European Council
EU heads of state and government will meet in Brussels to discuss the following: Ukraine, Middle East, security and defence, competitiveness, the next institutional cycle and other items.

Council of Ministers


Monday 24 June

Agriculture and Fisheries Council
The Council will seek to approve a set of conclusions on the future of agriculture in the EU. Moreover, during a public session, the Commission will present its communication on the state of play of sustainable fishing in the EU and the orientations for the exercise of setting fishing opportunities for 2025. Fisheries ministers will then have the opportunity to express their views on the topic and highlight their priorities.

Foreign Affairs Council
EU Foreign Affairs Ministers will meet in Luxembourg and discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Dmytro Kuleba, via videoconference. Also, the Council will have a discussion on the situation in the Middle East, and hold an exchange of views on Western Balkans, with the participation of the Ministers of Foreign Affairs of Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Serbia and Kosovo.

Tuesday 25 June

General Affairs Council
Ministers will continue preparations for the European Council meeting on 27 and 28 June 2024 by discussing draft conclusions. Moreover, in public session, ministers will hold a policy debate on the directive on transparency of interest representation on behalf of third countries, as part of the Defence of Democracy Package.

Conference on Affordable Energy: Turning civil society views into action
The European Economic and Social Committee is holding the fourth edition of its conference on energy poverty on 26 June in Brussels. The conference will bring together participants from the EU institutions, local actors and civil society organisations from all 27 EU countries.

Thursday 27 June

Reducing poverty amongst the Roma: cutting the poverty gap
The hearing will look at recent surveys on poverty amongst the Roma. It will discuss in more detail how EU policies on combatting poverty can be taken forward and contribute to improving the situation of the Roma community. It will also discuss measures and good practices on how the poverty gap can be narrowed.

Just transition and participatory democracy
On 26 June 2024, the EuComMeet final conference will present the outcomes of the Horizon 2020 project, to showcase the results of the deliberative event on Green Deal topics and to illustrate the main features of the Deliberative Spaces Platform.

Thursday 27 June

Solving obstacles to the cooperation of emergency services in the EU’s border regions  
The European Committee of the Regions (CoR) is in the process of drafting an own-initiative opinion on “Solving obstacles to the cooperation of emergency services in the EU’s border regions”. The rapporteur for this opinion, Pavel Branda (CZ, ECR), Vice Mayor of Radlo, and his expert Hynek Bohm, would be pleased to hear the views of representatives of local and regional authorities and other relevant stakeholders. The final discussion and approval of the draft opinion is scheduled for the COTER commission meeting on 17-18 September 2024.

FRA feeds into the Council of Europe’s civic space work
FRA will speak at a conference of the Council of Europe’s Steering Committee for Human Rights (CDDH) in Helsinki. It aims to promote dialogue on the protection and promotion of civil society space in Europe. The discussions will feed into the Committee’s examination of the implementation of Recommendation to member States on the need to strengthen the protection and promotion of civil society space, adopted by the Council of Europe’s Committee of Ministers in 2018.

FRA at new OECD Network on Civic Space Protection for public officials
FRA will speak at the OECD’s new Civic Space Protection Network. This new initiative aims to bring together public officials, to serve as a platform to share experiences, learnings, and good practices.

Summer plenary session of the Council of Europe Parliamentary Assembly (PACE)
A joint debate on the legal and human rights aspects of Russia’s aggression against Ukraine, on the role of sanctions and on the erasure of cultural identity will be among the highlights of the summer plenary session. A ceremony marking the 75th anniversary of the Council of Europe is planned. During the session, the parliamentarians will also elect the new Secretary General of the Council of Europe for the next five years.
