ShaPE – The Social Partners as shapers and makers of Social Europe: discovering foundations and futures
The ShaPE project examines the role social partners have played in treaty-making and law-making for social Europe. It advances proposals for revamping social Europe also revisiting fundamental values and social dialogue structures. To mark the conclusion of this important work and summarize the project’s key findings, we are organising a final event that will gather project partners, EU policy- and decision-makers, leading industry and academics in the field and more.

Council of Ministers 


Monday 08 December

Competitiveness Council
Commissioner Dombrovskis will give a presentation on the ’Annual Overview Report on Simplification, Implementation and Enforcement’, followed by an exchange of views. At the request of the French delegation, ministers will also hold a policy debate on how to ensure better surveillance of products sold via e-commerce platforms.

Justice and Home Affairs Council
Ministers of home affairs aim to reach agreement on the Annual Solidarity Pool, the new mechanism that will lead to a fairer sharing of responsibility in the asylum area. Part of the Pact on migration and asylum the solidarity mechanism will become applicable as from 12 June 2026. There will furthermore be a progress report about the ongoing work in the Council related to a Commission proposal to modify the Union Civil Protection Mechanism and to establish EU support to Health Emergency Preparedness and Response. 

Tuesday 09 December

Competitiveness Council
Ministers are expected to adopt the Council position on the Council regulation amending Regulation (EU) 2021/1173 on EuroHPC. Ministers will also hold a policy debate on the Horizon Europe multiannual financial framework (MFF) package, focusing on the topic of EU research and innovation for dual use, security and defence.

Justice and Home Affairs Council
Ministers for justice will exchange views on the fight against impunity regarding crimes committed in Ukraine. Ministers will in particular discuss the cooperation of EU Member States with the planned Special Tribunal for the Crime of Aggression against Ukraine as well as the support to the international criminal court. Ministers will also approve conclusions on model provisions for EU criminal law.

Thursday 11 December – Friday 12 December

Agriculture and Fisheries Council
The Council will aim to reach a political agreement on two Commission proposals on fishing opportunities. During a public session, ministers will also hold a policy debate on the post-2027 common agricultural policy proposals on innovation and simplification.

Friday 12 December 

Economic and Financial Affairs Council
The Council is expected to take stock of the negotiations with the European Parliament on the EU customs reform package. The Council will also hold a policy debate to pave the way for adopting its position on the single currency package.

Conference marking the 25th anniversary of the EU Charter of Fundamental Rights
The conference brings together approximately 200 representatives of the main stakeholder groups that contribute to the implementation and application of the Charter across the EU. It will look into how the Charter has shaped the fundamental rights culture in the EU over the past quarter of a century and provide a space for reflection on future challenges and opportunities in the field of fundamental rights.

3rd Annual EU CharterXchange
The ‘Annual EU CharterXchange’ is an initiative of the European Union Agency for Fundamental Rights (FRA) and the European Commission to enhance the application of the rights enshrined in the EU Charter for Fundamental Rights (EU Charter), in line with the objectives of the European Commission’s ‘Strategy to strengthen the application of the Charter of Fundamental Rights in the EU’ (2020), and the subsequent Council conclusions on strengthening the application of the EU Charter in the EU (2021). The CharterXchange aims at increasing the exchange of knowledge and experience and fostering collaboration among experts, policymakers, and stakeholders through a regular forum, which started in 2023, dedicated to the EU Charter.
