Kick-off-Meeting MOSAIC Project
The European MOSAIC project (Mobilising Opinions and Shaping Actions in the Community) is coordinated by the European Youth Forum, with the European Movement International as a partner. The initiative aims to encourage discussion and exchange among citizens on the future of the EU and its policies, with a particular focus on the next Multiannual Financial Framework (MFF).

The kick-off meeting launches this collaborative effort with two days of conversation and connection around European funding priorities. Bringing together partners from across the EU, the Western Balkans and Ukraine, the event creates an open space to reflect on how EU funding frameworks can better support civil society, while fostering exchange, networking and new connections.

Council of Ministers 


Monday 23 February 

Agriculture and Fisheries Council
Ministers will discuss common agriculture policy proposals, focusing on the Commission’s recommendations. The Council will also exchange views on the report on evaluation of the unfair trading practices Directive presented by the Commission. During informal lunch ministers will talk on “the EU strategic priorities for the Food and Agriculture Organization of the United Nations (FAO) for 2026 and 2027”.

Foreign Affairs Council
Ministers will discuss Russia’s war of aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha. The council will also discuss the situation in the Middle East in light of the latest developments concerning Gaza and the West Bank, and possibly Iran. They will be joined by the High Representative for Gaza, Nikolai Mladenov. 

Tuesday 24 February 

General Affairs Council
Ministers responsible for European affairs will meet in Brussels to start preparations for the March European Council meeting by discussing an annotated draft agenda. Over an informal lunch, ministers will hold an exchange of views on the European Centre for Democratic Resilience.

Thursday 26 February

Competitiveness Council (Internal market and Industry)
Ministers are expected to adopt Council conclusions on the 2030 consumer agenda, following its presentation by the Commission on 19 November 2025. Ministers will hold a policy debate on the European Competitiveness Fund (ECF). They will also hold an exchange of views on the 2026 annual single market and competitiveness report, presented by the Commission on 2 February 2026. Ministers will exchange views on the emergency plans for industrial resilience.

General Affairs Council (Cohesion)
Ministers will be invited to approve conclusions on the EU agenda for cities as a follow-up to the Commission’s communication titled ‘An EU agenda for cities: driving growth and prosperity’ of December 2025. The Council will hold an exchange of views on the mid-term review of cohesion policy 2021-2027.

The afternoon session of the Latin America Follow-up Committee meeting will be dedicated to the Gran Chaco. Organised in collaboration with Redes Chaco, the multi-actor platform implementing the EU-supported Impacto Verde initiative, the discussion will explore the challenges and opportunities connecting the American Gran Chaco with the broader EU–Latin America agenda.

10th Meeting of the EU-Brazil Civil Society Round Table
The 10th EU–Brazil Civil Society Round Table will take place in Brussels, hosted by the European Economic and Social Committee and co-chaired by its President, Séamus Boland, and Olavo Noleto. The meeting will focus on shared priorities including democracy and global governance, the EU–Mercosur Partnership Agreement, social and labour issues, and climate action ahead of COP30. It will bring together civil society representatives from both regions and it aims to strengthen dialogue and advance joint action.

The cohesion policy 2028-2034: A new fund, a new framework, a new role for civil society?

This hearing brings together EU institutions, social partners, and civil society representatives to reflect on the future of cohesion policy under the next Multiannual Financial Framework. Discussions will explore proposed reforms, assess the implications of National and Regional Partnership Plans, and examine how civil society can play a stronger role in shaping, implementing, and monitoring cohesion policy. The event will focus on ensuring cohesion policy continues to support territorial, social, and economic cohesion while addressing new EU challenges.

European leadership on fossil fuel phase out: Lessons learned and future directions

The University of Sussex and the European Economic and Social Committee will host a morning debate and workshop on accelerating the EU’s fossil fuel phase-out. Bringing together EU institutions, businesses, trade unions, civil society, and researchers, the event will discuss lessons learned and future directions for EU leadership.

The European Committee of the Regions, led by rapporteur Rafał Trzaskowski, will hold a consultation at the ENVE Commission meeting to gather input on integrating climate, energy, and environmental priorities across the next Multiannual Financial Framework. The opinion is expected to be adopted during the plenary session on 1–2 July 2026.

Tuscany: A Healthcare System of Excellence
This event will explore the role of regions in building effective healthcare ecosystems, highlighting innovation, skills development, and talent mobility. Using Tuscany as a case study, it will showcase best practices linking research, healthcare, and entrepreneurship, while fostering exchange with other European regions and stakeholders. The discussion will also examine synergies with EU programmes supporting health innovation and regional development.

The Cypriot Presidency will host EU and EFTA Health Ministers, the European Commissioner for Health, WHO Europe, and the European Medicines Agency to discuss key health challenges, strengthen European cooperation, and ensure access to medicines, technologies, and quality care, in Lefkosia. Highlights include the proposal for a European Centre of Clinical Excellence, EU leadership in mental health and inclusion, and advancing the European Health Data Space.
