Council of Ministers 


Monday 14 July

Agriculture and Fisheries Council
During a public session, the Danish presidency will give the Council a presentation of its work programme and priorities for the second half of 2025. Following an update from the Commission, the Council will also hold a discussion to review the market situation for agrifood products and commodities.

Foreign Affairs Council
Ministers will exchange views on the current state of EU–US trade relations. In light of recent intensive trade talks with the United States, the Council will focus on the latest developments and the way forward. Ministers will also hold a policy debate on EU–China trade relations. 

Tuesday 15 July

Foreign Affairs Council
EU Foreign Affairs ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the minister of Foreign Affairs of Ukraine Andrii Sybiha, via videoconference. The Council will also discuss about the situation in Georgia and consider possible measures in response to the growing repression by the authorities. Finally, the Council will discuss the latest developments in the Middle East, focusing on Gaza, Israel and Iran.

Friday 18 July

General Affairs Council
Ministers responsible for European affairs will hear a presentation by the Commission on its first package of proposals on the EU’s post-2027 long-term budget (Multiannual Financial Framework) and will hold an initial exchange of views. The Council will also discuss the request by Spain to include Catalan, Basque and Galician in regulation No 1/1958, which governs the EU’s language regime.

Wednesday 16 – Friday 18 July

Informal meeting of competitiveness ministers
EU research ministers, selected associated countries and the European Commission will gather to discuss the contribution of research and innovation to the European competitiveness, including the importance of critical technologies. Ministers will also discuss research and innovation in the EU’s upcoming Multiannual Financial Framework (MFF), in particular the framework programme for research and innovation. EU competitiveness ministers and other relevant actors from the EU institutions will gather for a discussion on the theme “Building a Europe of Tomorrow – Sustainable, Innovative and Competitive”. The meeting will address issues such as developing Europe’s industrial base, promoting critical technologies and accelerating innovation.

Stakeholder engagement on Phase 2 of the EIB Group Climate Bank Roadmap and Energy Sector Orientation
The EIB Group invites stakeholders to a dedicated engagement on the second phase of its Climate Bank Roadmap (CBR2) and the accompanying Energy Sector Orientation (ESO)—two strategic documents that will guide the Group’s climate and environmental ambition and actions, including in the energy sector, from 2026 to 2030. Building on the successful implementation of the 2021–2025 Roadmap, the EIB Group aims to consolidate its position as the EU’s Climate Bank, while refocusing to increase impact in an evolving policy environment, taking into account recent scientific knowledge and best practice.
