An extraordinary summit of the EU head of state or government will be convened to discuss the revision of the Multiannual Financial Framework (MFF) 2021-2027.

Monday 29 January

General Affairs Council
The Council will hold a policy debate on the ‘Defence of European Democracy’ package. In public session, the Belgian presidency will present the priorities for its term of office. As part of its annual rule of law dialogue, the Council will hold a country-specific discussion. The discussion will focus on Spain, France, Croatia and Italy.

Friday 2 February

EU-ASEAN ministerial meeting
The meeting will be co-chaired by EU High Representative Josep Borrell and the Philippines’ Secretary of Foreign Affairs Enrique Manalo. The participants will review the implementation of decisions adopted at the EU-ASEAN Commemorative Summit held one year ago in December 2022 and agree on future steps in developing the EU-ASEAN Strategic Partnership. To emphasise the centrality of ASEAN in the EU Indo-Pacific Strategy, ASEAN Foreign Ministers have also been invited to participate in the EU’s 3rd Indo-Pacific Ministerial Forum, to be held on the same day.

Vice-President Margaritis Schinas will deliver introductory remarks at the High-Level Conference on Mental Health and Work, organised by the European Commission in Brussels, Belgium.

Suica receives officials from Carinthia, Catalonia, and Basque Country
Vice-President Dubravka Suica will receive Peter Kaiser, Governor of Carinthia, Pere Aragones, President of the Government of Catalonia, and Inigo Urkullu, President of the Basque Country.

College meeting 
EU Commissioners will meet in Brussels where they are expected to unveil Cancer prevention package, which includes a Revision of the Council Recommendation on smoke-free environments and a Council Recommendation on vaccine preventable cancers.

President Ursula von der Leyen together with Belgian Prime Minister Alexander de Croo for the Belgian Presidency of the Council of the EU will co-host the Val Duchesse Social Partners’ Summit, in Brussels, Belgium.

Commissioner Paolo Gentiloni will meet with Nadia Calviño, President of European Investment Bank (EIB).

Kyriakides hosts “Europe’s Beating Cancer Plan: Joining Forces” event 
Commissioner Stella Kyriakides will host the High-Level World Cancer Day event “Europe’s Beating Cancer Plan: Joining Forces”.

Kyriakides participates in SANT meeting
Commissioner Stella Kyriakides will deliver an introductory statement to mark World Cancer Day at the European Parliament Subcommittee on Public Health (SANT) and will participate in the strategic dialogue between the World Health Organisation (WHO) Europe and the European Commission.

Friday 2 February

Gentiloni speaks at the Indo-Pacific Ministerial Forum
Commissioner Paolo Gentiloni will participate in the roundtable session entitled “Shared Prosperity, Economic Resilience and Investments” during the Indo-Pacific Ministerial Forum.

Tuesday 30 January 

Public hearing “Boosting long-term inclusive growth through reforms and investment”
This public hearing is being organised as part of the preparation of the exploratory opinion ECO/630 on “Boosting long-term inclusive growth through reforms and investment” requested by the Belgian Presidency of the Council of the EU. It focuses on how to foster upwards social convergence and cohesion, in an economic governance framework defined around debt sustainability, productive investments and reforms. It also looks at the implications of such a framework for the European Semester and the strengthening of the European Pillar of Social Rights.

Friday 2 February

Debate “The 2024 European Elections: Reforms for a more resilient EU economy for all”
The EESC’s Section for Economic and Monetary Union and Economic and Social Cohesion (ECO) is organising a high-level debate which will focus on efforts to promote voter participation in the elections, as well as to highlight reforms to achieve a more resilient EU economy for all.

Tuesday 30 January 

Stakeholder consultation “EU roadmap to fight drug trafficking and organised crime”
This consultation is aimed at providing the rapporteur, Matteo Luigi Bianchi (IT/ECR),with comments and suggestions in view of the elaboration of his opinion entitled “EU roadmap to fight drug trafficking and organised crime”, to be adopted at the CoR Plenary on 18-19 June 2024. The consultation is open to representatives of local and regional authorities and relevant associations of local and regional authorities. Experts, officials of EU and international institutions and think tanks are also invited to contribute.

Stakeholder consultation “European Wind Power Action Plan”
The European Committee of the Regions (CoR) is preparing an opinion on the “European Wind Power Action Plan”, led by rapporteur Andries Gryffroy. This stakeholder consultation will provide the rapporteur with useful information to support the preparation of the draft opinion. The rapporteur invites different actors to reflect on the proposed Directive, its possible challenges, consequences, and to explore ways to enhance it.

Wednesday 31 January – Thursday 1 January

Plenary Session
The Members of the European Committee of the Regions (CoR) will hold a meeting for the 159th Plenary Session. The discussions will focus on the topics of environment policy, pollution control, air quality, Green Deal, social protection, and rail transport. ​​​​​​ ​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The main highlights of the session will be a debate on the priorities on the Belgian Presidency, ​a debate on lessons learned from COP28, and a debate on the EU Elections.

Thursday 1 February

Discussion “Water use and agriculture”
This event aims to advance the debate on the serious water situation in Europe and its impact on the agricultural sector. Speakers will seek to raise awareness of best practices, projects addressing the problem and what realistic next steps can be taken to alleviate the water scarcity.

Monday 29 – Tuesady 30 January

High level group on Gender Mainstreaming
The High Level Group plays a key role in the context of the EU gender equality agenda, including coordination and the exchange of information regarding the implementation of the EU Gender Equality Strategy. At the meeting, the Presidency will propose as discussion points the financial independence of women as part of the follow-up of the Beijing Platform for Action, as well as emerging issues that could be considered in the future debate on gender equality policy at European level.

Tuesday 30 – Wednesday 31 January 

Informal meeting of defence ministers
EU Ministers will discuss current and emerging security threats, emphasizing the need for a unified response to challenges ranging from hybrid threats to regional conflicts. The meeting will provide a platform for Member States to share updates on collaborative CSDP defense projects and initiatives such as joint research initiatives, procurement strategies, and efforts to streamline military capabilities across the EU.

Conference on mental health and work
Belgian Presidency of the Council of the EU will organise a high-level conference on mental health and work. The two-day event will bring together experts and decision-makers to address challenges related to the deterioration of mental health in European workplaces. To this end, the conference will follow the continuum of prevention, addressing successively the three types of prevention: primary, secondary and tertiary. The need for an integrated approach, a strong legislative framework at European level, better anticipation of future crises and the importance of social dialogue will be highlighted.

Thursday 1 – Friday 2 February

EU – Indo-Pacific Forum
The 3rd EU Indo-Pacific Ministerial Forum will be held in Brussels and will be chaired by HR/VP Borrell. It will include an opening plenary session, three roundtable discussions and a closing session. The roundtable discussions will focus on geopolitical and security challenges in the Indo-Pacific, shared prosperity, economic resilience and investment, and accelerating the green and energy transition. It will provide a platform for dialogue, for shaping a collective vision for the region’s future and for identifying practical ways to enhance cooperation and deepen solidarity.

Friday 2 – Saturday 3 February

Informal meeting of foreign affairs ministers – Gymnich
Belgian Presidency of Council of the EU will host an informal meeting of the EU Ministers of Foreign Affairs. Held twice a year, Gymnich meetings offer the possibility to discuss important issues in an informal manner. The agenda is set by the High Representative and Vice President of the European Commission in agreement with the Presidency.
