Securitisation in the EU
Securitisation is the transformation of package loans into the so-called securities, that can be traded in financial markets or be kept to be used as collateral. They have an important role in risk-management, and on freeing resources to increase liquidity and lending capacity of banks, as bank financing represents nearly 80% of total funding in the EU. In this context, the EESC is organising this public hearing to discuss strengths and weaknesses of the current regulation, as well as risks related to securitisation and possible policy solutions. The invitees will include representatives of public institutions and private sector stakeholders. The conclusions of this debate will contribute to the own-initiative opinion of the EESC on the topic, aimed at feeding the work of the European Commission and that of the co-legislators in a possible future reform.

Towards a comprehensive water strategy in the context of the climate and biodiversity emergencies
On 2 July 2024, as a follow-up to its call for an EU Blue Deal, the EESC will hold an online event to examine the role of water in the climate and biodiversity emergencies we face, seeking cohesive, sustainable solutions for water resilience. Policymakers, researchers, and stakeholders will explore effective responses to the cross-cutting water-related challenges linked to climate, biodiversity and the health of ecosystems and humans, and emphasize the critical importance of adapting to changing hydrological patterns and ensuring water security for all.

Expectations on consumption and the environment in the next legislative period
Just after the European elections will be a good time to review the last parliamentary term. Some progress was made, notably on sustainable consumption, with several proposals for directives (consumer and green transition, right to repair, green claims). However, there are many signs of backsliding, such as the numerous criticisms of the European Green Deal. In order to anticipate and influence the upcoming decisions that will follow the renewal in the European Parliament and the European Commission, the European Economic and Social Committee (EESC)’s Consumers and Environment Category is holding a morning discussion forum.

10th meeting of the Commission for Sustainable Territorial Development of the Euro-Mediterranean Regional and Local Assembly
The 10th meeting of the Commission for Sustainable Territorial Development of the Euro-Mediterranean Regional and Local Assembly (ARLEM) will take place on 1 and 2 July in the Hotel du Department, Carcassonne, France, at the invitation of Hélène Sandragné, President of the Departmental Council of Aude.

Thursday 4 July 

23rd meeting of the ECON commission
The Commission for Economic Policy (ECON) will hold its 23rd meeting on 4 July in Brussels. Members of the ECON commission will hold discussions and adopt opinions on Mid-term review of the post-COVID European recovery plan (Recovery and Resilience Facility) and on Shock-proofing European regions: Strengthening local and regional economic resilience in the strategic evolution of the Single Market.

High-Level Conference on the European Social Charter
A High-Level conference on the European Social Charter, will be organised in the framework of the Lithuanian Presidency of the Committee of Ministers. It will be hosted by Prime Minister of Lithuania Ingrida Šimonytė and Deputy Secretary General Bjørn Berge, who will give welcoming speeches. The conference will aim to foster dialogue and cooperation among member states and to reaffirm the Council of Europe’s commitment to promoting social justice and upholding social rights.

Friday 5 July

Helping Ukraine’s recovery from the bottom up: Council of Europe Congress working with Ukraine’s government, municipalities and regions
The Secretary General of the Congress of Local and Regional Authorities, Mathieu Mori, will give a presentation following his recent visit to Ukraine and the high-level meeting in Strasbourg to discuss the country’s recovery with its government and local authorities. The presentation will also cover Congress support to other EU candidate countries, its work to support democratic forces in Belarus and how to prevent democratic backsliding in Europe from the bottom up.

OSCE Parliamentary Assembly

31st Annual Session
The 31st Annual Session of the OSCE PA will take place from 29 June to 3 July 2024 in Bucharest, Romania. The theme of the Annual Session is “The Role of the OSCE in the Current Security Architecture: A Parliamentary Perspective”. Following several days of debates, the meeting will culminate in the adoption of the Bucharest Declaration, containing recommendations in the field of security, human rights, and economic and environmental concerns.
