Council of Ministers 


Monday 17 March

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss Russia’s war of aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine, Andrii Sybiha, via videoconference. The Council will also discuss the latest developments in the Middle East, with a focus on Gaza/Palestine.

Transport, Telecommunications and Energy Council
Following a presentation by the Commission and on the basis of a background note prepared by the presidency, ministers will publicly exchange views on the action plan for affordable energy, which was adopted on 26 February as part of the clean industrial deal. Ministers will also discuss the state of play and the way forward on the EU regulations on security of gas supply and on electricity risk preparedness, which are key elements of the EU’s energy security framework.

Tuesday 18 March

General Affairs Council
Ministers responsible for European affairs will meet in Brussels to continue preparations for the European Council meeting on 20-21 March 2025 by discussing draft conclusions. Ministers will also hold an exchange of views on the state of play of EU-UK relations.

Civil Society Week 2025
In recent years, overlapping crises – from the lingering effects of the pandemic to the escalating challenges of climate change, increasing living costs, and widening income disparities – have created fertile ground for widespread polarisation. Social instability, economic downturns and widespread discontent, particularly among those who feel unheard and left behind, have further deepened societal divisions. To address these pressing concerns, Civil Society Week 2025 will gather a diverse range of civil society stakeholders from Europe and beyond, providing a unique platform to engage in critical debates, share best practices, and collaborate to develop solutions that foster social cohesion and strengthen democratic engagement.
