Democracy Alive: The Brussels Summit is organised by the European Movement International with the aim to gather political leaders, policymakers, academics, social partners, NGOs, and organised civil society to discuss the state of democracy in Europe and strategise how to best counter the threats faced by the EU. It will be an opportunity to share thoughts and ideas on how to strengthen democracy and uphold its principles.

Council of Ministers


Thursday 8 June – Friday 9 June

Justice and Home Affairs Council
The ministers will discuss the asylum and migration management system regulation and the asylum procedure regulation as well as the state of the Schengen area on the basis of the Commission’s State of Schengen report 2023 and define priorities for the Schengen area for the next 12 months. Combatting violent extremism and terrorism also features on the agenda, the presidency and the Commission will update ministers about the launch of a High-Level Expert Group on access to data for effective law enforcement. The implications of Russia’s aggression against Ukraine on the EU’s internal security and temporary protection for people fleeing the war will be discussed. The Council aims to reach a general approach on a proposed law against strategic lawsuits against public participation (SLAPP). The Council will aim to reach agreement on a draft law on combating violence against women and domestic violence. In order to bolster its sanctions toolbox, the Council is working on a new legislation to make sure that the violation of restrictive measures is criminalised. The Council also plans to approve conclusions on the safety of LGBTI persons in the European Union.

Wednesday 7 June

A thriving civic space for upholding fundamental rights in the EU: looking forward
The event is part of a series of three seminars on how the EU can further develop its role to protect, empower and support civil society organisations and human rights defenders. This seminar will explore how the EU can further enable civil society organisations and human rights defenders’ participation in policy-making processes, and how Member States can be supported in maintaining an enabling environment for civil society actors’ participation. The seminar will be co-organised with the European Commission.

ECI Day 2023
As part of the European Year of Skills, ECI Day 2023 will focus on the skills that organisers need to make their initiative a success. This will include providing participants with practical tips and recommendations in the form of “How-To” workshops on topics such as how influencers can help an ECI succeed, or turning an idea into a European Citizens’ Initiative.

Friday 9 June

Advertising through influencers and its impact on consumers
The purpose of the hearing will be to contribute to the EESC opinion and look into the rise of advertising on social media, in particular through influencers, in view to introduce a specific regulation on this kind of advertising. The event will focus on the crucial impact on consumer behaviour of influencers advertising on social networks. This is because the relationship between influencers and consumers is based on a sense of proximity, authenticity and trust – feelings that are not as intense in other kinds of advertising and with other public figures. The event will also explore the exposure of minors to advertising that they often see without being fully aware of it – advertising that can contain elements that are detrimental to minors’ physical, psychological, social and emotional development.

Conference on wooden construction for CO2 reduction in the building sector
The conference will present the main conclusions of the EESC’s exploratory opinion on Wooden construction for CO2 reduction in building sector and will further discuss the potential of timber construction in line with the EU’s goal of climate neutrality with local experts, representatives of the wooden construction sector and civil society organisations. The conference is organised in the framework of the Swedish Presidency of the Council of the EU.

AGORADA 2023: 6Ps towards sustainable cities and regions
AGORADA, EURADA’s main annual event, is designed to function as meeting point for regional development practitioners and shines a spotlight on current policy developments at European level. It creates and maintains a network of Regional Development Agencies by helping them connect and work together in activities related to their common interests. Friends and Members of EURADA get inspirations and ideas from one another by sharing their best practices and successful policies implemented in their regions. This year, AGORADA is entitled “6Ps towards Sustainable Cities and Regions” as AGORADA provides a unique opportunity to highlight EURADA’s role in analysing and anticipating Policy trends, monitoring, mentoring and facilitating Processes, enhancing the Performance of RDAs, supporting Project development, Positioning RDAs and their territories, and creating solid Partnerships.

Green Deal 2.0: a renewed governance for the Green Deal
Observing some key missing elements of dysfunctions on the ground, the Committee of the Regions is preparing an Opinion on “Towards a multilevel Green Deal governance: the revision of the Governance of the Energy Union and Climate Action Regulation”. The opinion will present concrete proposals for a Green Deal 2.0 and renewed governance, in particular with a view to the revision of the Regulation on the Governance of the Energy Union and Climate Action. It will explore the challenges and levers for the successful implementation of Green Deal policies on the ground (vertical integration), with a particular focus on multi-level governance processes and the role and means dedicated to local and regional authorities. The opinion will present concrete proposals for a Green Deal 2.0 and renewed governance, in particular with a view to the revision of the Regulation on the Governance of the Energy Union and Climate Action. Consultation on CoR opinion on stopping gender-based violence – cities and regions leading the way
The European Committee of the Regions will hold a stakeholder consultation in preparation of its own-initiative opinion on Stopping gender-based violence – Cities and regions leading the way. This consultation would provide the Rapporteur further input and suggestions, with the aim that the CoR opinion would bring a meaningful contribution to the ongoing work on combating gender-based violence, as launched by the EU Gender Equality Strategy and the European Commission Proposal for Directive on combating violence against women and domestic violence, and help make our cities, towns and villages safe places for all citizens to thrive.

Tuesday 6 June

Building a stronger EU integrity framework
The European Ombudsman has invited high-level speakers from the main oversight authorities as well as the European Commission and European Parliament to discuss the gaps in the architecture of, and compliance with, the integrity framework. What changes are needed to make it stronger? The discussion will also focus on proposals to create an Independent Ethics Body and its potential role in further improving the integrity of the EU administration.

The event will focus on sustainable investment opportunities and priorities in Italy and on what it takes to use the EIB Group’s intermediated loans as a trigger for change and transition to a greener economy.
