Reviving Democracy: Modernising European Institutions for a More Participatory Europe
The European Movement International will hold an event entitled “Reviving Democracy: Modernising European Institutions for a More Participatory Europe” kindly hosted by Mr Alin Mituta MEP and Mr Niklas Nienaß MEP in the European Parliament, two co-rapporteurs for the European Parliament report on Parliamentarism, European citizenship and democracy. After the presentation of the text, the discussion will bring together representatives from organised civil society and the EU institutions with the ambition to reflect on how best to reform the EU institutions for better democratic participation and decision-making.

Monday 18 September

Agriculture and Fisheries Council
Ministers will hold a policy debate in public session on the agricultural aspects of the directive on soil health followed by the exchange of views on the trade-related agricultural issues, a Long-Term Vision for the EU´s Rural Areas (LTVRA), the EU-UK annual consultations on fishing opportunities for 2024, as well as on the EU-Norway and coastal states annual consultations for the coming year.

Tuesday 19 September

General Affairs Council
The Council will discuss, with a view to adoption, a request by Spain to amend Regulation No 1/1958 to include Catalan, Basque and Galician in the EU’s language regime. In the framework of the Council’s annual rule of law dialogue, ministers will hold a horizontal discussion, making use of the Commission’s 2023 rule of law report and start preparations for the European Council meeting on 26-27 October by discussing an annotated draft agenda. Following the State of the Union address by President von der Leyen, ministers will exchange views on the Commission’s ‘letter of intent’ setting out the main elements guiding the preparation of the 2024 Commission work programme.

The 581st Plenary session of the EESC will take place in Brussels. Informal meeting of Ministers of Education under the title “How to commit Europe to its youth? Education, rights and welfare of young people” will take place in Zaragoza, Spain with Delegations from the 27 Member States, Ukraine and Latin America in attendance. Ministers of Youth, Education, and Universities will discuss inclusive and participatory approach to the EU youth policy, experience of the university students in vulnerable situations as well as the promotion of common values and democratic citizenship through education in the EU.

Informal ministerial meeting on transport
European Ministers will gather in Barcelona to discuss transport as a tool for social and territorial cohesion.
