Weekly European Agenda 23/02/2026

This week, multiple European Parliament committee meetings will take place in Brussels to debate and vote on several issues. On Monday, Ministers in the Foreign Affairs Council will discuss Russia’s war of aggression against Ukraine. On Tuesday, Ministers will meet in the General Affairs Council to start preparations for the March European Council meeting by discussing an annotated draft agenda. On Wednesday, European Movement International (EMI) will hold the MOSAIC project’s kick-off meeting. On Thursday, EU Commissioners will gather in Brussels to unveil several new initiatives: the Orientation debate on the 28th Regime; the New EU Agenda for preventing and countering terrorism and violent extremism; the Firearms trafficking Directive; and the Industrial Accelerator Act.



European Parliament

On Monday, the Committee on Civil Liberties, Justice and Home Affairs (LIBE) will have a debate on the new Anti-Racism Strategy for 2026-2030. On the same day, Members of the Committee on Security and Defence (SEDE) will have a debrief of the Defence Ministers meeting in the Foreign Affairs Council on 11 February. On Wednesday, the Special Committee on the European Democracy Shield (EUDS) will hold an exchange of views with Commissioner Michael McGrath on the state of play of the European Democracy Shield. On Thursday, Members of the Committee on Foreign Affairs (AFET) will exchange views with the EEAS on the recent developments related to Iran.

Council of Ministers

On Monday, ministers in the Foreign Affairs Council will discuss Russia’s war of aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha. On Tuesday, Ministers in the General Affairs Council will start preparations for the March European Council meeting by discussing an annotated draft agenda. Over an informal lunch, ministers will also hold an exchange of views on the European Centre for Democratic Resilience. On Thursday, ministers in the Competitiveness Council (Internal market and Industry) are expected to adopt the Council conclusions on the 2030 consumer agenda, following its presentation by the Commission on 19 November 2025. Ministers will also hold a policy debate on the European Competitiveness Fund (ECF).

European Commission and High Representative

On Monday, High Representative Vice-President Kaja Kallas will chair the Foreign Affairs Council meeting. On Tuesday, President Ursula von der Leyen will travel to Kyiv to mark four years since the beginning of Russia’s full-scale invasion. On Friday, President Ursula von der Leyen will receive Marcelo Rebelo de Sousa, President of Portugal, in Brussels.
