Council of Ministers 


Monday 20 October

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha. The Council will also discuss the situation in the Middle East in the light of the latest developments.

Transport, Telecommunications and Energy Council
EU energy ministers are expected to reach an agreement (‘general approach’) on a proposal to gradually phase out remaining gas and oil imports from Russia, with a full prohibition in place by 1 January 2028. Ministers will also discuss the role of electrification in the EU’s competitive and clean transition, with a view to the future electrification strategy that the European Commission will present in early 2026.

Tuesday 21 October

EU-Uzbekistan Cooperation Council
The Cooperation Council between the European Union (EU) and Uzbekistan will hold its 18th meeting. They will exchange views on political, economic and trade matters, as well as cooperation, including internal and constitutional reforms, justice and home affairs, human rights, gender equality, rule of law issues, aspects related to Uzbekistan’s GSP+ status, WTO accession, trade barriers and restrictions, CRM, connectivity, and energy.

Environment Council
EU environment ministers are expected to adopt Council conclusions on the preparations for the 2025 United Nations climate change conference (COP30). The conclusions will serve as the EU’s general negotiating position at the COP30. Ministers will also seek to approve conclusions on the European water resilience strategy, which was adopted by the European Commission in June 2025.

General Affairs Council
The Council will continue preparations for the October European Council meeting by discussing draft conclusions. Ministers will also hold a policy debate on the EU’s Multiannual Financial Framework (MFF) 2028-2034.

FRA will host a consultation meeting on violence against people with disabilities in institutions. It will build on key findings of FRA’s forthcoming comparative report on laws and practices to prevent and protect against violence towards people with disabilities in institutions in the EU.

FRA to speak at a seminar on bridging child protection and child justice
FRA will contribute to the 4th Child-Friendly Justic European Network annual seminar on bridging child protection and child justice. It will join an interactive session on strengthening the capacities and the roles of child protection systems in Europe.
