MOSAIC Workshop: How to talk about the EU: Building strong arguments and navigating debate
The European Movement International is organising an upcoming workshop titled How to Talk About the EU: Building Strong Arguments and Navigating Debate. The workshop is part of the MOSAIC project, which aims to encourage discussion and exchange among citizens on the future of the EU and its policies, particularly the Multiannual Financial Framework (MFF). In today’s complex and often polarised information environment, engaging in discussions about EU policies can be challenging. This interactive session is designed to help participants build the skills and confidence needed to express their views clearly, respond to differing perspectives, and take part in meaningful conversations. During the workshop, participants will learn how to: Structure clear and evidence-based arguments on EU topics, identify and respond to misinformation or common misconceptions, engage in discussions in a constructive and respectful manner and build confidence in expressing their views in public or group settings. Council of Ministers 


Monday 11 May 

Education, Youth, Culture and Sport Council (Education and Youth)
EU Education and Youth ministers will discuss the future Erasmus+ programme for 2028–2034 and are expected to approve a partial negotiating mandate on the new regulation. Ministers will also address the role of artificial intelligence in education, with conclusions expected to call for an ethical, safe and human-centred approach to AI. Discussions will further focus on strengthening basic skills, building resilient education systems, and ensuring that EU and national policies are more youth-friendly. The Council is also expected to approve resolutions linked to the EU Youth Strategy and the outcomes of the 11th cycle of the EU Youth Dialogue, including discussions on the future of the strategy beyond 2027.

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss EU relations with the Western Balkans, Russia’s war against Ukraine, and the situation in the Middle East following recent developments in Iran. EU foreign ministers will also exchange views with Ukrainian Foreign Minister Andrii Sybiha and Canadian Foreign Minister Anita Anand, and will receive a presentation on the updated EU Threat Analysis. At the end of the meeting, High Representative Kaja Kallas and Commissioner Marta Kos will co-host a high-level meeting of the International Coalition for the Return of Ukrainian Children alongside Ukrainian Foreign Minister Andrii Sybiha and Canadian Foreign Minister Anita Anand.

Tuesday 12 May

Education, Youth, Culture and Sport Council (Culture and Sport)
EU Culture and Sport ministers will discuss the proposed AgoraEU programme for culture, media and civil society for the 2028–2034 period, as well as key priorities for the future EU Work Plan for Culture 2027–2030. Ministers will also address sport tourism and sustainable development, alongside an exchange of views on mental health in sport, focusing on measures to promote well-being and strengthen cooperation across sport, health and education policies. An informal lunch discussion will focus on advancing active ageing through sport.

Foreign Affairs Council (Defence)
EU defence ministers will receive a presentation on the updated EU Threat Analysis and will discuss EU military support to Ukraine following an exchange of views with Ukrainian Defence Minister Mykhailo Fedorov and NATO Deputy Secretary General Radmila Shekerinska. Ministers will also address the situation in the Middle East, including recent developments in Iran and their implications for regional stability and EU security and defence. In addition, the Council will discuss EU defence readiness, with a focus on implementation in line with the European Council conclusions of March 2026. This exchange will be preceded by an informal meeting with Micael Johansson, President of the Aerospace, Security and Defence Industries Association of Europe.

Monday 11 May 

Enlargement and EU Climate Policy
The EESC will hold a public hearing as part of its own-initiative opinion on Enlargement and EU Climate Policy – Achieving the EU climate targets in a larger Union, building on its previous work on the European Climate Law amendment. The hearing will bring together representatives from EU institutions, organised civil society, and stakeholders from candidate countries to inform the EESC’s opinion on the links between EU enlargement and climate policy. It will focus on how enlargement will affect the EU’s pathway towards its 2040 climate target and climate neutrality, including opportunities for emissions reductions in candidate countries. It will also examine the role of EU climate and pre-accession policies in accelerating decarbonisation and the contribution of civil society to a just and inclusive climate transition. The discussion will take place in the broader context of EU enlargement, including countries such as Ukraine, Moldova and the Western Balkans, and their alignment with EU climate and energy policies as part of the accession process.

Committee of the Regions 


Monday 11 May

Europe Day – Journée de l’Europe
On the occasion of Europe Day, the European Committee of the Regions will organise an EU Local Dialogue and public debate in Aix-en-Provence to celebrate European cultures, citizenship, and cooperation with citizens. The event will bring together 16 mainly binational associations working on European and international exchange. Open to schools and the general public, it will feature an interactive forum with themed booths, activities, artistic performances, and a citizen debate. The 2026 edition will focus on “Travelling in Europe”. Young participants will take part in an educational journey with quizzes, language challenges, and cultural activities designed by ADEAF, and will receive a “European passport” stamped at each booth. The day will conclude with a Europe Day debate organised by the Maison de l’Europe de Provence and the Mouvement Européen – France, focusing on “Peace in Europe” and offering a space for reflection and exchange with citizens.

Wednesday 13 May

Connecting young people in Europe: Case study: Akhmeta (Georgia) – Prachatice (Czechia) partnership
This EU Local Dialogue, organised by the European Committee of the Regions (CoR), will bring together young people from Akhmeta (Georgia) and Prachatice (Czechia) to discuss their everyday lives, aspirations, and challenges, as well as broader EU policymaking. The exchange will take place in an open, moderated format with active participation from the public. Participants will discuss topics such as education, family life, community engagement, and their visions for the future, fostering mutual understanding and civic engagement. The initiative is part of the CoR’s ongoing work to promote democratic governance, youth participation, and people-to-people exchanges in the EU’s neighbourhood, including cooperation with local partners in Georgia.

Sunday 10 May – Monday 11 May 

Informal meeting of ministers for European Affairs
The Cypriot Presidency will host an informal meeting of Ministers for European Affairs, bringing together EU ministers, representatives of the European Commission, and participants from candidate and potential candidate countries, in Lefkosia. Discussions will focus on key strategic priorities, including the 2028–2034 Multiannual Financial Framework (MFF) and EU enlargement. A dedicated session on the MFF will allow for an exchange on the future EU budget and its role in supporting the Union’s long-term objectives. EU enlargement will also feature prominently, with an open and forward-looking dialogue involving candidate and potential candidate countries, reflecting a shared commitment to a credible and inclusive European future. Alongside the political discussions, the programme will offer opportunities for informal exchanges in a cultural setting, fostering dialogue and networking among participants.

Tuesday 12 May – Wednesday 13 May 

Informal meeting of Energy ministers
The Cypriot Presidency will host an informal meeting of Energy Ministers from EU Member States, EFTA countries, Ukraine, Moldova, and other partners in Lefkosia. Discussions will focus on the EU energy system, sectoral challenges, and cooperation strategies. Key objectives include advancing European energy autonomy and resilience, strengthening global competitiveness, and accelerating the development of a true Energy Union. The programme will begin with an informal dinner and a guided tour of Lefkosia’s historic old town. On the following day, ministers will address the Energy Union Task Force and the “AccelerateEU” initiative, focusing on reducing reliance on imported fossil fuels and advancing the transition to clean, affordable, and domestically produced energy. The second session will explore the role of energy storage in supporting the decarbonisation of the EU electricity system. A working lunch will focus on energy security, including the role of natural gas beyond 2030, developments in the liquefied natural gas (LNG) market, and the potential of the Mediterranean region to ensure stable energy supply to the EU.

The European Ombudsman will meet senior representatives of the European Union Drugs Agency in Lisbon.
