Emmanuel Jacob has been President of the European Organisation of Military Associations and Trade Unions (EUROMIL) since September 2006. He joined EMI’s Board in November 2023. He also served as an Advisor at the cabinet of the Belgian Minister for Home Affairs and Security Pieter De Crem from December 2018 until October 2020.

The European Movement International employs a professional secretariat that is based in Brussels. The secretariat works on a daily basis to implement the decisions of the Members Council, Federal Assembly and board of the European Movement International, under the direction of the Secretary General.
