Shaping the Future of Social Development: Priorities for the UN Second World Social Summit
The United Nations (UN) World Social Summit 2025, officially known as the Second World Summit for Social Development (WSSD2), will take place in Doha, Qatar, from 4 to 6 November 2025. The event will provide a platform for dialogue ahead of the Summit. The session will take stock of social developments, explore what is at stake at this year’s Summit and how European actors can effectively engage in the preparatory process. The discussion will also look to the future, considering what needs to be done to advance social development globally and to create new momentum for the implementation of the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs).

The Council will hold a public policy debate on the Communication on a Vision for agriculture and food, published by the European Commission on 19 February 2025.

Thursday 27 March

Environment Council
Ministers will focus on the environmental dimension of the clean industrial deal, which was presented by the Commission on 26 February 2025 as a joint roadmap for competitiveness and decarbonisation. Ministers will also exchange views on global environmental policies in the presence of the Under-Secretary-General of the United Nations and Executive Director of the United Nations Environment Programme, Inger Andersen.

15th meeting of the EU-Moldova Civil Society Platform
During the meeting, a debate will focus on assessing the state of play of the implementation of the EU-Moldova Association Agreement and the progresses towards opening negotiations on the Cluster 1 Fundamentals. The Platform will also discuss Moldova’s Economic Growth Plan and Reform Agenda, the implementation of the EU Directive on adequate minimum wages in Moldova, and the development of environmental liability legislation in Moldova.

The conference, themed ‘Sustainable Plus Energy Neighbourhoods – The Way Forward’, will feature keynotes from academia and industry leaders, live demonstrations of SPEN technologies and outcomes, and dynamic panel discussions exploring policy, finance, and the future of sustainable neighbourhoods.

Tuesday 25 March

State of the Energy Union: getting prepared for a smooth implementation of energy transition in line with Fit for 55 targets
The European Committee of the Regions is currently drafting its own initiative opinion on this topic. The draft opinion is scheduled for discussion at the ENVE commission meeting on 24 June 2025. The opinion is expected to be approved at the CoR plenary session of 14-15 October 2025.

Energy renovation for affordable housing in Europe: Supporting and learning from local initiatives
CoR will explore how Europe’s housing crisis can be addressed through energy renovation, with insights from experts and policymakers on supporting local, affordable housing initiatives.

Thursday 27 March

Fostering youth debate on the future of Europe
This EU Local Dialogue, organised by CoR member Isabel URRUTIA DE LOS MOZOS (ES/EPP) will gather local youth in the Parliament of Cantabria to debate the future of the European Union.

Informal meeting of health ministers
Participants will discuss how to ensure the mental well-being of children and young people in a digitalised world, in the age of modern digital technologies and social media. They will also discuss which factors influence the effectiveness of prevention programmes and what can be done to ensure that patients throughout the European Union have access to pharmaceuticals.

FRA will contribute to the Luxembourg National Dialogue and consultation about the forthcoming action plan to promote LGBTIQ Equality.

Policy dialogue on strengthening Equality Bodies
FRA will join a policy dialogue on strengthening Equality Bodies to safeguard human rights. It will look at national, regional, and EU perspectives. FRA will feed into discussions on improving collaboration between Equality Bodies in the EU and the Western Balkans. It will cover the challenges Equality Bodies face and highlight positive examples from the region and the EU that can offer valuable lessons for strengthening Equality Bodies.

Building Resilience: Climate proofing EU Agriculture
Europe’s agriculture sector is on the frontline of climate change. Rising temperatures and extreme weather events are already disrupting food production, rural economies, and supply chains. Urgent action is needed to strengthen resilience and ensure long-term sustainability. The European Investment Bank (EIB), in collaboration with the Florence School of Transnational Governance (STG), European University Institute (EUI), and the Food and Agriculture Organisation (FAO), is bringing together experts, policy makers, and financial leaders to explore innovative solutions.

Investment under hard budget constraints
The Oesterreichische Nationalbank (OeNB) and the European Investment Bank (EIB) are co-hosting a high-level exchange about the implications of contractionary fiscal policies for investment. The conference will explore Austria’s investment needs and financing landscape amid global uncertainty, rising trade barriers, and limited fiscal space.
