Council of Ministers 


Monday 15 December

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha, via videoconference. The Council will also discuss the situation in the Middle East in the light of the latest developments, including on Syria one year after the fall of the Assad regime. Finally, ministers will exchange views on China and the EU’s relationship with the country.

Transport, Telecommunications and Energy Council
EU energy ministers are expected to reach a partial agreement on the 2028-2034 Connecting Europe Facility (CEF). Ministers will also hold a policy debate on the upcoming European grids package, which is to be issued by the European Commission ahead of the Council meeting.

Tuesday 16 December

Environment Council
EU environment ministers are expected to approve conclusions on ‘Europe’s Environment – Building a more circular and resilient Europe’. Ministers will also exchange views on the EU bioeconomy strategy, as recently presented by the European Commission.

General Affairs Council
The Council will continue preparations for the December European Council meeting by discussing draft conclusions. Ministers will also hold a policy debate on the EU’s Multiannual Financial Framework (MFF) 2028-2034.
