Funding Democracy: How the EU Budget Supports Citizens and Civil Society (MOSAIC project)
The European Movement International will host an online workshop on the EU’s next long-term budget and its implications for democracy, citizen participation and civil society. The event will explore how the EU’s long-term budget is negotiated, how funding priorities are determined, and why support for democratic engagement matters in the context of competing demands on EU funding. Participants will discuss how citizens can help shape the Union’s future priorities and influence the direction of EU spending.

EU agriculture and fisheries ministers will meet to discuss the Irish Presidency’s work programme and priorities for the agriculture and fisheries sectors for the second half of 2026, with a focus on food security, competitiveness, simplification, sustainability and generational renewal. Ministers will also exchange views on the Commission’s livestock strategy and protein plan, and discuss the role of women in agriculture, including ways to support participation, innovation and leadership in the sector. Finally, the Council will address recent developments in trade-related agricultural issues.

Foreign Affairs Council (FAC)
EU foreign affairs ministers will meet to discuss Russia’s war of aggression against Ukraine, following an informal exchange with Ukraine’s Foreign Minister Andrii Sybiha. Ministers will also address the situation in the Middle East, including developments in Iran, Gaza and the West Bank, and Lebanon. The Council will review the implementation of the EU’s strategic approach to the Black Sea and exchange views on EU-UN relations ahead of the UN General Assembly high-level week in September.

General Affairs Council (GAC)
Ministers responsible for European affairs will meet to hear a presentation of the Irish Presidency’s priorities for the second half of 2026, focusing on areas within the remit of the General Affairs Council. Ministers will also exchange views on simplification and its future orientation, and will be invited to approve conclusions on the evaluation of the Council’s annual rule of law dialogue. The Presidency will also update ministers on the handling of the EU’s long-term budget for 2028–2034, while an informal lunch discussion will focus on the “One Europe, One Market” roadmap.

607th Plenary Session
The European Economic and Social Committee will hold its 607th Plenary Session, with debates focusing on the priorities of the Irish Presidency of the Council of the EU, better protection for workers, quality jobs and fair labour mobility, and EU enlargement. Discussions will also address the quality jobs roadmap, the posting of third-country nationals, and cooperation with enlargement candidate countries.

High-level Debate on EU Enlargement 2026
The European Economic and Social Committee will hold a high-level debate on EU enlargement, focusing on security, preparedness, economic growth and social cohesion. Discussions will explore the strategic importance of enlargement for a strong, stable and united Europe, as well as its role in strengthening resilience, democratic governance, competitiveness and socio-economic convergence with candidate countries.

The Irish Presidency of the Council of the EU will host an informal meeting of the Committee for the European Peace Facility in Dublin. The meeting will bring together experts and officials to exchange views on the EU’s work to prevent conflicts, build and preserve peace, and strengthen international security and stability.

Informal Meeting of Justice and Home Affairs Ministers (JHA)
The Irish Presidency of the Council of the EU will host an informal meeting of ministers responsible for justice and home affairs in Dublin. Ministers will exchange views on key priorities in the field of justice and home affairs, including migration, asylum and returns, Europe’s safety and security, organised crime, fundamental rights, the rule of law and access to justice.
