Foreign Affairs Council (Trade)
The Foreign Affairs Council, in its Trade configuration, will discuss the preparations for the 13th Ministerial Conference of the World Trade Organisation, taking place from 26 to 29 February 2024 in Abu Dhabi. The agenda will also feature the discussions of the interim trade agreement with Chile and the most recent developments in EU-US trade relations.

Monday 27 – Tuesday 28 November

Employment, Social Policy, Health and Consumer Affairs Council
The EU Ministers responsible for employment and social policy will meet in Brussels to reach a general approach on the proposed directive for a European disability card and European parking card, to facilitate travel across the EU, debate the the topic of green collective bargaining within the framework of the 2024 European Semester, and exchange views the EU action plan against racism 2020-2025. On Tuesday, the discussions will focus on social investment and social security coordination.

Thursday 30 November

Employment, Social Policy, Health and Consumer Affairs Council
The EU Ministers responsible for health will exchange views on improving the EU’s open strategic autonomy in the field of health, including regarding medicines shortages and the EU’s pharmaceutical strategy and will aim to approve conclusions on mental health, including the concrete measures to take to prevent and treat mental health issues.

General Affairs Council (Cohesion)
The General Affairs Council in its Cohesion configuration is expected to approve conclusions on the future of cohesion policy, exchange views on the closure of the 2014-2020 programming period, and hold a discussion on cohesion policy and European strategic autonomy.

Tuesday 28 November

Completing the Single Market to Ensure EU’s Strategic Competitiveness
The event “Completing the Single Market to ensure the EU’s Strategic Competitiveness”, co-organised by the EESC Employers’ Group, the Spanish Confederation of Employers’ Organisations (CEOE) and the Business Confederation of the Valencian Community (CEV), will bring together employers and company representatives, as well as academics and institutional representatives in a forward-looking discussion about the future of the single market. The recommendations stemming from the event will contribute to the High-Level Report on the future of the Single Market by Enrico Letta.

CARIFORUM-EU Consultative Committee meeting
The 7th meeting of the CARIFORUM-EU Consultative Committee (CC) will feature discussions of the Post-Cotonou Samoa Agreement, Bridgetown Initiative for the reform of the global financial architecture, impact of recent EU initiatives on trade between CARIFORUM and the EU, and the report on the social, labour and environmental implications of the CARIFORUM-EU EPA.

Conference on the Present and future of EU policy for older persons
With the support of the Spanish presidency of the Council of the EU, the Conference on the Present and future of EU policy for older persons will take place in Madrid, Spain, with the aims to explore policy tools and responses to the specific social and economic challenges faced by older people and disseminate the proposals made by the EESC in its relevant opinions on this topic.

EU-Chile Joint Consultative Committee
During the 11th meeting of the EU-Chile JCC, to be held physically in Santiago de Chile, the members will discuss ways to strengthen our bilateral partnership in the rapidly evolving global political and economic circumstances. The aim is to “put people first”, underlining the role of the civil society in promoting inclusive growth and tackling common challenges driven by economic shocks, climate change, instability, various threats to democracy and multilateral order. The JCC will also exchange views on the progress of the constitutional reform in Chile.

Equality between women and men in the digital sector round table
The Centre-Val de Loire Region is organising two round tables hosted by European Committee of the Regions, to discuss about the role of women in the digital sector, the issues of guidance and the attractiveness of the digital professions. The discussions will followed by a presentation of the Erasmus Plus and CERV programmes for European projects linked to equality.

The Members of the European Committee of the Regions will hold  the 158th Plenary Session featuring the debate on the future of the Cohesion Policy and ​the opening of the Cities a​nd Regions for International Partnerships 2023 Forum ‘Localising Global Gateway’.

Forum “Cities and Regions for International Partnerships” 2023
The eighth edition of the forum “Cities and Regions for International Partnerships” will take place in Brussels. Organised jointly by the European Commission and the European Committee of the Regions, this edition aims to reflect on the contribution of regions and cities to the EU Global gateway initiative and will focus on ​the following four thematic areas: Inclusion, Innovation and Investment at local level, and the role of Intermediary cities.

European artistic mediation platform “In between”
The presentation day of the European Platform for Artistic Mediation “In Between” aims to intensify a cultural mediation rooted in and committed to the present, with the objective of being at the service of social transformation and the commitment to care for the planet. “In Between” aims to be a European reference platform for visibility, research and mutual support in the field of cultural mediation. Cultural and artistic mediation is a tool for strengthening democracy and citizen participation, an exercise to open spaces for expression in which communities can read about what is currently happening.

International Conference on Human Rights of Older Persons 2023
FRA will take part in the International Conference on Human Rights of Older Persons 2023, organised by the Austrian Federal Ministry of Social Affairs, Health, Care and Consumer Protection in Vienna. FRA will present the findings of its report on the fundamental rights of older people and ensuring access to digital public services.

Forum on Banking Supervision 2023
The fifth ECB Forum on Banking Supervision with the theme “Europe: banking on resilience” will take placeat the ECB’s Main Building in Frankfurt. The Forum will bring together high-level policymakers, academics, financial executives and experts to exchange views on current developments in banking and supervision.

Tuesday 28 November

Standing Committee meeting
The Standing Committee meeting of the Parliamentary Assembly of the Council of Europe (PACE) will take place in Vaduz, Lichtenstein. It will feature a special event on the Vigdís Prize for Women’s Empowerment, a 60,000-euro annual prize rewarding outstanding initiatives which promote the empowerment of women in all their diversity. The parliamentarians will also debate the observation of the parliamentary elections in Poland (15 October 2023), heritable genome editing in human beings, and institutional racism of law enforcement authorities against Roma and Travellers.

“Teaching History, teaching peace?” Conference
The Observatory on History Teaching in Europe (OHTE) will hold its 3rd Annual Conference on the theme “Teaching History, Teaching Peace?”. As part of the conference, on 30 November, the first OHTE General Report on the State of History Teaching in Europe will be presented at a press conference. The report discusses the place of history in education systems, explores textbooks and other educational resources in terms of design, dives into dynamics of teaching but also into learning outcomes and assessment of students.

Ministerial Council
The 30th Ministerial Council of the Organization for Security and Co-operation in Europe (OSCE) will take place in Skopje, North Macedonia at the invitation of the OSCE Chairman-in-Office, Minister of Foreign Affairs of North Macedonia Bujar Osmani. The annual meeting is an opportunity for the Foreign Ministers to review and assess the security situation in the Euro-Atlantic and Eurasian area, as well as the organization’s work in all its fields of activity.
