European Council


Thursday 7 – Friday 8 December

EU-China summit
The European Union and China are set to hold the 24th bilateral summit in Beijing, China. President of the European Council, Charles Michel, and President of the European Commission, Ursula von der Leyen, accompanied by High Representative Josep Borrell, representing the EU, will meet Chinese President Xi Jinping and Premier Li Qiang in two separate sessions. The focus of the summit will be the state of EU-China relations and international issues, including Russia’s war of aggression against Ukraine and the situation in the Middle East. The leaders will discuss ways of ensuring a more balanced and reciprocal trade relationship, as well as areas of shared interest such as climate change, food security, global health and pandemic preparedness.

Council of Ministers


Monday 4 December

Transport, Telecommunications and Energy Council (Transport)
EU Ministers responsible for transport will aim to agree a general approach on the Commission’s proposals to reform EU legislation related to driving licences, amend a directive aiming at facilitating the cross-border exchange of information on road safety-related traffic offences, and amend a regulation regarding breaks and rests in occasional passenger services. The Council will also discuss topics related to the maritime safety and  transport inrastructures, including the single European sky ‘package’ and proposals for revised directives on port state control, ship-source pollution, compliance with flag state requirements and accidents investigation in the maritime sector.

Monday 4 – Tuesday 5 December 

Justice and Home Affairs Council
In the matters of Justice, the Council will aim to adopt a general approach on a new EU law on the transfer of proceedings in criminal matters, hold a policy debate about the revision of the directive on the rights of victims, return to the issue of the fight against impunity in Russia’s war of aggression against Ukraine, and discuss the functioning of the European Public Prosecutor’s Office (EPPO). In regard to the Home Affairs, the agenda features the discussions pertaining to the state of the Schengen area, a progress report on all the legislative files of the Pact on asylum and migration, and EU internal security.

Tuesday 5 December

Transport, Telecommunications and Energy Council (Telecommunications)
Telecommunications ministers will be invited to agree a general approach on the regulation on measures to reduce the cost of deploying gigabit electronic communications networks (gigabit infrastructure act) aiming to lower the unnecessarily high costs of the electronic communication infrastructure deployment. Ministers will also hold a timely policy debate on technological leadership and competitiveness with a focus on investments in digital networks and infrastructure. Moreover, the presidency will update ministers on the state of play of a number of legislative files, including the regulation laying down harmonised rules on artificial intelligence, the regulation establishing a framework for a European electronic identity (eIDAS), the regulation laying down measures for a high level of public sector interoperability across the Union, and the regulation on horizontal cybersecurity requirements for products with digital elements. In an inclusive format, the participatns will discuss the future of European capital and financial markets.

Thursday 7 December

Eurogroup
Ministers of the Eurozone states will gether in regular fromat to assess euro area member states’ draft budgetary plans and the budgetary situation, prospects and recommendations for 2024, and functioning of the ERM II.

Competitiveness Council (Internal market and industry)
Ministers are expected to take a negotiating position (‘general approach’) on the regulation to strengthen Europe’s net-zero technologies manufacturing sector in Europe, better known as Net Zero Industry Act, that was adopted by the Commission on 16 March 2023. This proposal is a crucial legislation to reinforce the strategic open autonomy of Europe, one of the main priorities of the Spanish presidency of the council. The meeting will continue with for a policy debate on the proposal of the Regulation on prohibiting products made with forced labour on the Union market. During the lunch, ministers will discuss on SME policy with an exchange of views. On 12 September 2023 the Commission presented a package of measures to relief the Small and Medium Enterprises.

Friday 8 December

Competitiveness Council (Research and space)
The EU ministers responsible for research will meet in Brussels to discuss the impact of research and innovation in policy making, reach a political agreement on the Council recommendation on a European framework to attract and retain research innovation and entrepreneurial talents in Europe, and hold a policy debate on the subject ‘Research valorisation as a tool for economic and industrial recovery and resilience’. Ministers dealing with Space are expected to approve the Council Conclusions on ‘Space traffic management: state of play’ and exchange views on the “future EU policy on space in a changing world.”

Economic and Financial Affairs Council
EU Ministers will seek a general approach on the proposed reform of the economic governance framework. The Spanish presidency will present a progress report on the ‘single currency package,’ consisting of a proposal setting the legal framework for the possible introduction of a digital euro, and a proposal on the legal tender status of euro cash, and a progress report on the adjusted package for the next generation of own resources. Finally, the Council will exchange views on the state of play of the economic and financial impact of Russia’s aggression against Ukraine.

Šefčovič at COP28 
Executive Vice-President Maroš Šefčovič will participate in the Abu Dhabi Sustainability week Summit at COP28 where he will co-chair the Global Methane Pledge Ministerial meeting and meet with Allen Blue, co-founder of LinkedIn.

Johansson speaks at European Migration Forum
Commissioner Ylva Johansson will speak at the 8th European Migration Forum, of the European Economic and Social Committee (EESC) and hold a meeting with Oliver Röpke, EESC President.

Tuesday 5 December

Johansson participates in JHA Council
Commissioner Ylva Johansson will join EU Ministers for the Justice and Home Affairs Council.

Šefčovič at COP28 
Executive Vice-President Maroš Šefčovič will meet with Ambroise Fayolle, Vice-President of the European Investment Bank, deliver a keynote address at the Global Initiative for Nature, Grids and Renewables launch event, and participate in the high-level event on ‘Ukraine’s path to net zero’ at COP 28.

Wednesday 6 December

College meeting
The EU Commissioners will gather in Brussels where they are expected to unveil the Citizen package which includes the review of the EU rules on consular protection, the Citizenship Report 2023, and “No place for hate: a Europe united against hatred” initiative. Also on the agenda is a discussion of the Animal welfare package and the response to the European citizens’ initiative: ‘Fur Free Europe.’

Commissioner Janusz Wojciechowski will speak at the 2023 EU Agricultural Outlook Conference, organised by the European Commission.

Johansson speaks at “No child should experience abuse” event
Commissioner Ylva Johansson will give an address at an event ‘No child should experience abuse. We must ensure the Internet is #SafeForKids.’

Thursday 7 December

Gentiloni and Dombrovskis meet Managing Director of ESM
Commissioner Paolo Gentiloni together with Executive Vice-President Valdis Dombrovskis will meet with Pierre Gramegna, Managing Director of European Stability Mechanism (ESM).

Jourová receives Deputy Secretary General of NATO
Vice-President Vĕra Jourová will meet with Mircea Geoană, Deputy Secretary General of NATO.

Johansson participates in Migration and Asylum Package Trilogues

European Migration Forum
The eight meeting of the European Migration Forum, the dialogue platform on migration, asylum and migrant integration, will take place in Brussels. The participatns will focus on the topic “Migrants in Europe today: specific needs, skills and communication for stronger inclusion.”

Wednesday 6 December

Debate on the Maritime sector
For this debate on the maritime sector, the European Economic and Social Committee (EESC) invited several distinguished speakers, among them representatives of the European Commission, the maritime industry, shipowners and representatives of the employees to discuss the latest developments in the maritime sector, the actions undertaken during the past year and what remains to be done to provide support to this critical and strategic sector.

Thursday 7 December

EU-Montenegro Joint Consaltative Committee meeting
The European Economic and Social Committee (EESC) and Montenegro will hold the seventeenth Civil Society Joint Consultative Committee (JCC) meeting in Brussels. The participants will discuss the current state of play in EU-Montenegro relations: 2023 Enlargement Package and Montenegro Report, overview of the developments within the Berlin process, Cluster 1: The Fundamentals of the Accession Process – state of play of remaining unmet obligations, with a specific focus on Public Administration Reform (PAR), and the overview of the civil society situation in Montenegro.

Tuesday 5 December

REGIONS2030 Pilot Project Final Event
The European Committee of the Regions will host the final event of the REGIONS2030 Pilot Project, entitled “Monitoring the SDGs in the EU Regions: Filling the Data Gaps,”  a collaborative effort between the European Commission, European Parliament, and 10 pilot regions to co-design and develop an indicator set for monitoring the Sustainable Development Goals (SDGs) at the regional level in Europe. The event will showcase the project’s final results, providing insights into the value of using regional indicators in monitoring and achieving the SDGs.

EUREGHA Conference on “The future of the EU health policy”
The 2023 EUREGHA Annual Conference, hosted by the European Committee of the Regions, will put the spotlight on the future of health at European level in view of the EU elections in 2024 and the new EU mandate, from the point of view of regional and local health authorities. The event will feature an opening keynote by an institutional representative, the presentation of the EUREGHA Regional and Local Health Authorities Manifesto for the future of health at European level in the new mandate, followed by a related panel discussion, and, finally, a focus on digital health as a key tool to drive the future of health, with the presentation of regional digital health and health data good and promising practices and a dedicated discussion.

Wednesday 6 December

ECON commission meeting
During the 20th meeting of the Committee of Regions’ Commission for Economic Policy, the participants will discuss and adopt a draft opinion on “SME Relief Package and BEFIT” and hold a debate on the future of European competitiveness and of the European Single Market and a debate on Sustainable Development Goals.​​

Conference of Ministers for European Affairs of the German Federal States
The ministers of the 16 German federal states responsible for European Affairs will meet for the 93th conference. The participants will debate on Macro-regional Strategies and how to foster rural areas as well as other current issues like the Future of Europe, the mid-term review of the MFF, migration policy and the competitiveness of the EU with distinguished guests from EU politics, business and science.

Friday 8 December

SEDEC commission meeting
During the 20th meeting of the Commission for Social Policy, Education, Employment, Research and Culture, the participants will discuss the draft Work Programme for 2024, Contribution of the SEDEC commission to the CoR Annual Impact Report (AIR) 2023, and adopt opinions on the ​EU Disability Card and Parking Card for persons with disabilities as well as on the report “Towards an integrated EU policy approach to support place-based innovation for the green and digital transition.”  The meeting will conclude with the exchange of views on improving the social inclusion of children by implementing the European Child Guarantee at local and regional level.

Stakeholders Consultation on ” Smart, sustainable and affordable housing”
The European Committee of the Regions (CoR) is in the process of drafting an own-initiative opinion on “Smart, sustainable and affordable housing as a tool for local authorities to face multiple challenges.” By means of this stakeholders consultation, appointed rapporteur Andres Jaadla, will consult relevant stakeholders and gather their position regarding affordability, sustainability and availability of housing in European regions and cities.

I+D+C Forum: Socio-ecological Transitions
The Círculo de Bellas Artes and the Coordination Office for the Spanish Presidency of the EU co-organise the “Socio-Ecological Transitions” Forum to discuss crucial issues for environmental sustainability, socio-ecological transition and climate change. The different sessions will deal with issues related to production and consumption, mobility and sustainable tourism, biodiversity management, energy transition and conservation and management of natural resources. The role of the Arts and Humanities in raising environmental awareness and addressing environmental challenges will also be highlighted.

High-level dialogue “Good Democratic Governance in Ukraine”
The second meeting under the high-level dialogue “Good Democratic Governance in Ukraine: achievements, challenges and the way forward in post-war period” will bring together key national stakeholders who will discuss perspectives for good democratic governance reforms in Ukraine in order to reach broad agreement to improve the legal framework on multi-level governance and elections in light of European standards, good practice and Ukraine’s status of the EU candidate country. The Dialogue is taking part under the Council of Europe Programme “Strengthening Good Democratic Governance and Resilience in Ukraine” and the Project “Supporting democratic post-war elections in Ukraine” implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026.

Conference “Money and Democracy – an Uneasy Relationship”
The Venice Commission and the Academy for European Human Rights Protection are organising an international conference entitled “Money and Democracy – an Uneasy Relationship”. The conference will explore ways in which undue influence of big money on democratic decision-making may be exposed, monitored, contained or even prevented. The event will bring together Venice Commission members, politicians, academics, representatives of international organisations and journalists from various countries.
