Conference on Rare diseases and the European Reference Networks
The conference “How to guarantee European solidarity for patients?” will be organised under the auspices of the Spanish Presidency of the EU Council and in cooperation with the authorities of the Basque Country. The conference will review and address some of the main challenges facing the EU policy framework on rare diseases and European Reference Networks. 

Retaining talents and skills for regional growth
Political lab ”Retaining talents and skills for regional growth. What is the role of civil society partners?’ will discuss the development of close cooperation between regional authorities, social partner organisations, employment services, and education and training providers to attract talents and a skilled workforce.

Empowering consumers on climate change
Extraordinary meeting of the Civil Society Organisations’ Group will focuse on three key topics including measuring the cost of climate change on households and families in the EU, addressing the impact of the climate crisis and climate actions on vulnerable groups, communities and ecosystems, and placing consumers at the heart of sustainable action against climate change. Maroš Šefčovič, Executive Vice-President of the European Commission is expected to participate.

Thursday 12 October

The role of small and medium-sized cities in cohesion policy
Small and medium-sized urban areas play a significant role in sustainable development and territorial cohesion in Europe and represent an essential part of the EU Urban Agenda. The event organised by the EESC together with Eurotowns will focus on the priorities of the Spanish Presidency of the Council of the EU on how to foster the potential of small and medium-sized cities in order to promote territorial cohesion in all places and explore the role of civil society partners on further promoting the values of cohesion in these urban areas.

157th Plenary Session
The Members of the European Committee of the Regions will hold a meeting for the 157th Plenary Session. The main highlights of the session will be the debates on a health union that works for citizens in all EU territories, on the state of the regions and cities, on the priorities of the Spanish Presidency of the Council of the EU, and on local and regional authorities’ support to Ukraine.

Monday 9 October

Employment, Social Policy, Health and Consumer Affairs Council
Ministers will discuss the European Semester 2023, with a focus on the impact of new technologies on labour and the European path towards just digital transition and the proposed directive on European disability card. Ministers will seek to reach a political agreement on a recommendation on developing framework conditions for the social economy, particularly on the access to labour market and social inclusion to support social enterprises and to ease their access to financing and funding. Employment ministers are expected to approve conclusions on mental health and precarious work, on social protection for the self-employed and on measures to ensure equal access for Roma to adequate housing.

Lagarde and Panetta participate in IMF/World Bank Annual meetings
President Christine Lagarde and Board Member Fabio Panetta will participate in IMF/World Bank Annual meetings in Marrakesh, Morocco. The Meetings bring together central bankers, ministers of finance and development, private sector executives, civil society, media and academics to discuss issues of global concern, including the world economic outlook, global financial stability, poverty eradication, inclusive economic growth and job creation, climate change, and others.

President Christine Lagarde and Board Member Fabio Panetta will participate in G20 Finance Ministers and Central Bank Governors meeting in Marrakesh, Morocco.

9th conference on EAFRD financial instruments
The European Commission’s Directorate-General for Agriculture and Rural Development (DG AGRI) and the European Investment Bank (EIB) are organising the 9th annual EU conference on EAFRD financial instruments ‘New generation financial instruments for agriculture and rural development.’ COPA-COGECA will express the position of EU farmers on their access to finance and the importance of the CAP support for their future economic and sustainable development. The experts will discuss the financing needs and access to credit conditions for farmers and agri-food enterprises in the EU and present the lending and advisory services offered by the EIB Group to support the green and digital transition.

PACE Autumn plenary session
Autumn plenary session of the Parliamentary Assembly of the Council of Europe (PACE) will take place in Strasbourg and feature the award of the 2023 Václav Havel Human Rights Prize, as well as urgent debates on “Humanitarian situation in Nagorno-Karabakh” and on “Call for the immediate release of Osman Kavala.” Other major topics to be debated by the Assembly include spyware and secret state surveillance, the challenge of far-right ideology to democracy and human rights in Europe, migration and asylum in election campaigns and the consequences for migrant rights, combating violence against women with disabilities, the humanitarian crisis emerging for Afghanistan and Afghan refugees, and the role of the Council of Europe in preventing conflicts, restoring the credibility of international institutions, and promoting global peace.
