Transport, Telecommunications and Energy Council (Energy)
Ministers will address the state of play in terms of security of supply and preparations for winter 2024-2025. Ministers will also have an exchange of views on flexibility as an essential tool in the energy transition.

Monday 4 – Tuesday 5 March

Justice and Home Affairs Council
Ministers will exchange views about the general state of the Schengen area, the European free travel zone, and the recently presented evaluation of the EU law establishing Frontex (the EU border and coast guard regulation). The Commission and eu-LISA, an EU agency dealing with IT systems in the area of migration, security and justice, will inform ministers about the state of play to ensure interoperability of the EU’s information systems to fight crime, control borders and manage migration flows.

Thursday 7 March

Competitiveness Council (Internal market and industry)
Ministers will discuss a report on the advance of the works to reach an agreement on the late payment regulation. The proposal is part of the ‘SME relief package’, a series of initiatives presented by the Commission on 12 September 2023 to address the needs of small and medium enterprises (SMEs) in the current economic environment. One of the main problems that SMEs are facing is the frequent payment delays from administration or other companies. The proposal introduces a stricter maximum payment limit of 30 days, eliminates ambiguities, and addresses the legal gaps in the current EU legislation.

With the European elections in June 2024 holding the key to Europe’s future, the EESC as the institutional partner of civil society is launching the first edition of its Civil Society Week. This flagship event will gather people of all ages and backgrounds, including youth, journalists and EU institutions, for a vibrant debate on topics that matter to our everyday life and Europe’s future. The week will shine a light on the threats to democracy and the challenges in safeguarding democratic values. It will explore how best to mobilise our networks for citizens to vote and unleash the potential of Europe’s young generation.

The European Observatory on Infringements of Intellectual Property Rights
​​​​​​​​​The European Observatory on Infringements of Intellectual Property Rights is a network of experts and specialist stakeholders from public sector, private sector and civil society. The yearly meeting will include a brief review of the Observatory’s milestones, a panel on the link between IP crime and environment and health & safety, a panel on IP: Regional perspective, and one on challenges for Apps and App stores: counterfeiting and piracy.

Biodiversity protection and coexistence with large carnivores in Europe – challenges and opportunities for local and regional authorities
Exploring the coexistence of local biodiversity and farming practices, this local dialogue focuses on fostering mutual understanding and collaboration between farmers and environmentalists. The event aims to showcase how sustainable farming methods can preserve biodiversity, while exploring means for farmers to coexist harmoniously with wildlife, protecting their livelihood.

The EU Youth Conference is part of the EU Youth Dialogue, which is the most important and elaborated youth participation mechanism in policymaking within the European Union. It is all about bridging the gap between young people and policymakers and it offers young people a unique opportunity to make political decision makers aware what truly matters to them.

Monday 4 – Tuesday 5 March

European Conference for a Just Transition
In the context of the Belgian presidency of the European Union, Just Transition has been made a priority of the Environmental Council. This event aims to bring together an array of stakeholders, including representatives from member states, esteemed EU delegates from the Commission and the European Parliament, as well as dedicated representatives from various segments of civil society. Over the course of two days, the conference will delve into substantive discussions, with a specific focus on the social dimensions of the Green Deal.

European Conference of Housing Ministers
The aim of the event is twofold: to propose solutions to improve access to affordable, decent housing for all within the European Union and to promote long-term access to European funding for social housing organisations. The European housing ministers will therefore be invited to discuss a range of issues linked to these objectives (resilient construction/renovation in line with climate change, development of a regulatory framework to combat property speculation, diversification of funding sources, etc.).
