Council of Ministers


Thursday 13 June

Justice and Home Affairs Council (Home affairs)
In public session, the presidency will inform ministers about the state of play of a legislative proposal to combat child sexual abuse. The proposed EU law would make it mandatory for internet companies to alert the authorities about online child sexual abuse on their platforms. Ministers will also discuss the extension of the temporary protection for persons having fled from Ukraine after the start of the war.

Friday 14 June 

Justice and Home Affairs Council (Justice)
Ministers will hold two policy debates. The first debate touches on a proposed regulation that aims to facilitate the recognition in a Member State of the parenthood of a child which has been established in another Member State. The exchange will in particular address the recognition of surrogacy parenthood. A second debate addresses the proposed update of a directive from 2011 on combating the sexual abuse and sexual exploitation of children and child pornography. The presidency will also aim to agree on a negotiation mandate (general approach) on a directive on combatting corruption.

Aligning the circular economy and the bioeconomy at EU and national level
The EESC will hold a public hearing in connection with its ongoing opinion on aligning the circular economy and the bioeconomy at EU and national level which aims to enhance the synergy between bioeconomy, circularity, and sustainability by adopting a more integrated and systemic perspective on the circular bioeconomy.

NEREUS’ General Assembly has the objective to discuss NEREUS’ statutory matters, but also to bring the community together to enhance the exchange and networking of members (regions, universities, technology and research institutes), as well as feature the latest space policy developments and how they contribute to agendas of the Green Deal, Digital Transition, future of cohesion policy, innovation policy, and regional development.​

ENVE external seminar on “Renewable energy at the service of the territory and climate impact in mountain areas”
The ENVE commission, in collaboration with the Autonomous Region of Valle d’Aosta, will bring together key stakeholders from European cities and regions, EU institutions and the scientific community in Saint-Vincent to discuss how local communities in mountain areas, particularly in the Alps, are participating in the implementation of the European Green Deal.

Thursday 13 June 

Stakeholders consultation on the CoR opinion: The future of EU climate policy – aligning mitigation targets and adaptation challenges
The European Committee of the Regions (CoR) is preparing an Opinion on “The future of EU climate policy: aligning mitigation targets and adaptation challenges”, led by rapporteur Markku MARKKULA, President of the Helsinki Region. In this framework, the CoR is organizing a stakeholders’ consultation on 13 June. This event will provide the rapporteur with inputs to support the preparation of the draft opinion. 

Friday 14 June 

23rd NAT Commission meeting
The main aim of this opinion is to highlight the potential of roots tourism for all regions and municipalities of Europe, providing evidence of its economic and cultural potential on local concerns, proposing solutions, thus feeding into the reflection on the future of EU tourism. Tourism is one of NAT’s priority areas and this opinion will be an opportunity to build on the policy messages from previous opinions.

High level Group on combating hate speech and hate crime
Combating the various forms of intolerance is the mission of this high-level group. During these meetings, member states, NGOs and experts are gathered around the same table. Their discussions will focus on how to counter hate speech and hate crimes. 

Thursday 13 June

Taking a closer look at racism: Preventing and Combatting Anti-Muslim Hate Crimes in the EU
Experts will gather in Brussels to discuss the fight against anti-Muslim hate in the European Union. This conference, organised as part of the Belgian presidency of the Council of the European Union, aims to: Set out the observations: with the help of figures and an overview of the situation, experts will discuss the alarming level of hate speech and hate crimes against Muslims or those perceived as such and Identify possible solutions: experts will discuss best practices for improving the situation and a sense of security among Muslims or those perceived as such.

FRA will hold a meeting of foresight practitioners and human rights experts to raise awareness on the importance of considering fundamental rights in foresight activities. The discussions will focus on how fundamental rights can be practically embedded in the foresight methodologies.
