Monday 22 April 

Foreign Affairs Council
The Council will discuss Russia’s aggression against Ukraine, following an informal exchange of views with Ukraine’s Minister for Foreign Affairs Dmytro Kuleba and Minister for Defence Rustem Umerov via VTC. The ensuing debate will be attended by both EU Foreign Affairs Ministers and Defence Ministers meeting in a joint session. EU Foreign Affairs Ministers will also discuss the situation in the Middle East, including developments on the ground and in the wider region, exchange views on the latest developments in Sudan after an informal exchange of views with the UN Secretary-General’s Personal Envoy for Sudan, Ramtane Lamamra, who will attend the meeting in person, and discuss current affairs during which ministers will be able to exchange views on recent events and on fast-moving developments in external relations.

​​​​The “Environmental Sustainability and Alternative Mobility in Times of War” event, organised as a EU Local Dialogue by CoR alternate member Alessio Marsili (IT/NA), aims to explore the intersection of environmental sustainability and alternative mobility in the context of wartime scenarios. It seeks to address the challenges and opportunities for sustainable practices in mobility amidst conflict situations, highlighting the importance of local governance in fostering resilience and adaptation.

Informative Session – Summer Camps for Ukrainian children 2024
To encourage more cities and regions to join the Summer Camps for Ukrainian children’ initiative this year, the European Committee of the Regions (CoR) and the Association of Ukrainian Cities (AUC) will be hosting an online informative session on 24 April. During the session, local and regional authorities that have already been hosts to Ukrainian children, will share their experience and practical insights into the successful organisation of a summer camp project. Local and regional authorities and administrations interested in hosting summer camps in their communities will be able to ask questions and get connected with EU cities and regions that can help them with advice and project ideas.

Investing in skills in Europe’s regions and cities
The European Committee of the Regions (CoR) is organising together with the European Commission, DG for Employment, Social Affairs and Inclusion (DG EMPL), in the framework of the European Year of Skills, an event titled “Investing in Skills in Europe’s Regions and Cities”. This event will focus on the critical role of skills development and the transformative power of upskilling and reskilling in bolstering the socio-economic fabric of Europe’s diverse regions and cities. In an era marked by rapid technological progress and evolving economic paradigms, the imperative for adaptive skill development strategies has emerged as a cornerstone for sustainable growth and social cohesion.

22nd SEDEC Commission Meeting
​​​The 22nd SEDEC commission meeting will take place on 26 April and the meeting agenda includes: Exchange of views on the Opinion on Recommendations for the next Framew​ork Programme (FP10) for Research and Innovation, the Opinion on Demographic change in Europe: a toolbox for action and the Opinion on Ethical Artificial Intelligence and access to supercomputing for start-ups.

Belgian Presidency


Monday 22 April – Tuesday 23 April 

Conference – Drug related organised crime : An EU judicial challenge
The port of Antwerp plays a key role in the international trafficking of cocaine, a trade that has been constantly growing on a global scale over the past few years. Drug-related organised crime goes beyond national borders and requires a cross-border, collaborative approach that the Belgian presidency is committed to strengthening. The Conference on Criminal Law, which will be held on 22 and 23 April, will bring together European experts, allowing them to share their experiences and reflect on possible solutions to better combat this form of crime.

Tuesday 23 April – Wednesday 24 April  

Informal meeting of health ministers
On 23 and 24 April, the informal Council meeting on Health will take place in Brussels. This Council meeting will take place in the Egmont Palace over the course of the two days, combined with a dinner and cultural visit at the Museum of Fine Arts on the evening of the 23th. The discussions during the informal EPSCO will concentrate on health workforce, pharmaceutical legislation and the European Beating Cancer Plan.

EIB Adaptation Days
As global temperatures rise, proactive measures are needed to manage the effects of climate change. That is why the European Investment Bank (EIB) is launching its Adaptation Days on 24 to 25 April. The event brings together business leaders, insurance companies, non-profit organisations, researchers and public officials to share their experiences and explore solutions to implementing adaptation projects that make our societies and economies stronger.

Annual report of the Committee for the Prevention of Torture
The Committee for the Prevention of Torture (CPT) will publish its annual report for 2023. Based on the CPT’s findings during visits to member states, the report examines the treatment of transgender persons, and issues recommendations to prisons administrations to ensure that they are treated with respect and to prevent any ill-treatment. The report also contains an overview of the CPT’s work to prevent torture and ill-treatment in places where persons are deprived of liberty across Europe over the last year.

Anti-Racism Commission round table in Paris: implementation of its recommendations by France
The European Commission against Racism and Intolerance (ECRI), in co-operation with the National Consultative Commission on Human Rights and the Defender of Rights, will organise a round table to discuss the follow-up given or to be given to the recommendations contained in its report on France published in 2022. The roundtable will be structured around three sessions: “Presentation of ECRI’s report on France”; “Travellers: how to ensure their effective equality”; and “Prevention of any abusive practice by law enforcement against people from diverse backgrounds”.
