Tuesday 08 July

Economic and Financial Affairs Council
The Council is expected to adopt the final legislative acts that pave the way for Bulgaria to become a member of the euro area and to begin using the euro as its official currency as of 1 January 2026. The Council will also be invited to activate the national escape clause under the Stability and Growth Pact (SGP) for requesting member states to help facilitate their transition to higher defence spending at national level while ensuring debt sustainability.

The 2025 Environmental Implementation Review (EIR): challenges and opportunities of environmental implementation
The event will include a panel discussion with EU institutions, business and civil society representatives. It will be the occasion to take stock of the implementation of environmental legislation in the EU and discuss the challenges and opportunities to close the implementation gap.

4th CIVEX commission external meeting and conference
EU-Switzerland relations, migration policy and EU internal security are on CIVEX commission’s agenda in Tenerife. The external conference will deal with the reception of unaccompanied migrant minors.

Stakeholder Consultation on CoR opinion on “Climate adaptation in cities and regions: building the European Climate Adaptation Plan”
The main objective of the meeting is to gather input and ideas to help shape the CoR opinion on the European Climate Adaptation Plan.

Informal meeting of employment ministers
There will be two plenary sessions on free and fair mobility and competitiveness. The meeting will bring together EU employment ministers, representatives from the European Commission and the European Parliament, as well as various organizations. Former Italian Prime Minister Enrico Letta has been invited as the keynote speaker.

Thursday 10 July – Friday 11 July 

Informal meeting of environment ministers
The first session involves a plenary discussion on EU political priorities for COP30 in Brazil. The ministers will then participate in a working session during lunch between the ministers on the status and way ahead for the European environment, followed by presentations on the green tripartite, concluding a site visit to Store Vildmose with a focus on nature restoration and the green transition in practice. Finally, ministers will attend a plenary session on European climate policy beyond 2030 and then a concluding discussion on a global plastics agreement.
