Ministers will exchange views and seek to adopt conclusions on the implementation of the Recovery and Resilience Facility (RRF). Ministers will proceed to discuss the state of play of the economic and financial impact of Russia’s aggression against Ukraine. The Council will seek to approve the EU’s mandate for the G20 finance ministers’ and central bank governors’ meeting of 18 April 2024. The Council will also aim to approve an EU statement for the International Monetary and Financial Committee.

The role of civil society in the challenge of enlargement
One of the most important aspects of the enlargement process will be the cohesion policy and the structural funds. The need for a structural policy to be applied following enlargement is justified both by the external necessity of reducing the gap between the applicant countries and the EU average and by the internal necessity of combating increasing disparities amongst and within accession countries. This hearing will be important to examine how civil society partners in the applicant countries are capable of managing the cohesion funds and also ensure that the main principles of cohesion policy like shared management, partnership principle and multilevel governance will be implemented effectively throughout this procedure.

Poverty Watch Report 2023 Launch Event: Unsustainable Welfare States & Risk of Austerity
This launch event of the 2023 European Poverty Watch report is co-organised by the European Anti Poverty Network (EAPN) and the EESC Civil Society Organisations’ Group. The event will spotlight the austerity reforms at the national level driven by the new economic governance review and include EU and national-level recommendations. It will also be an opportunity for the EAPN to present its key findings on the choices of public expenditure by European Member States and to put forward recommendations on how to sustainably finance welfare states.

EU-Japan DAG Workshop: ‘Promoting human rights and environmental due diligence together’
The EU-Japan Domestic Advisory Group under the EU-Japan Economic Partnership Agreement (EPA) will host a workshop: “Promoting human rights and environmental due diligence together” on 9 April 2024 following a Joint Dialogue with Civil Society in Tokyo on 8 April. The workshop’s objective is to foster dialogue between EU and Japan civil society representatives, focusing on best practices and a solution-oriented approach in an area of importance to the implementation of the TSD-chapter of the EU-Japan EPA. Human rights and environmental due diligence are topics of common interest, as the EU and Japan share values and want to secure resilient supply chains so as to do business in a sustainable way.

Orientation debate on the just transition of agri-food system
In line with its commitments to the Rural Pact, the European Economic and Social Committee is organising an orientation debate on ‘a just transition to ensure a sustainable future for the EU agri-food systems’ during the next meeting of its Section for Agriculture, Rural Development and the Environment (NAT). With this debate, the EESC wants to contribute to reflections on the foundations of a just transition framework on the agri-food sector to achieve a sustainable food system and move forward with concrete recommendations, for example, looking at the skills, capacity and mental support needed, or identifying some key policy areas and legal leverage points that could be triggered to start a just food transition for the EU.

9th Cohesion report
Public debate on 9th Cohesion report: Lessons learned from the first years of the implementation of the programming period 2021-2027, in the framework of the ECO section meeting. At a time of important climate, technological, demographic and geopolitical developments, the EU cohesion policy needs to evolve to meet the ambitious objective of making Europe’s regions more resilient, competitive and inclusive, embracing the green and digital transition and improving opportunities for all European citizens. In the context of the recent publication of the 9th Cohesion Report, the EESC would like to explore what are the lessons learned from the first years of the implementation of the programming period 2021-2027 and how cohesion policy faced all these challenges. Moreover, the EESC would like to examine how civil society contributed to the objectives of cohesion policy.

The COTER Commission has invited Themis CHRISTOPHIDOU, Director-General for Regional and Urban Policy (DG REGIO), for a debate with members on the European Commission’s 9th Cohesion report. COTER members will also exchange views on three opinions, starting with an exchange of views on the opinion on “The future of European Territorial Cooperation (ETC) post 2027” by rapporteur Karsten Uno PETERSEN (DK/PES). This opinion will look into the future of the Interreg programme, which has been developing cross-border, transnational and interregional cooperation over the past thirty years.

In the framework of the Horizon2020 MOVING project, AREPO, Euromontana and oriGIn EU organise a conference gathering EU Institutions, Regional governments, Producers of mountain and of Geographical Indications (GIs) products, and EU stakeholders from the agri-food sector, to discuss the new EU legal framework for Quality Products.

Informal meeting of agriculture ministers
The European Ministers for Agriculture and the European Commission will meet between 7 and 9 April in Limburg, where they will not only be introduced to Belgian innovations and specialities, but will also delve deeper into i.a. strategic autonomy in proteins.

Tuesday 9 April – Wednesday 10 April

Informal CATS 2024
The Coordinating Committee in the area of police and judicial cooperation in criminal matters (CATS) will meet in Ghent on 9 and 10 April for an informal meeting. Made up of directors and directors general from the Ministries of Justice and Home Affairs, the Coordination Committee examines the dossiers of the Council’s working groups from a strategic point of view. The aim is to facilitate exchanges between the directors and directors general of the relevant departments within the Ministries of Justice.

Thursday 11 April – Friday 12 April 

Informal meeting of tele­communications ministers
EU Telecommunications and Digitalisation ministers will debate in the university city on the challenges the sector will face in the coming years. The programme will include topics such as online user responsibility, economic security and the recently published White Paper which tackles Europe’s digital infrastructure needs.

Meeting with civil society organisations
The European Ombudsman will meet a group of CSOs to discuss their work. This meeting with be hosted by the European Parliament Liaison office in Budapest.

Meeting with Hungarian Commissioner for Fundamental Rights
During her mission to Budapest, the Ombudsman will meet with the Commissioner for Fundamental Rights, Dr. Ákos Kozma, to discuss topics of mutual interest, such as engagement with the European Network of Ombudsmen, and the work of each office.

Wednesday 10 April

Meeting with the President of the Data Protection and Freedom of Information Authority
The European Ombudsman will meet with the President of the Data Protection and Freedom of Information Authority, Attila Péterfalvi, to discuss topics of mutual interest, such as Access to Documents and the use of Artificial Intelligence in public administration.

Meeting with the Hungarian Minister for EU Affairs
In light of Hungary’s upcoming EU Presidency, the European Ombudsman Emily O’Reilly will meet with the Hungarian Minister for EU Affairs, Dr János Bóka. They will discuss Hungary’s upcoming Presidency as well as the Ombudsman’s work in the area of transparency and accountability.

Event with Together.eu
The Ombudsman will meet with Hungarian volunteers of Together.eu (an online platform hosted by the European Parliament), and deliver a presentation on the role of the European Ombudsman and the upcoming European elections.

International Roma Day
The international Roma Day will be celebrated, and a flower casting ceremony will be organised on Passerelle de l’Aubépine, to mark Roma culture and unity. International Roma Day is celebrated on April 8 each year to honour the first major international meeting of Romani delegates which was held in April 1971 in Chelsfield near London.

Tuesday 9 April

Environment and human rights: ECHR judgments
The European Court of Human Rights will deliver rulings in the cases of Verein KlimaSeniorinnen Schweiz and Others v. Switzerland; Carême v. France and Duarte Agostinho and Others v. Portugal and 32 Others at a public hearing (10.30 am). The case Verein KlimaSeniorinnen Schweiz and Others v. Switzerland concerns a complaint by a Swiss association and its members, who are a group of older women concerned about the consequences of global warming on their living conditions and health, that the Swiss authorities are not taking enough action to mitigate climate change.
