EXPRESS2 Online Workshop: A future we build together
The EXPRESS2 project seeks to foster a more democratic, sustainable, and socially just European Union (EU) by engaging citizens and civil society organisations (CSOs) through a series of interactive workshops. These events will delve into key themes such as trust in institutions, populism, climate change, digitalisation, and security, which are central to the development of the new European Social Contract. This Introductory Workshop—the first in a series—will bring together European networks, national CSOs, social partners, local authorities, academic institutions, and organisations actively working on issues related to democracy, socioeconomic justice, education, youth, gender equality, and more. The goal is to foster open dialogue, build a “coalition of the willing,” and gather insights to further shape and refine the draft European Social Contract.

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha. The Council will also discuss the latest developments in the Middle East following Israeli strikes on Iran and Iran’s response. The discussion will also touch on the crisis in Gaza and Libya.

Agriculture and Fisheries Council
During a public session, the Council will seek to reach a general approach on a regulation on a forest monitoring framework for resilient European forests. Following an update from the Commission, the Council will also hold a discussion to review the latest developments regarding agrifood trade.

Tuesday 24 June

General Affairs Council
Ministers responsible for European affairs will meet in Luxembourg to continue preparations for the European Council meeting on 26-27 June 2025 by discussing draft conclusions. In the framework of the European semester 2025, the Council will also be invited to approve and transmit to the European Council the horizontal note on the integrated country-specific recommendations.

The European Committee of the Regions (CoR) is preparing an Opinion on Action Plan for Affordable Energy. This event will provide the rapporteur with input to prepare the draft opinion and address the major issues in implementing the measures included in the Action Plan for Affordable Energy. Increasing the clean energy transition to provide a secure and affordable energy supply for households and businesses is a significant milestone for the CoR.
