European Council


Monday 17 June 

Informal leaders’ meeting
Following the European Parliament elections, EU leaders will discuss the next institutional cycle. The European Council is central in designating the next high-profile EU-level roles, namely: electing the President of the European Council, nominating the President of the European Commission and appointing the High Representative of the Union for Foreign Affairs and Security Policy.

Council of Ministers


Monday 17 June 

Environment Council
EU environment ministers are expected to reach a general approach on the Commission’s proposal to revise the waste framework directive, focusing on the resource-intensive textile and food sectors. Ministers will also try to reach a general approach on the green claims directive. 

Tuesday 18 June

General Affairs Council (Cohesion)
Ministers will exchange views on the link between cohesion policy and the EU strategic agenda for 2024-2029, set to be adopted by the European Council at its meeting on 27 and 28 June 2024. The Council is also expected to approve conclusions on the Commission communication on the 9th Cohesion Report, published on 27 March 2024. 

Transport, Telecommunications and Energy Council (Transport)
Transport ministers will agree on the Council’s position (‘general approach’) on legislative files concerning maritime safety and inland waterways. The Council will also agree on a general approach on the new regulation on the use of railway infrastructure capacity in the single European railway area and take note of a progress report on the combined transport directive.

Thursday 20 June 

Employment, Social Policy, Health and Consumer Affairs Council (Social policy)
The Council will seek to agree its negotiating position on a proposed directive amending the existing rules on European Works Councils, which represent workers in large multinational companies operating in at least two EU or European Economic Area (EEA) countries. Ministers will also aim to agree their position on a proposed directive prohibiting discrimination on the grounds of religion or belief, disability, age or sexual orientation in areas other than employment.

Friday 21 June 

Economic and Financial Affairs Council
The Council will be invited to reach a political agreement on the value added tax (VAT) in the digital age package. Ministers will also exchange views on the state of play of the implementation of the Recovery and Resilience Facility (RRF) and on the state of play of the economic and financial impact of Russia’s aggression against Ukraine.

Employment, Social Policy, Health and Consumer Affairs Council (Health)
The Council will discuss ways forward for the regulatory incentives set out in the revision of the EU’s pharmaceutical legislation. The Council will also seek to adopt a recommendation setting out new measures on vaccine-preventable cancers as part of Europe’s Beating Cancer Plan.

Commissioner Paolo Gentiloni will deliver a speech at the Peace and Sustainable Growth Conference in Athens.

Urpilainen participates in the meeting of the SDG4 High-Level Steering Committee
Commissioner Jutta Urpilainen will participate in the meeting of the SDG4 High-Level Steering Committee in Paris.

Šuica meets with Marian Jurecka
Vice-President Dubravka Šuica will meet with Marian Jurecka, Deputy Prime Minister and Minister of Labour and Social Affairs of the Czech Republic.

Commissioner Jutta Urpilainen will visit Maputo, Mozambique.

Johansson delivers a keynote speech at the meeting of the ‘EU Network of Coordinators, National Rapporteurs and Equivalent Mechanisms on trafficking in human beings’
Commissioner Ylva Johansson will deliver a keynote speech at the meeting of the ‘EU Network of Coordinators, National Rapporteurs and Equivalent Mechanisms on trafficking in human beings’.

Ferreira participates at the GAC Cohesion
Commissioner Elisa Ferreira will participate at the GAC Cohesion in Luxembourg.

Wednesday 19 June 

College meeting
EU Commissioners will meet to discuss the 2025 draft budget, the annual management and performance report for the EU budget and the European Semester spring package.

Vice-President Margaritis Schinas will receive Thomas Stelzer, Minister President of Upper Austria.

Wojciechowski participates in the Committee of the Regions plenary session
Commissioner Janusz Wojciechowski will participate in the Committee of the Regions plenary session for debate and adoption of opinion on the future of the CAP.

Thursday 20 June

Commissioner Jutta Urpilainen will participate in the launch event of the African Vaccine Manufacturing Accelerator in Paris.

Prison and detention conditions in Europe
This hearing will examine the current state of prisons and detention centers in Europe, focusing on the experiences of inmates, detainees, and the working staff. The event will review existing regulations for these facilities and assess their practical implementation, to determine whether they uphold human rights standards adequately.

2024 Annual meeting of Presidents and Secretaries-general of the ESCs of the EU & the EESC
The 2024 annual meeting of presidents and secretaries-general of the ESCs of the EU & the EESC will be held in the framework of the Belgian Presidency. The meeting will tackle following topic “From words to action: the role of organised civil society in implementing and assessing public policies – the twin transition”.

CEMR Leaders Summit

CEMR Policy Committee, comprising approximately 150 local and regional elected representatives nominated by CEMR member national associations, serves as a crucial platform fostering essential discussions on policies that significantly impact communities across Europe.

Wednesday 19 June – Thursday 20 June 

161st CoR Plenary Session
The Members of the European Committee of the Regions will hold a meeting for the 161st Plenary Session to discuss agriculture, water policy, climate change policy, rural development, circular economy and the Green Deal.

Belgian Presidency


Tuesday 18 June – Wednesday 19 June 

High Level Dialogue on Cooperative, Connected and Automated Mobility (CCAM)
In 2016, the Declaration of Amsterdam established the key points for European cooperation in the development of connected and automated driving. To keep the topic high on the European agenda, it was agreed to set up a High-Level Dialogue on a regular basis. The aim of the forum is to facilitate knowledge-sharing and cooperation between EU member states for the further development and harmonisation of the legislative framework governing connected and automated driving. 

Thursday 20 June – Friday 21 June 

Informal Working Party on Trade Questions
The Council Working Party on Trade Questions deals with various subjects relating to trade policy measures. In particular, this group is responsible for examining various trade-related legislative proposals from the European Commission. This event is reserved for all delegations participating in the working group, as well as a number of representatives from the EU Council Secretariat and the European Commission.

EU-Africa Dialogue on Cyber and Digital Diplomacy
The Belgian presidency, in cooperation with the European External Action Service (EEAS) and the European Commission, will host the first Informal meeting of EU and African Cyber and Digital Ambassadors, with the ambition to have a Policy Dialogue.

Maastricht University Conference – Keynote address
The European Ombudsman will deliver a keynote address at a conference hosted by Maastricht University titled ‘Between Narratives and Reality: The EU at the Gates of a New Mandate.’

Thursday 20 June 

European Data Protection Summit: “Rethinking Data in a Democratic Society”
The discussion during this Summit will touch upon the role of data protection, its possibilities and limitations, its successes and missed opportunities, in contributing to the development of the fundaments of democratic societies. Through this initiative, the EDPS seeks to foster and fuel the public debate on this matter by rethinking present and future needs.

European Commission for the Efficiency of Justice plenary meeting
The European Commission for the Efficiency of Justice (CEPEJ) will hold its plenary meeting with the 2024 evaluation Report on European judicial systems, artificial intelligence in the field of justice, as well as the reduction of the backlog of court cases. The 2024 evaluation Report provides the main trends of the Council of Europe member states’ judicial systems on various themes such as court efficiency, justice budgets or access to justice, as well as statistical data sheets for each country, completed by a short analysis of the main key indicators. It will be published in October.

Thursday 20 June 

Annual report of the European Commission against Racism and Intolerance
The European Commission against Racism and Intolerance (ECRI), will publish its new annual report. It outlines, inter alia, key trends and challenges in the fight against racism and intolerance in Council of Europe’s member states in 2023, such as those related to addressing the situation of people displaced by war and other emergencies, to countering the rise of antisemitism in Europe as a result of the current conflict in the Middle East, as well as to taking resolute action against anti-Muslim racism and discrimination across Europe.
