Federal Assembly 2025
The European Movement International (EMI) will convene its annual Federal Assembly in Copenhagen. Each year, the Assembly gathers our membership from across Europe to take stock of our organisation’s work, discuss the political challenges ahead, and agree on the priorities that will guide our common action. This year’s programme will feature political debates, plenary discussions, and opportunities for engagement with stakeholders, ensuring that our work continues to be informed by the voices of our members and the realities on the ground.

Council of Ministers 


Monday 17 November

Agriculture and Fisheries Council
During a public session, the ministers will hold a policy debate on the CAP post-2027 in relation to food security and targeting of support. Based on the proposal from the Commission, Agriculture and Fisheries ministers will also exchange views on the fishing opportunities for 2026, 2027 and 2028.

General Affairs Council
Ministers will hold a policy debate on the EU’s Multiannual Financial Framework (MFF) 2028-2034. The Council will also start preparations for the December European Council meeting by discussing an annotated draft agenda.

Thursday 20 November

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha. The Council will also discuss the situation in the Middle East in the light of the latest developments.

Active stakeholder involvement, especially civil society, is essential for effective implementation and ownership of the macroregional strategies. The EESC calls for better funding coordination and governance especially on the NRPPs to ensure long-term impact and regional resilience. In this context, the EESC organises a public debate.

The CIVEX commission members will debate on the MFF post-2027, the simplification agenda of the Danish Council Presidency and participate to the annual dialogue with the EU Fundamental Rights Agency.

Friday 21 November

Towards the next Multiannual Financial Framework: future of the cohesion policy for the regions and municipalities of La Rioja
This EU Local Dialogue organised by Jesús Ángela Garrido Martínez (ES/EPP) invites local and regional entities of Rioja to debate the place of the regions and municipalities within the new MFF.

This year’s European Network of Ombudsmen conference will discuss and share best practices on topics such as monitoring EU law compliance, the implications of regulatory simplification for ombudsman work, or the evolving role of ombudsmen in migration and asylum matters.

Annual General Meeting of the Fundamental Rights Platform
More than 1,200 organisations from across Europe working on human rights participate in the Fundamental Rights Platform. These organisations contribute to a European Union that is built on fundamental rights, democracy and rule of law. Many of these organisations, however, continue to find themselves under pressure across Europe facing legal, operational and financial obstacles.
