Crafting a New European Social Contract Together
EXPRESS2 is a project that addresses from a multidisciplinary, interdisciplinary and cross-sectional perspective, the growing demand for a new, more democratic, inclusive, and sustainable social contract in the EU. To engage in conversation with the relevant Civil Society Organisations (CSOs) and EU policymakers and gather their feedback on the draft European Social Contract early on, the European Movement International (EMI) is organising this first kick-off workshop.

Thursday 13 March

Votes: Democracy and human rights in Thailand, notably the lese-majesty law and the deportation of Uyghur refugees; Severe political, humanitarian and human rights crisis in Sudan, in particular the sexual violence and child rape; Unlawful detention and sham trials of Armenian hostages, including high-ranking political representatives from Nagorno-Karabakh, by Azerbaijan; Social and employment aspects of restructuring processes: the need to protect jobs and workers’ rights.

Council of Ministers 

Monday 10 March

Employment, Social Policy, Health and Consumer Affairs Council
In the context of the European Semester, the Council will hold a policy debate on ways to mitigate labour and skills shortages as a result of population ageing, or the ‘silver transformation’, by addressing the barriers that prevent older people from staying in or rejoining the workforce. The Council will also be invited to approve the contribution on the employment and social aspects of the 2025 recommendation on the economic policy of the euro area.

Tuesday 11 March 

Economic and Financial Affairs Council
The Commission will present the omnibus package to the ministers. The objective is to contribute to achieving the goal of reducing administrative burdens by at least 25%, and at least 35% for small- and medium-sized enterprises (SMEs). Ministers will also exchange views on the state of play of the economic and financial impact of Russia’s aggression against Ukraine. 

Wednesday 12 March

Competitiveness Council
Ministers will exchange views on the topic ‘For a more competitive European industry – the competitiveness compass and the clean industrial deal’. Ministers will also discuss a strategy for the single market, focusing in particular on an action plan for services.

Implications of U.S. Tax Policy for Europe
The U.S. tax policy has profound implications for global economies, particularly Europe. As one of the world’s largest economies and key partners, shifts in U.S. tax regulations can significantly impact foreign direct investment, trade balances, corporate decision-making, and regulatory landscapes in Europe. This event will highlight the critical importance of international cooperation in taxation. With the new European Commission aiming to ensure that tax system support Europe’s competitiveness, prosperity and social fairness, cohesive tax frameworks and collaborative efforts among nations are more important than ever.

Your Europe, Your Say! 2025
The EESC will bring together nearly 100 young participants from youth organisations, national youth councils and secondary schools as well as 37 teachers from EU member states, candidate countries and the UK for its annual youth event, Your Europe, Your Say! (YEYS). The event will focus on the role of young people in collectively shaping a resilient future. It aims to equip them to engage in civic action and continue to contribute to participatory democracy activities in their communities and beyond.

Foresight Talk on Ukraine: Scenarios for the end of the war
CoR ‘Foresight Talks’ connects experts and those interested in anticipatory governance. The first edition explores the war in Ukraine and possible scenarios for its resolution.

Wednesday 13 March

Social security and the “social safety net” in farming and impacts on occupational safety and health
The SafeHabitus Policy Seminar will explore the link between robust social safety net approaches and improved working conditions for farmers and farm workers.

Polish Presidency

Informal Meeting of EU Ministers for Research and Innovation (COMPET Research)
The plenary session will focus on the strategic role of the next EU R+I Framework Programme for competitiveness of the Union, and beyond. The aim is to discuss its role in creation of breakthrough science and innovation in EU, strengthening security, strategic autonomy and technological sovereignty of the EU.

Friday 14 March 

Informal meeting of the Working Party on Enlargement and Countries Negotiating Accession to the EU
The main focus of the meeting will be on EU enlargement policy, its tools and new initiatives to enhance the effectiveness of reforms in candidate countries. The informal meeting will focus on analysing Ukraine’s progress in alignment with the Fundamental Rights cluster and the bilateral support provided by member states to candidate countries.

UN Disability Convention Committee meeting to review EU disability commitments
FRA will take part in a CRPD Committee review meeting from 10 to 12 March in Geneva of the UN Convention on the Rights of Persons with Disabilities (CRPD). FRA is a member of the EU’s CRPD Monitoring Framework.

Friday 14 March 

FRA presents its Charter tools to a Slovenian ministry
FRA will contribute to a course organised by the European Institute of Public Administration for the Slovenian Managing Authority, and its Ministry of Cohesion and Regional Development. FRA will present its work on the EU’s Fundamental Rights Charter. It will also cover its findings and opinions on the Charter horizontal enabling condition under the Common Provisions Regulation.
