Council of Ministers 


Monday 24 February

Agriculture and Fisheries Council
The Council will discuss ‘rural proofing’, the practice of reviewing policies from a rural perspective to make sure they’re fit for purpose for people living and working in rural areas. Based on information from the European Commission and Member States, agriculture ministers will discuss the situation of agricultural markets and commodities. 

Foreign Affairs Council
On the third year mark of Russia’s full scale invasion of Ukraine, EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha, via videoconference. The Council will also have a discussion on the latest developments in the Middle East and the wider region, with an additional specific focus on Syria, Lebanon and UNRWA.

Tuesday 25 February 

General Affairs Council
Ministers responsible for European affairs will meet in Brussels to start preparations for the European Council of 20-21 March 2025 by discussing an annotated draft agenda. The Commission will also present its work programme for 2025.

von der Leyen meets with Zelenskyy
President Ursula von der Leyen will meet with President Zelenskyy and co-chair the College-to-Government meeting, in Kyiv. 

Tuesday 25 February

Jørgensen receives Selwin Charles Hart
Commissioner Dan Jørgensen will receive Selwin Charles Hart, Special Adviser to the Secretary-General and Assistant Secretary-General of the Climate Action Team of the United Nations, in Brussels.

Roswall presents the Commission’s Work Programme to the Swedish Parliament
Commissioner Jessika Roswall will present the Commission’s Work Programme to the Swedish Parliament.

Brunner meets Alexis Goosdeel
Commissioner Magnus Brunner will meet Alexis Goosdeel, Executive Director of the European Union Drugs Agency, in Brussels.

Wednesday 26 February 

College meeting
EU Commissioners will gather in Brussels to unveil the Clean Industrial Deal, the First Omnibus package on sustainability, the Second Omnibus package on investment simplification and the Action Plan on Affordable energy.

594th Plenary session
594th Plenary session with the following debates and guests: Presentation of the priorities of the Polish presidency of the Council of the European Union; High-level forum on Women’s rights; EU competitiveness, single market and regulatory simplification, linked to the adoption of opinion INT/1070 Assessment of the Letta and Draghi reports on the functioning and competitiveness of the EU’s Single Market and opinion INT/1075 The competitiveness of the EU’s small and medium-sized enterprises in light of new administrative burdens/obligations.

Participation by Lagarde and Cipollone in G20 Finance Ministers and Central Bank Governors’ meeting
Christine Lagarde and Piero Cipollone will participate in the G20 Finance Ministers and Central Bank Governors’ meeting, in Cape Town.

Finance in Common Summit 2025
The European Investment Bank (EIB) will join the 5th Finance in Common Summit in Cape Town, South Africa. Led by EIB Vice-President Ambroise Fayolle, the delegation will engage with global leaders, public development banks, and key stakeholders to advance sustainable finance.
