Council of Ministers


Monday 27 May

Agriculture and Fisheries Council
Based on information from the presidency and the European Commission, agriculture ministers will discuss the current crisis situation in the agricultural sector. The Council will follow up on the responses that have already been provided and those that are currently envisaged, while also focusing on the future of crisis management. Agriculture ministers will also discuss the market situation, a recurring topic on the agenda of the Council.

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine, Dmytro Kuleba. EU Foreign Affairs Ministers will also have a discussion on the situation in the Middle East and will informally exchange with the Ministers of Foreign Affairs of Saudi Arabia, Jordan, Egypt, the United Arab Emirates, and Qatar, as well as the Secretary-General of the League of Arab States.

Tuesday 28 May

Foreign Affairs Council (Defence)
The Council will discuss EU support to Ukraine focusing on the latest developments on the ground and will take stock of the various ongoing military initiatives. EU Defence Ministers will have an opportunity to informally exchange with NATO Secretary-General Jens Stoltenberg, and the Minister of Defence of Ukraine Rustem Umerov. The Council will also hold a discussion on defence readiness, with a focus on reinforcing the EU’s Defence Technological and Industrial Base on the basis of the European Defence Industrial Strategy and improved access to financing.

Thursday 30 May

Foreign Affairs Council (Trade)
Ministers will discuss trade and competitiveness and the future of EU trade policy, the state of play of trade and investment relations between the EU and Africa, and the follow up to the 13th World Trade Organisation Ministerial Conference (MC13).

Transport, Telecommunications and Energy Council (Energy)
Energy ministers will approve conclusions on sustainable electricity grid infrastructure, followed by a discussion on the future of RePowerEU. Ministers will also hold an exchange of views on the European Green Deal and how it can help transform the EU into a modern, resource-efficient and competitive economy. As a non-discussion item, energy ministers are expected to formally adopt the decision on the withdrawal of the EU and Euratom from the Energy Charter Treaty.

Wednesday 29 May

7th OECD Roundtable on Cities and Regions for the SDGs
With cities and regions facing escalating challenges such as inequality, housing shortages, and the impact of climate change, there is a critical need for innovative solutions to foster sustainable urban development. The CoR will participate in the roundtable and CIVEX Commission Chair and Vice President of Bourgogne Franche Comté, Patrick Molinoz, will be among the speakers.

Green Deal Going Local working group meeting
The Green Deal Going Local working group will meet in person in the CoR premises. The meeting will focus on the role of the European Green Deal in ensuring long-term prosperity. During this meeting the final version of the Green Deal 2.0 recommendations will be presented.

Friday 10 March

Innovative and resilient water management for cities and regions
​The European Committee of the Regions hosts the EU Green Week partner event “Innovative & resilient water basin management for cities and regions”. UDiTE, the European Federation of Local Government Chief Executives will join forces with VEOLIA to discuss about water as a resource of fundamental economic value. Speakers will come from the public and private sectors and the event will focus on the added value of community and bottom-up initiatives that are vital to the future quality of life and prosperity of our cities and regions.

The conference will unite policymakers, economists, and representatives from the financial sector and business community for a discussion on the status of the Greek economy and how to increase competitiveness in an equitable and sustainable way.

Preventing corruption across Europe and beyond: GRECO’s report for 2023
The Group of States against Corruption (GRECO) will publish its annual report for 2023. The report assesses anti-corruption measures across Europe and the USA, highlighting key trends, giving examples of good practices and providing country-by-country data on the implementation of GRECO recommendations on preventing corruption among MPs, judges and prosecutors as well as in central governments and law enforcement agencies.

Gender Equality Commission annual conference
“United around gender equality: making space for women and girls”, a high-level conference will be organised in the framework of the Lithuanian Presidency. The aim is to renew all Council of Europe member States’ strong political commitment to gender equality. Secretary General Marija Pejčinović Burić and Justina Jakštienė, Vice-Minister of Social Security and Labour of the Republic of Lithuania, will open the conference.
