European Council
EU leaders will  meet in Brussels to discuss Russia’s war of aggression against Ukraine and continued EU support to Ukraine, as well as the economy,  security and defence, migration and external relations. Key issues will include the latest developments in Russia’s war of aggression against Ukraine, EU industrial policy, the single market and Europe’s long-term competitiveness and productivity and China.

Council of Ministers


Monday 26 June – Tuesday 27 June

Agriculture and Fisheries Council
Ministers will meet to discuss on several issues, including the proposal for a regulation on the sustainable use of plant protection products (SUR) agricultural issues relating to trade and the Commission’s communication on the state of play of the Common Fisheries Policy (CFP) and fishing opportunities for 2024.

Foreign Affairs Council
The Foreign Affairs Council will meet in Luxembourg to discuss the Russian aggression against Ukraine, as well as the relations between the EU and Latin America and the Caribbean ahead of the EU-CELAC summit planned for 17-18 July 2023. Moreover, ministers will hold a debate on digital diplomacy. Lastly, under current affairs the Council may be informed about Tunisia, Armenia and Azerbaijan, and the Belgrade-Pristina dialogue.

Tuesday 27 June

General Affairs Council
The Council will hold a public session to take stock of the state of play on European electoral law. Ministers will also continue preparations for the European Council meeting on 29-30 June 2023 by discussing draft conclusions and is expected to approve country-specific recommendations and transmit them to the European Council for endorsement as part of the 2023 European Semester.

What next for European action on SDGs? 
The EESC will host a hybrid public hearing to explore ways to strengthening the implementation of the SDGs in the EU. During the event the speakers will: take stock of the progress achieved on the Agenda 2030; identify any unique challenges and put forward recommendations on how to enhance the impact of European policies on achieving the Agenda 2030; and review the EU’s internal and external implementation of the SDGs. This event will count with representatives from the upcoming Spanish Presidency of the EU, the EESC and various civil society organisations, and it will be streamed live on the EESC website. Insularity and socio-economic development: The role of civil society in addressing the challenges that islands are facing
Insularity is considered to be a permanent and unchangeable geographical feature which involves additional costs (transport, energy, waste management, public services, necessity goods and services) that hamper the development and competitiveness of the islands, while particularly exposing them to biodiversity loss and climate change. In this context, the categories of challenges for the EU’s islands may be considered to include economic challenges, connectivity and accessibility challenges, green and environmental challenges, social challenges, and governance challenges. These categories, although distinct, may have interrelated aspects. The organised civil society has an important role to play and tackle all these challenges and through this debate.

An economic governance framework fit for the future
The economic and social effects of the COVID-19 pandemic and the hardships and challenges caused by the unjustified Russian aggression in Ukraine highlighted the importance of developing a more resilient, sustainable and inclusive EU economy. The ongoing revision of the European economic governance framework is a key element in achieving this. On 26 April 2023, the European Commission presented its long-awaited reform proposals on the EU’s economic governance rules and the EESC takes this opportunity to draw up a new opinion, presenting its views and recommendations on the proposed changes. In the context of the work on this opinion, the ECO section decided to organise a public hearing bringing together experts from organised civil society, academia as well as decision-makers to discuss the Commission’s proposals on the review of the economic governance framework and the challenges and opportunities associated with it practical implementation.

EuroPCom 2023: Communicating Democracy – Communicating Europe 
The 14th edition of EuroPCom – the European Public Communication Conference will take place in a hybrid format in the afternoon on Monday 26 June and in the morning on Tuesday 27 June 2023. Communication experts from local, regional, national and European level will share their best practices when it comes to successful communication strategies, and discuss how to get citizens engaged, especially ahead of the 2024 European elections. They will also look at how disinformation is affecting democracy, and how open data solutions can empower citizens, among other topical issues.

Life Sciences – The Era of Personalised Medicine 
This conference spotlights life sciences, with the aim of taking the next step in the development and organisation of personalised medicine – a key issue for Europe. It will provide an opportunity for international dialogue and collaboration between the key stakeholders. The conference will highlight the importance of research and innovation, point out opportunities and challenges, and set out the future course for Europe. The two-day lunch-to-lunch programme will consist of opening and closing remarks by keynote speakers, panel discussions, breakout sessions and site visits.

European Ombudsman


Wednesday 28 June

European Ombudsman ‘Award for Good Administration’ 2023 
An advisory committee has evaluated the 57 projects received, which are distributed among five categories. The European Ombudsman, Emily O’Reilly, will select the winners and announce them at a special ceremony on 28 June 2023. The award ceremony will feature a keynote address by Roberta Metsola, President of the European Parliament, and will be moderated by Shada Islam. On the day, the event will be livestreamed on the Ombudsman website. There will also be an additional award for the most popular project. The online vote closed on 14 June.

Financing the future of life sciences in the EU 
The life sciences sector is rapidly changing, bringing with it new challenges, but also new opportunities. That is why the European Investment Bank is hosting “Financing the future of life sciences in the EU” in Stockholm, Sweden on 26 June 2023. The conference, which will be held on the sidelines of the Swedish EU presidency, brings together leading figures from the life sciences sector for discussions on two topics: “EIB tailor-made financing and lessons learned” and “What financing does Europe need in the future?”

Central Asia Rule of Law Programme Second Regional Steering Committee Meeting 
The joint EU/CoE Central Asia Rule of Law Programme will organise its Second Regional Steering Committee meeting which will aim at taking stock of the results achieved and lessons learnt of its implementation. Central Asian partners, representatives of the European Union, and the Council of Europe will also discuss the Programme’s added value and priorities for further co-operation. The opening session will start at 2 pm on 26 June (Astana time) and will be open to the media upon preliminary registration. 

Friday 30 June

EuroPride in Belgrade – one year on: the human rights situation of LGBTI people 
This panel discussion, organised with the support of the EU/CoE joint action “Combating discrimination and promoting diversity in Serbia”, will be organised to mark LGBTQ Pride, an international celebration that takes place every June. The head of Council of Europe Sexual Orientation and Gender Identity Unit (SOGI) Evgenia Giakoumopoulou; LGBTIQ Human Rights Defender Biljana Ginova; Legal Empowerment Coordinator of the Association Da se zna Miloš Kovačević, and author of “Coming In: Sexual Politics and EU accession in Serbia” Koen Slootmaeckers will participate in the discussion moderated by the head of the Council of Europe Office in Belgrade Tobias Flessenkemper. The event will begin at 10 am and will be open to media.
