Council of Ministers 

Tuesday 22 September  

General Affairs Council (GAC)
Ministers in the General Affairs Council will hold a policy debate on the Multiannual Financial Framework (MFF) for 2028–2034 and begin preparations for the October European Council by discussing an annotated draft agenda. The Commission will also present its letter of intent for 2027, followed by an exchange of views on the EU’s legislative programming. As part of the annual Rule of Law dialogue, ministers will discuss general developments across the EU and exchange views on the rule of law situation in Albania, Montenegro, North Macedonia and Serbia, with representatives of the candidate countries invited to participate.

Thursday 24 September

Competitiveness Council
Ministers in the Competitiveness Council will hold a policy debate on the proposed Chips Act 2.0, aimed at strengthening Europe’s semiconductor industry, reducing foreign dependencies and boosting demand for chips. They will also exchange views on the review of the EU’s merger control guidelines. The Irish Presidency will provide updates on the Industrial Accelerator Act, the proposed 28th regime for company law and the European Competitiveness Fund, while the Commission will brief ministers on the state of play of strategic raw materials projects.

Monday 21 September

Water Resilience Stakeholder Platform Launch Event
The European Economic and Social Committee, together with the European Commission and the Committee of the Regions, will launch the Water Resilience Stakeholder Platform in Brussels. Bringing together experts, Member State representatives and international organisations, the Platform will support implementation of the EU Water Resilience Strategy. Discussions will focus on the Platform’s work programme, the Digitalisation Action Plan for the Water Sector and water efficiency, with the aim of translating these priorities into practice across the EU.

608th Plenary Session
The European Economic and Social Committee will hold its 608th Plenary Session in Brussels on 23 and 24 September. The agenda and detailed information will be published eight days before the meeting, and the debates will be available via webstream.

Committee of the Regions 

Monday 21 September

Stress Test of the Nature Directives: Consultation with Stakeholders
The European Committee of the Regions will host a stakeholder consultation in Brussels on the European Commission’s stress test of the Birds and Habitats Directives. The event will bring together industry, nature users, environmental NGOs and institutional stakeholders to discuss preliminary findings on Natura 2000 assessments, governance, funding and species protection. Feedback from the consultation will contribute to the Commission’s final stress test report.

Water Resilience Stakeholder Platform – European Water Academy Launch Event
The European Committee of the Regions, together with the European Commission and the European Economic and Social Committee, will launch the Water Resilience Stakeholder Platform and the European Water Academy in Brussels. The event will bring together experts, Member State representatives and international organisations to support implementation of the EU Water Resilience Strategy. Discussions will focus on the future of the Platform, digitalisation in the water sector and water efficiency.

Wednesday 23 September

Mullingar to host CoR External Bureau Meeting
The European Committee of the Regions will hold its External Bureau meeting in Mullingar under the theme “Thriving and sustainable communities – building a Europe that works for all territories.” Discussions will focus on strengthening regional competitiveness, innovation and resilience, as well as improving access to jobs, housing and services so people can remain and thrive in their communities. The meeting will conclude with the adoption of the Mullingar Declaration, setting out priorities for stronger place-based policies and cohesion across Europe.

Irish Presidency 

Monday 21 September

Informal meeting of Transport Ministers (TTE Transport)
The Irish Presidency of the Council of the EU will host an informal meeting of EU transport ministers in Dublin. Ministers, European Commission representatives and senior officials will discuss key developments in European transport policy, with a focus on how the EU transport network can support a safe, secure, resilient and competitive single market. The meeting will also help prepare discussions ahead of the formal TTE Council (Transport) in November.

European Ombudsman

Wednesday 23 September 

Speaker at the 3rd Interinstitutional Seminar on Public Access to Documents
The European Ombudsman will speak at the 3rd Interinstitutional Seminar on Public Access to Documents, hosted by the Council of the European Union in Brussels. The seminar will bring together staff from EU institutions, bodies and agencies to exchange best practices on transparency and public access to documents.

Keynote speaker – 8th Congress of Certified Accountants
The European Ombudsman will deliver a keynote speech at the 8th Congress of Certified Accountants in Lisbon.
