Debates: Exchange of views with Hans Bruyninckx, Executive Director of the European Environment Agency (EEA); Exchange of views with the Commission on the recent Court of Justice judgement C-162/21 on derogations from express bans on the marketing and use of seeds treated with plant protection products containing neonicotinoids; Revision of the EU Pollinators Initiative – A new deal for pollinators – exchange of views with Commission representatives.

Debates: Implementation of InvestEU: Exchange of views with Johannes Hahn, Commissioner for the Budget and Administration, and Paolo Gentiloni, Commissioner for the Economy, and Teresa Czerwińska, Vice President of the European Investment Bank.

Monday 6 – Friday 10 March

Delegation of the Women’s Rights and Gender Equality Committee
The FEMM delegation will be in New York and Washington focusing on innovation and technological change and education in the digital age. In Washington they will meet with representatives of civil society, government and members of parliament to discuss the backlash against women’s rights.

Committee on Industry, Research and Energy
Debates: Scrutiny session: presentation by the Commission of the Renewable Energy Directive delegated acts establishing: A Union methodology setting out detailed rules for the production of renewable liquid and gaseous transport fuels of non-biological origin, and: The threshold for greenhouse gas emissions savings of recycled carbon fuels and the methodology for assessing greenhouse gas emissions savings from renewable liquid and gaseous transport fuels of non-biological origin and from recycled carbon fuels; One year of Russia’s invasion and war of aggression against Ukraine.
Votes: Laying down measures for a high common level of cybersecurity at the institutions, bodies, offices and agencies of the Union; Guidelines for the 2024 Budget; Financial rules applicable to the general budget of the Union.

Committee on Foreign Affairs
Debates: Exchange of views with the EEAS on the situation in Mexico including a state of play of the negotiations of the EU-Mexico Global Agreement; Jointly with the Subcommittee on Security and Defence: Presentation of the Third Joint Declaration on EU-NATO cooperation; Jointly with the Subcommittee on Security and Defence: Presentation of the Crisis Response Centre.
Vote: EU Rapid Deployment Capacity, EU Battlegroups and Article 44 TEU: the way forward.

Council of Ministers

Tuesday 7 March

Education, Youth, Culture and Sport Council (Education)
Ministers of education will meet to approve conclusions on skills and competences for the green transition. They will also hold a policy debate on the issue of teacher shortages and on high-quality teachers as the cornerstone of a successful European Education Area.

Tuesday 7 – Wednesday 8 March

Informal meeting of defence ministers
EU defence ministers will attend an informal meeting within the framework of the Foreign Affairs Council (Defence) in Stockholm. There will be three different sessions. Session one will consist of a discussion of current issues, including EU military operations. Session two will tackle the EU’s military support to Ukraine, training of Ukrainian armed forces, and financing the procurement of artillery ammunition in support of Ukraine. The last session is a working lunch with the UN and NATO representatives.

Wednesday 8 – Thursday 9 March

Informal meeting of development ministers
Taking place in Stockholm, ministers will meet and discuss international development aid and development cooperation.

Thursday 9 – Friday 10 March

Justice and Home Affairs Council
Ministers will discuss the internal and external dimensions of asylum and migration, following the European Council of 9 February. This will include the implementation of the Dublin roadmap and the effective EU engagement at the external borders. Under the ‘Schengen Council’, home affairs ministers will discuss the future of a visa policy. The Presidency and the Commissin will brief ministers on the overall state of the Schengen area. They will also take note of the entry into operation of the enhanced Schengen Information Systems (SIS) which is expected to go live on 7 March. Ministers will also discuss the state of play of internal security, Russia’s war of aggression against Ukraine, and the work of the EU support hub for internal security and border management in Moldova. The Council is further expected to adopt conclusions on the EU charther of fundamental rights and the civic space. They will discuss the next steps in combatting racism and antisemitism, judicial responses to the fight against impunity, and the definition of criminal offenses and penalties for the violation of EU sanctions.

Informal meeting of trade ministers
Topics that will be discussed include EU trade relations and increased competitiveness, EU-US trade relations, and trade to support Ukraine.

Monday 6 March

Gentiloni exchanges views with BUDG and ECON Committees of the EP on InvestEU
Commissioner Paolo Gentiloni will participate in an exchange of views with BUDG and ECON Committees of the EP on InvestEU.

Jourová attends the 67th session of the Commission on the Status of Women
Vice-President Vĕra Jourová will attend the 76th session of the Commission on the Status of Women, and will meet with the Secretary-General of the United Nations, António Guterres, and participate at the event on Digital dimension of gender-based violence.

Hahn receives Member of the Regional Government of Lower Austria
Commissioner Johannes Hahn will receive Member of the Regional Government of Lower Austria, Martin Eichtinger.

Tuesday 7 March

Gabriel attends in margin of the Education Council
Commissioner Mariya Gabriel will participate in the Education Council’s Plenary, to discuss displaced teachers from Ukraine.

von der Leyen travels to Canada
President Ursula von der Leyen will travel to Canadian Forces Base Kingston; meet with Prime Minister of Canada Justin Trudeau; address a Joint Session of Parliament; visit with Prime Minister Trudeau a Canadian clean technology company.

Wojciechowski participates in “More Farms across Europe”
Commissioner Janusz Wojciechowski will participate in “More Farms across Europe”, which is a conference organised by the European Coordination Via Campesina, and is hosted by the European Economic and Social Committee.

Wednesday 8 March

College meeting
The College of Commissioners will present the Security and Defence package, which consists of the EU maritime security strategy and a Joint Communication on an EU space strategy for security and defence.

Gabriel participates in the 1st EU Women Founders Summit
Commissioner Mariya Gabriel will participate in the 1st EU Women Founder Summit.

Jourová meets the president of the European Social and Economic Committee
Vice-President Věra Jourová will receive Christa Schweng, President of the European Social and Economic Committee.

Johansson gives an address at: Taking Stock of Global Security Trends
Commissioner Johansson will give an address at a High Level meeting: Taking Stock of Global Security Trends hosted by Minister of the Interior, Institutional Reforms, and Democratic Renewal for Belgium, Annelies Verlinden.

Thursday 9 March

Schinas co-chairs the EPP Ministers of Interior meeting
Vice-President Margaritis Schinas will co-chair the EPP Ministers of Interior meeting.

Dalli meets with Minister for Labour and Social Policies, Minister for Disabilities and Minister for Equal Opportunities
Commissioner Helena Dalli will travel to Rome and meet with Marina Elvira Calderone, Minister for Labour and Social Policies, with Alessandra Locatelli, Minister for Disabilities and Elena Bonetti, Minister for Equal Opportunities.

Jourová meets with the inauguration of the new President of the Czech Republic
Vice-President Věra Jourová will travel to Prague and attend the inauguration of the new President of the Czech Republic, Petr Pavel.

Commissioner Ylva Johansson will receive Fernando Grande-Marlaska, the Minister of Interior for Spain.

Breton holds a videoconference with Coordinator for Aerospace Policy
Commissioner Thierry Breton will hold a videoconference call with the Coordinator for Aerospace Policy at the Federal Ministry for Economic Affairs and Climate Action of Germany, Anna Christmann.

Gabriel delivers a keynote Speech at the “It’s About People Conference”
Commissioner Mariya Gabriel will hold a keynote Speech at the 11th “It’s About People Conference” via a prerecorded videoconference.

European Economic and Social Committee

Monday 6 March

Mission to the UK – March 2023
The Committee is promoting and giving a reinforced follow-up to the EESC Information Report on the Implementation of the EU-UK Withdrawal Agreement. For the purpose of presenting the main findings of the Information Report and also for marking the occasion of its adoption, which the EESC believes can play an important role in strengthening the relations between UK and EU civil society, an EESC Delegation will travel to the UK.

Tuesday 7 March

Towards a European Health Union and European Global Health Strategy fully inclusive of Persons with Disabilities
Persons with disabilities are still victims of discrimination in access to healthcare both in the EU and at a global level, despite being recognised by the UN Convention on the Rights of persons with Disabilities the right to the enjoyment of the highest attainable standard of health. The public hearing will discuss what can be done to advance the rights of persons with disabilities in the field of health within the European Health Union and the EU Global Health Strategy.

Thursday 9 March

Rural Pact #1: Renewable energies in rural areas
The EESC will organise a debate on renewable energies in rural areas during the next meeting of its Section for Agriculture, Rural Development and the Environment (NAT). Deputy Major of Wildpoldsried, a town in Germany known for its exceptional achievements in renewable energy protuction and carbon footprint reduction, Günter Mögele, will be present. Head of Unit for Consumers, Local Initiatives and Just Transition, Adela Tesarova, will also present the European Commission’s DG Energy’s work on energy communities.

Friday 10 March

Skills and talents as key drivers for personal fulfilment, economic growth and competitiveness
This hybrid conference will be done in the context of the European Year of Skills, looking at the current situation in the EU in relation to skills development, with a focus on work-based learning and apprenticeships. It will discuss advantages of dual education and in-work training compared to ecademic training. It will additionally look at the EU Talent Pool and discuss how the EU can become a more attractive destination for talented professionals looking for job opportunities worldwide.

Committee of the Regions

Tuesday 7 March

12th Meeting of the Green Deal Going Local working group
Highlights of the agenda include: discussion on the Green Deal Going Local Policy Priorities looking at the future of the Green Deal, revision of the Multi Annual Financial Framework from a Green Deal perspective, and mobilisation of green investments and innovative financing for green projects.

Resilience and recovery: a multi-level approach to risk management
CEPLI will organise a political conference on territorial resilience and natural disasters. Some of the highlights include keynote messages on territorial vulnerability and the impact of natural disasters in figures, and a spatial approach: build a map of territorial vulnerabilities. Panel 1 will tackle the topic of: European civil protection and actions of local intermediate authorities. Panel 2: risk culture and communication with the population, awareness, training, participation.

Stakeholder consultation on the CoR opinion on Fostering the potential and synergies of EU Green Deal initiatives for regions and cities
Cities and regions are key implementation grounds for the EU Green Deal roadmap and objectives. Local implementation of the energy and climate transition needs to be accelerated and EU initiatives supporting local and regional governments are gaining more importance in the wake of the EU’s upgraded climate and energy objectives and the current energy crisis. This event will reflect on whether the exisisting EU initiatives sufficiently reach all local governments in an inclusive manner.

Wednesday 8 March

Disinformation at the local level – Young politicians responding to information manipulation
Intent on creating confusion and polarisation in society, disinformation coming from foreign actors or groups & individuals threaten pubic health, institutions and democracy. Members of the CoR’s Young Elected Politicians (YEP) programme will meet in Brussels to discuss how local politicians can be better equipped to understand and address it in their constituencies.

Thursday 9 March

A new chapter for participatory democracy
The Committee of the Regions is renewing its partnership with the Bertelsmann Stiftung, supporting local and regional politicians, authorities and interested parties in establishing participatory democracy within their constituencies through capacity building. Another aim is to mainstream citizen participation practices in EU decision-making. The conference aims to direct the project in line with the local and regional priorities of Europe, and move towards a more resilient, inclusive and citizen-centred democracy.

Swedish Presidency

Monday 6 – Tuesday 7 March

High-level meeting on antimicrobial resistance (AMR)
Hosted by the Swedish Presidency, the meeting will focus on the EU’s contribution to work at a global level to curb AMR, and on sustainable access to existing and new antibiotics to enable effective treatment of infections. Heads of European health authorities, ministers, state secretaries and directors-general will be there.

The Committee of Ministers will hold its quarterly meeting, with the goal of overseeing the implementation of judgments and decisions from the European Court of Human Rights.

Friday 10 to 11 March

Plenary session of the Venice Commission
The Council of Europe’s body of constitutional legal experts, the Venice Commission, will hold its plenary session. Draft laws regarding the influence of oligarchs in Ukraine, Georgia, and the Republic of Moldova are expected to be adopted, as well as a draft law on counter intelligence and external intelligence acticity.
