Environment - Building a more circular and resilient Europe’. On the same day, ministers in the General Affairs Council will continue preparations for the December European Council meeting by discussing draft conclusions.
European Commission and High Representative
On Monday, Commissioner Magnus Brunner will participate in the Global Refugee Forum Progress Review, in Geneva. On the same day, High Representative Vice-President Kaja Kallas will co-chair the EU-Lebanon Association Council, in Brussels. On Wednesday, President Ursula von der Leyen will participate in the EP plenary debate in preparation of the European Council meeting of 18-19 December 2025, in particular the need to support Ukraine, transatlantic relations and the EU’s strategic autonomy, in Strasbourg.
