EU Security and Defence: State of play & Future Challenges      on the occasion of the second anniversary of the activation of the Permanent Structured Cooperation (PESCO), and one day before the European Council Summit, the European Movement International will hold its latest Breakfast Briefing. The panel of experts will give their insights on the status and future ambitions of EU security and defence cooperation.

Inauguration Ceremony – Sakharov Walk of Freedom
The inauguration ceremony will be opened with a speech by EP President David Sassoli, followed by a statement from Sakharov Prize laureate Lorent Saleh. This will be followed by the unveiling of the inauguration tile, photo opportunities and a walk through the tiles by invited guests and VIPs.

European Council
The agenda includes discussion on climate change, the long-term EU budget (MFF), external relations issues, the economic and monetary union, and Brexit.

Friday 13 December

Special European Council (Art. 50)
EU27 leaders will continue to discuss Brexit negotiations and the future of EU-UK relations post-withdrawal.

Euro Summit
The meeting will focus on the European economic and monetary union, with revision of the European stability mechanism (ESM) treaty, the budgetary instrument for convergence and competitiveness (BICC), as well as work surrounding the strengthening of the banking union.

Monday 9 December

Foreign Affairs Council
The agenda includes discussion on current affairs in Hong Kong, the Republic of Moldova, Bolivia, and Turkey. Foreign ministers will also discuss EU-Africa relations, promotion and protection of human rights in the world, as well as the council’s working methods.

EU-Kyrgyzstan Cooperation Council Meeting

9-10 December

EPSCO Meeting
The meeting will include discussions on the economy of wellbeing, European pharmaceutical policy, labour markets, a new EU strategic framework on health and safety at work, gender equality economies in the EU, and the future of work and social acquis relating to employment and industrial relations.

Tuesday 10 December

General Affairs Council
The agenda includes discussions on Article 7 procedures and the situations in Hungary and Poland, as well as preparations for the upcoming European Council, a policy debate on the MFF, and the Commission’s work programme.

COP25 Climate Change Conference
The 2019 UN climate change conference (COP25) will be held from 2 to 13 December in Madrid (Spain), under the incoming Presidency of the Government of Chile. The EU and its Member States will take part as Parties to the UN Framework Convention on Climate Change (UNFCCC). The EU pavilion will host a broad set of side events to stimulate debate on key thematic areas by engaging observers and facilitating dialogue with party delegates and other participants.

Monday 9 December

President von der Leyen addresses 30th EPP Chairmen Summit
Commission president Ursula von der Leyen will address the 30th Summit of Chairmen of the EPP Parliamentary Groups in the national Parliaments of the EU and the European Parliament.

Commissioner Timmermans attends COP25
Frans Timmermans is in Madrid, Spain to attend the COP25 Conference. He will meet Patricia Espinosa, Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC), and Teresa Ribera, Minister for the Ecological Transition of Spain.

Commissioner Gentiloni at Rome Investment Forum
Paolo Gentiloni will be in Rome to participate in the Rome Investment Forum 2019, as well as to deliver closing remarks at a conference on ‘The European Way’ organised by the geopolitical magazine Limes. 0020

EU Energy Day
The EU Energy Day will be hosted at the EU Pavilion and will showcase the EU leadership role in transforming the European and the global economy towards carbon neutrality. International stakeholders will discuss opportunities and challenges linked to the energy system transformation and try to identify shared values and avenues for international cooperation activities.

EU Agricultural Outlook Conference
The EU agricultural outlook conference is a key annual opportunity for European stakeholders to engage and discuss the future of agriculture in Europe and the challenges that lie ahead. Janusz Wojciechowski (Commissioner for Agriculture) and Stella Kyriakides (Commissioner for Health and Food Safety) will give speeches.

Commissioner Vestager to receive CEOs of the ECTA and Lucian Bode
Margrethe Vestager will receive the CEOs of the European Competitive Telecommunications Association, and will also meet with Lucian Nicolae Bode, Minister for Transports, Infrastructure and Communication of Romania.

Wednesday 11 December

College Meeting
The agenda includes communication on the new European Green Deal, as well as discussions on the upgrade of the Trade Enforcement Regulation.

Commissioners Schinas and Johannsson in Berlin
Margaritis Schinas and Ylva Johannsson will be in Berlin, Germany, in order to prepare the New Pact on Migration and Asylum, as well as to meet with Horst Seehofer, Minister of the Interior of Germany.

Commissioner Gabriel and the Advisory Board of the European Innovation Council
Mariya Gabriel will participate in the opening of the 2nd meeting of the Advisory Board of the European Innovation Council, as well as meet with Jim Hagemann Snabe, Member of the aforementioned Advisory Board. Gabriel will also meet with the European Cultural Fundation, as well as meet Martin Jetter, Chairman of IBM Europe. She will also participate in the board meeting of the Aerospace and Defence Industries Association of Europe (ASD) and meet with Guillaume Faury, CEO of Airbus.

President von der Leyen participates in the European Council

Commissioners Schinas and Johannson in Paris
Margaritis Schinas and Ylva Johannsson will be in Paris, France, to prepare the New Pact on Migration and Asylum, and to meet with Édouard Philippe, Prime Minister of France, as well as to meet Christophe Castaner, Minister of the Interior of France.

EU Water Innovation Conference (EUWIC)
The conference aims to raise awareness about the need and urgency to improve water management across the European Union towards a water-smart society, take stock of recent European Commission’s policy assessments and of research and innovation results and outcomes, as well as to promote the exchange of best practices and innovative approaches at the technical, governance and policy levels.

Friday 13 December

Commissioner Timmermans attends COP25
Frans Timmermans will be in Madrid, Spain to attend the COP25 Conference. He will meet with Carlos Rodriguez, Minister for Environment of Costa Rica. He will also participate in a Ministerial working lunch EU – ACP (The African, Caribbean and Pacific Group of States) with Representatives from the High Ambition Coalition (HAC), and meet with Shinjiro Koizumi, Minister for Environment of Japan.

Commissioner Schmit in Stockholm
Nicolas Schmit will be in Stockholm, Sweden, to appear at the Swedish Parliament. He will meet with Eva Nordmark, Minister for Employment of Sweden, and meet with representatives of Swedish social partners and of the local government.

19th Meeting of the EU DAG under the EU-Korea FTA
During the meeting, the EU DAG will discuss the progress achieved by both Parties to the Agreement concerning the ILO Core Conventions as well as the next steps in their ratification and effective implementation.

Combining circular economy principles with GHG-reduction strategies
The conference will provide examples of good circular economy (CE) practices and a forum for discussion to help CE practitioners deal with challenges they come up against. It will demonstrate solutions from industry to tackle climate change and show examples of approaches to CE taken at a company level.

 Leaving no one behind in the transition to climate neutrality
At this event, different stakeholders will discuss the need of a fair and just transition and a European Green Deal that leaves no one behind in the fight against climate change.

11-12 December

548th Plenary Session & Civil Society Prize
The EESC plenary will include a statement by Donald Tusk on the challenges and achievements during his presidency of the European Council, as well as debates on the priorities of the new European Commission, development and partnership, and the 2019 Civil Society Prize Awards ceremony.

Annual Meeting, with the participation of the European Semester Officers
The meeting will discuss how to refocus the European Semester to integrate the Sustainable Development Goals (SDGs) as the long-term orientation for annual investment and reform priorities. It will then look at how EU cities and regions could be involved as partners in the Semester process.

PISA and Beyond Conference
The conference will present the latest PISA results and discuss the subsequent conclusions in an effort to contribute to the preparations of the new strategic framework for European cooperation in education and training.

Tuesday 10 December

Skills Development of Workers in the Platform Economy
The seminar aims to launch a debate on the new skills and learning methods required by the platform economy and on how the EU’s vocational education and training policy should be adapted to the related needs of lifelong learning.

Wednesday 11 December

The Rule of Law – Better Understanding the Recent Case Law of the CJEU
Over the past few years, the European Court of Justice has issued several rulings on the rule of law, which will be the focus of analysis at the seminar. Several experts will give speeches on the rule of law and related case law at the seminar. The speakers include top experts from administration, the judicial system and academia.

11-12 December

Stronger Together – Eastern Partnership Media Conference
The conference will focus on media literacy and the fight against disinformation. Other themes include freedom of expression and expression as well as responsible communication.

Thursday 12 December

‘Time’s Up for Food Waste!’ Conference
The event, held on occasion of the 7th meeting of the EU Platform on Food Losses and Food Waste, will help define the EU action agenda and path towards the global target of halving food waste by 2030. In an interactive format, speakers and audience will discuss the Platform’s recommendations for action in food loss and waste prevention, published on that day, and their role in mobilising EU action towards Sustainable Development Goal (SDG) Target 12.3.

Corporate Governance Conference – Company Law and Climate Change?
The conference aims to assess the role of company law and corporate governance in the action against climate change and other related global ecological threats. For the said purpose, the conference facilitates a broad and open exchange as regards both the ongoing development and possible ways forward in the EU and other relevant markets.

The Ombudsman and the newly designated Commissioner for Trade Phil Hogan will meet for an exchange of views on the beginning of the new policy cycle.

Monday 9 December

Putting the Fundamental Rights Charter into Practice
The panel discussion will bring together FRA, the City of Vienna and the Human Rights Cities Network. They will discuss and illustrate with concrete practices, such as the human rights cities initiative, how the Charter and fundamental rights can improve the life of people and help cities and regions to address the fundamental rights challenges they face.

4th Anti-Corruption Conference
On the occasion of the International Anti-Corruption Day, the EIB will host an event to raise awareness to the importance of strengthening the cooperation in preventing and fighting fraud and corruption within the EIB, the EU and worldwide. The networking lunch will be followed by a lecture delivered by the newly appointed European Chief Prosecutor, Laura Codruța Kövesi on “What matters in the international fight against fraud and corruption”.

The North-South Centre Roundtable
A roundtable, entitled: “The North-South Centre: a Council of Europe’s window to the world” will mark the 30th anniversary of the Lisbon-based Centre; It will focus on the main achievements of the North-South Centre and its priorities for the years ahead. Secretary General Marija Pejčinović Burić, and Chair of the Executive Committee of the North-South Centre, Ambassador Manuel Montobbio will address the participants.

United Kingdom General Elections
On thursday, British voters will head to the polls for a snap general election to choose the next 650 members of parliament. Many say this is a key election that will shape the future of the United Kingdom in the midst of the Brexit dilemma (where the UK is currently set to leave the European Union on January 31, 2020). Current prime minister Boris Johnson, leader of the Conservative party, faces main opposition, Labour party leader Jeremy Corbyn.
