Council of Ministers 


Monday 26 May

Agriculture and Fisheries Council
The Council will hold a public policy debate on the vision for agriculture and food, published by the European Commission on 19 February 2025. In light of Russia’s war of aggression against Ukraine and the changes in US tariff policy, the Council will also hold a discussion on the market situation for agricultural products and commodities. The first part of the discussion is expected to take place in the presence of Vitaliy Koval, the Ukrainian Minister for Agrarian Policy and Food.

Foreign Affairs Council
Ministers will meet one month prior to the 4th International Conference on Financing for Development (FfD4), scheduled for 30 June – 3 July 2025 in Seville, Spain. This conference will focus on new and emerging issues, the pressing need to fully implement the Sustainable Development Goals (SDGs), and the ongoing reform of the international financial system. The Council will also address the EU-Africa relations as a follow-up to the 3rd EU-African Union ministerial meeting on 21 May.

Tuesday 27 May

General Affairs Council
Ministers responsible for European affairs will be invited to adopt a general approach on simplifying and strengthening the regulation on the EU’s carbon border adjustment mechanism (CBAM), as part of the Commission’s so-called ‘Omnibus I’ simplification package. The Council will also start preparations for the European Council meeting of 26-27 June 2025 by discussing an annotated draft agenda.

Hoekstra meets with Kyriakos Mitsotakis
Commissioner Wopke Hoekstra will meet with Kyriakos Mitsotakis, Prime Minister of Greece, in Athens.

Wednesday 28 May

College meeting
EU Commissioners will gather in Brussels to unveil three new initiatives: the EU Start-up and Scale-up Strategy, the EU strategic approach to the Black Sea region and the Simplification of the External Action Guarantee.

Committee of the Regions

Enlargement Day 2025
Organised in cooperation with the Polish Presidency of the Council of the EU, this event will celebrate the European Union’s expansion and the integration of new Member States. High-level discussions and policy debates will highlight the two days, with a strong focus on the local and regional impact of enlargement.
