The new EU in a changed world: EU, enlargement and security
European Movement Finland, the European Movement International, and the Foreign Policy Institute will hold an event entitled ‘New EU in a Changed World: EU, Enlargement, and Security’ at the Helsinki Central Library in Oodin Maijansali. Experts, researchers, and members of parliament will discuss Finland’s positions on EU expansion and what the EU of more than 30 member states can look like and how this will affect European security.

European Council


Thursday 14 – Friday 15 December

European Council
The EU heads of state or governments will address the latest developments in Russia’s war of aggression against Ukraine and continued EU support for Ukraine and discuss the situation in the Middle East. Building on the discussion at their latest meeting in October 2023, EU leaders will follow up on the proposed revision of the multiannual financial framework 2021-2027, with a view to reach an agreement and take stock of progress in the implementation of the previous conclusions on security and defence.

Council of Ministers


Monday 11 December

Foreign Affairs Council
The Foreign Affairs Council will start with an informal exchange of views with the Minister of Foreign Affairs of Ukraine, Dmytro Kuleba. The EU Ministers will then discuss the Russian aggression against Ukraine, the situation in Israel, the Gaza strip and the region as well as exchange views on the foreign policy dimension of economic security. The meeting will be preceded by an informal breakfast with the Minister of Foreign Affairs of Armenia, Ararat Mirzoyan.

Eastern Partnership Foreign Affairs Ministerial meeting
The Eastern Partnership (EaP) ministerial meeting will bring together EU foreign ministers and their counterparts from Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine, under the chairmanship of the High Representative for Foreign Affairs and Security Policy Josep Borrell. At the meeting, ministers will address how the Eastern Partnership can continue to ensure that the needs of member states and partner countries are met, what should be the key priorities of joint work in 2024, how to accelerate the delivery of the Economic and Investment Plan for the Eastern Partnership, and how to increase cooperation with regions such as Central Asia and the Western Balkans and synergies with other regional policies such as the Black Sea Synergy.

Sunday 10 – Monday 11 December

Agriculture and Fisheries Council
Fisheries ministers will aim to reach a political agreement on the proposal for fishing opportunities in the Atlantic and the North Sea for 2024 and for 2025 and 2026 as well in the case of some stocks, as well as on the proposal concerning fishing opportunities in the Mediterranean and the Black Sea for 2024. Ministers responsible for Agriculture will discuss the market situation, particularly in the light of Russia’s war of aggression against Ukraine and discuss the first year of implementation of the CAP strategic plans, based on information from the Commission and the presidency. The agenda also incudes discussions of the proposed new genomic techniques regulation, a progress report regarding the sustainable use of pesticides proposal, and the progress made regarding the plant and forest reproductive material proposals.

Tuesday 12 December

General Affairs Council
The EU Ministers will prepare for the European Council meeting on 14-15 December by discussing draft conclusions on the evaluation of its annual rule of law dialogue, enlargement and the stabilisation and association process, and managing demographic change in Europe. The Spanish presidency and the incoming Belgian presidency will present the roadmap for European Semester 2024. The presidency will also update ministers on follow-up to the Conference on the Future of Europe. The Council will also discuss, with a view to adoption, a request by Spain to include Catalan, Basque and Galician in the EU’s language regime.

Wednesday 13 December

EU-Western Balkans summit

The event will bring together leaders from the Western Balkans partners, the 27 EU member states, EU institutions and international financial organisations to discuss how to strengthen regional cooperation and partnerships, as well as the economic convergence with the EU. The summit will be an opportunity to discuss further actions contributing to the acceleration of the region’s accession process, EU related reforms and greater integration into the EU single market. This is especially relevant in view of the Growth Plan for the Western Balkans recently proposed by the European Commission.

Monday 11 December

Suica speaks at the conference on demographic change in Europe
Vice-President Dubravka Suica will speak at the international conference entitled “Demographic change in Europe: We have a toolbox for action!,” organized by the European Commission in Zagreb, Croatia.

Hoekstra participates at COP28 plenaries
Commisssioner Wopke Hoekstra will participate at closing plenaries of COP28 in Dubai.

Várhelyi participates in ministerial meetings
Commissioner Olivér Várhelyi will participate in Foreign Affairs Council and Eastern Partnership ministerial summit followed by the meeting with Ilia Darchiashvili, Minister of Foreign Affairs of Georgia.

Tuesday 12 December

College meeting
The EU Commissioners will meet in Strasbourg where they are expected to discuss generation of revenues from immoblised Russian Central Bank assets, facilitating cross-border solutions, and Defence of democracy package, consisting of the legislation establishing harmonised requirements in the internal market on transparency of interest representation activities carried out on behalf of third countries, a Recommendation on an inclusive and resilient electoral processes in the Union and enhancing the European nature and efficient conduct of the 2024 elections to the European Parliament, and a Recommendation on promoting the engagement and effective participation of citizens and civil society organisations in public policy-making processes.

Suica participates in the European Parliament Plenary debate
Vice-President Dubravka Suica will participate in the European Parliament Plenary debate on the “Defence of democracy package” in Strasbourg.

Jourová meets Secretary General of Council of Europe

European Consumer Day 2023
Organised by the European Economic and Social Committee (EESC), this year’s European Consumer Day will focus on the topic “Consumers in the Digital World: Safeguarding Youth and Enforcing Laws”. Speakers and representatives of EU institutions, national governments and civil society organisations are invited to reflect on how to achieve more efficient enforcement of the existing consumer protection legislation and how to tackle the challenges posed by the digital realm, with a special focus on minors.

Wednesday 13 – Thursday 14 December

Plenary session
The 583rd plenary session of the EESC will feature a celebration of the 65th anniversary of the institution, a discussion of the Conclusions of the Spanish Presidency of the EU, and a reflection on the outcomes of United Nations Framework Convention on Climate Change (UNFCCC) COP28.

Friday 15 December

Thematic debate on the long-term vision for EU’s rural areas
The EESC will host a public hearing to gather the views of the European Commission, rural development actors and various stakeholders on how to foster the implementation of the Long-Term Vision of EU’s Rural Areas. The debate will feed into the preparation of the own-initiative opinion Towards a European Rural Agenda. This opinion will seek to identify and understand the comprehensive dynamics of rural areas, extending beyond agriculture to include SMEs, microenterprises, services, and tourism. The opinion will also address the issues of funding and optimization and streamlining of budget allocation.

Thursday 14 December

Webinar on the Global Biodiversity Framework implementation
To keep the momentum going of subnational governments and cities’ achievements leading up to and during UN Convention of Biological Diversity (CBD) COP15, ICLEI Cities Biodiversity Center and partners United Nations Environment Programme, the Secretariat of the Convention on Biological Diversity, International Union for Conservation of Nature, (IUCN), European Committee of the Regions (CoR), and Regions4 organises the webinar series titled “From agreement to action: the key role of subnational and local governments in the Global Biodiversity Framework implementation”. This session will focus on sharing experiences for capacity building, presenting policy tools, guidelines, instruments, and programmes that facilitate subnational and local action on biodiversity.

Conference on “A new chapter for participatory democracy”
The European Committee of the Regions (CoR) is organising a conference on “A new chapter for participatory democracy: Paving the way for the future.” The participants will reflect on the progress made in citizen participation, discuss the regional potential and subnational authorities as the loudspeakers of citizens as well as the impact of technology on the future of democracy.

4th Spain-India Dialogue
Ministry of Foreign Affairs, European Union and Cooperation of Spain will hold the 4th Spain-India Dialogue entitled “Latin America, Europe and the Indo-Pacific: shared visions for a renewed trilateral collaboration.” The participants will discuss visions and participation of the Latin American Pacific countries in the association and collaboration networks of the Indo-Pacific area, channels of cooperation between Latin America, the European Union and the Indo-Pacific countries in the political, security, commercial and connectivity fields.

Wednesday 13 – Thursday 14 December

Conference on the Future of Girls in STEAM
Ministry of Education and Vocational Training of Spain will hold an international conference in Madrid to deliberate ways to address the lack of women in STEAM-related studies and jobs and the gender gap.

European Union Agency for Fundamental Rights


Monday 11 – Wednesday 13 December

EU CharterXchange
The European Agency for Fundamental Rights (FRA) in collaboration with the European Commission will hold the first annual EU CharterXchange, a forum for legal practitioners and stakeholders to explore current and potential applications of the EU’s Charter of Fundamental Rights and its role in driving positive changes for people’s rights. The agenda includes tailored interactive sessions catering to national authorities, parliaments, members of the judiciary, civil society and academia. There are dedicated sessions for Charter focal points, law students, civil society organisations, national human rights institutions, equality bodies, as well as Partners under the EU Enlargement Policy.

Management and Executive Boards meeting
Following the Executive Board meeting on Wednesday, the Management Board will convene to select and appoint the new Director of the Agency, a new Vice-Chairperson, appoint a new member of the FRA Scientific Committee and elect new members of the Management Board working groups. The Management Board will adopt the Agency’s annual work programme 2024 and its budget, the draft budget for the year 2025 as well as a new FRA Communication Strategy covering 2023 to 2028.

Wednesday 13 December

Board of Directors meeting
In accordance with its Rules of Procedure, meeting No.568 of the Board of Directors will take place in Luxembourg. The participants will focus on European Investment Bank (EIB) Group Operational Plan 2024-2026, Follow-up on the EIB Group Institutional and Operational Strategic Approach vis-à-vis China 2023, discuss operations outside the European Union and reporting.

“Climate Transition in a fractured world” conference
Co-organised by the Sciences Po Chair for Sustainable Development and Climate Transition and the EIB, the conference “Climate Transition in a fractured world: COP28 outcomes and the EU’s path” will shed light on a range of aspects of the current climate discussions and policies. The speakers will present the latest results of the EIB Climate Survey, which offers insights into the climate change-related views of people in major economies around the world, share takeaways and the latest status of international discussions from COP28, and present a status of the European Green Deal advancement and the challenges ahead.

Conference on health literacy and human rights
In cooperation with the National Office Against Racial Discrimination of Italy, and with the support of the Ministry for Family, Natality and Equal Opportunities and of the Ministry of Health of Italy, the Council of Europe will organise a conference on health literacy and human rights trust building and equitable access to healthcare in Rome, Italy. The event will be an opportunity to launch the Guide to health literacy and explore health literacy trends and challenges, as well as policy and practice about digital health literacy, patient journeys, and, as an example, health literacy in the Roma community.

Friday 15 – Saturday 16 December

Plenary session of the Venice Commission
The Venice Commission will hold its plenary session in which it will examine eight draft opinions and amicus curiae briefs concerning Armenia, Georgia, Kosovo, the Republic of Moldova and Ukraine. Among other opinions are those on draft amendments to the Election Code and to the Rule of Procedure of the Parliament of Georgia, and on the Law on the Fight against Corruption concerning the Anti-Corruption Bureau of Georgia.
