Council of Ministers 


Monday 16 March  

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha via videoconference. The Council will also discuss the situation in the Middle East in light of the latest developments following the outbreak of war between the US, Israel and Iran. Finally, ministers will exchange views on the EU relations with the Southern Neighbourhood.

Transport, Telecommunications and Energy Council (Energy)
EU energy ministers will hold policy debate on the European Grids Package, aimed at improving cross-border interconnectivity, boost electrification and speed up permitting for grid infrastructure, while strengthening the resilience and security of cross-border networks. They will also take a stock on the progress on the action plan for affordable energy, presented by the Commission a year ago to help lower energy costs. In addition, ministers will exchange views on strengthening mutual energy security with Ukraine and Moldova, and on accelerating clean energy investments to support Europe’s competitiveness.

Tuesday 17 March 

Environment Council
EU environment ministers will hold a policy debate on the proposed amendment to the regulation on CO2 emission standards for cars and vans, presented by the Commission in December 2025 as part of the automotive package. They will also discuss post-2030 climate policy ahead of a set of legislative proposals expected later this year to support the EU’s 2040 climate target. In addition, ministers are expected to approve Council conclusions on the EU bioeconomy strategy and exchange views on strengthening the EU’s role in global environmental negotiations.

General Affairs Council
Ministers of the General Affairs Council will continue preparations for the March European Council meeting by discussing draft conclusions. They will also hold a policy debate on the EU’s Multiannual Financial Framework (MFF) 2028-2034, with a particular focus on governance aspects.

Your Europe, Your Say! 2026
The EESC will organise Your Europe, Your Say! 2026 in Brussels. The event will bring together young people and teachers from across Europe to explore Meaningful Connections, Active Participation, and Democratic Engagement. Participants will take part in workshops, discussions, and networking to develop ideas and skills for democratic participation. Teachers will learn how to integrate EU youth engagement into their classrooms. The assembly will conclude with policy recommendations for the next EU Youth Strategy, which the EESC will channel into its future advisory work.

The EESC will organise Your Europe, Your Say! 2026 in Brussels. The event will bring together young people and teachers from across Europe to explore Meaningful Connections, Active Participation, and Democratic Engagement. Participants will take part in workshops, discussions, and networking to develop ideas and skills for democratic participation. Teachers will learn how to integrate EU youth engagement into their classrooms. The assembly will conclude with policy recommendations for the next EU Youth Strategy, which the EESC will channel into its future advisory work.

Stakeholders’ consultation on the opinion “2030 Consumer Agenda”
The European Committee of the Regions (CoR) will hold a stakeholders’ consultation on the 2030 Consumer Agenda in Brussels. Rapporteur Adam Ciszkowski (PL/ECR) and his team will gather input on the Agenda’s priorities, including consumer protection in the single market, digital fairness, sustainable consumption, and enforcement and redress. Participants will discuss key challenges for consumers, ways to protect vulnerable groups, and strategies for promoting sustainable and fair consumption in the EU.
