The Commission will be invited to present the Competitiveness Compass initiative that aims to steer its work in the field of competitiveness. Ministers will have the opportunity to continue their exchange views on competitiveness, simplification and improving the business environment in Europe. Ministers will also exchange views on the state of play of the economic and financial impact of Russia’s aggression against Ukraine, based on an update by the Commission, including on the implementation of sanctions.

Road to the Global Disability Summit: For a disability- inclusive development and humanitarian action
The EESC’s Permanent Group on disability Rights is organising a hybrid public hearing on “Road to the Global Disability Summit: For a disability- inclusive development and humanitarian action”. During the event, they will discuss with relevant stakeholders existing good practices as well as obstacles to guarantee the inclusion of disability rights in development cooperation and humanitarian action.

Thursday 20 February

How to address the loss of purchasing power and the risk of rising inequalities, exclusion and marginalization
Driven by the lingering impacts of the COVID-19 pandemic and the war in Ukraine, a cost-of-living crisis is weighing heavily on citizens’ lives across the EU. Its impact is felt hardest by vulnerable groups, accentuating pre-existing inequalities. To prepare its own-initiative opinion on “How to address the loss of purchasing power and the risk of rising inequalities, exclusion and marginalization” the EESC is organising a hybrid public hearing. The event will gather representatives from the EU and International organisations, social partners and experts. Its output will feed into the EESC’s opinion.

164th CoR Plenary Session
The next Plenary Session (164th) will be the start of the next mandate. At the beginning of the new mandate, all CoR members are appointed for a period of 5 years, and all organs, including the Bureau, the commissions, and the working groups re-established. The new president, the new first vice-president and the new Bureau are elected by the members meeting in the first plenary session.

Polish Presidency 


Monday 17 February – Tuesday 18 February 

Informal meeting of the General Affairs Council
The informal meeting of EU Ministers for European Affairs will begin with an exchange of views on hybrid threats that the Member States and countries aspiring to join the EU face. EU ministers will also debate over the Multiannual Financial Framework post-2027 which will provide an opportunity to present Member States’ expectations towards the future Commission’s proposal expected later this year. Finally, an exchange of views on strengthening Europe’s military and civilian readiness and preparedness is foreseen, on the basis of the recent report presented by the former President of Finland, H.E. Mr Sauli Niinistö.

24th Winter Meeting of the OSCE Parliamentary Assembly
The 24th Winter Meeting of the OSCE Parliamentary Assembly will take place 20-21 February 2025 at the Congress Center Hofburg in Vienna, Austria. One of three statutory meetings of the Assembly held each year, the Winter Meeting serves as a valuable opportunity for parliamentarians to engage with ambassadors and representatives of the OSCE’s executive structures. It is also when the rapporteurs of the OSCE PA’s General Committees share their preliminary ideas for the reports and draft resolutions they will present at the upcoming Annual Session.
