Women in Politics: Breaking Barriers, Forging Paths
Just months ahead of the upcoming 2024 European elections, this event will serve as a platform to discuss the challenges encountered by women in politics, whether during their campaigns or while in office and address the critical issue of women representation in European politics. The event will foster an environment conducive to open and constructive dialogues among young Members of the European Parliament from diverse political affiliations, encouraging the exchange of ideas and sharing of experiences, It will also serve as an occasion to celebrate their accomplishments and inspire upcoming generations to actively engage in political discussions and leadership roles.

Monday 22 January

Foreign Affairs Council
The Foreign Affairs Council meeting will be chaired by the High Representative for Foreign Affairs and Security Josep Borrell. Following an informal exchange of views with the Minister of Foreign Affairs of Ukraine, EU Ministers will discuss Russian aggression against Ukraine and the opening of accession talks with Ukraine at December’s European Council. The agenda also features an exchange of views on the situation in the Middle East, developments on the ground and in the wider region, and may touch on the deteriorating humanitarian situation in the Gaza Strip.

Tuesday 23 January

EU-Egypt Association Council
The 10th session of the EU-Egypt Association Council will take place in Brussels. The Association Council will focus on bilateral relations, including cooperation to enhance stability in Egypt and in the EU – including human rights, security, counter-terrorism, and migration – as well as cooperation in economic and social issues – ranging from investments to environment and energy. The participants will also address foreign policy matters, including a number of regional crises.

Agriculture and Fisheries Council
EU Ministers responsible for agriculture and fisheries will discuss trade-related agricultural issues and hold a public discussion on the strategic dialogue on the future of agriculture in Europe launched by the Commission. The Belgian presidency will give a presentation of its work programme for the coming semester in the field of agriculture and fisheries. The Council will also hold a first exchange of views on the proposed regulation on a monitoring framework for resilient European forests.

EU Commissioners will gather in Brussels where they will be informed of the President’s Communication to the College on the guidelines on ethical standards for the participation of the College Members in the election campaign to the European Parliament. The College is also expected to deliberate the initiative to open up European supercomputer capacity to ethical and responsible artificial intelligence start-ups and Economic security package, comprised of the Communication on economic security, Foreign direct investment screening Regulation, White Paper on export controls, Initiative on outbound investments, Council Recommendation on research security, and White Paper on dual use research.

This meeting, hosted by the European Economic and Social Committee (EESC), is a follow-up of its call for an EU Blue Deal. It is organised in partnership with the European Parliament Intergroup on “Climate Change, Biodiversity and Sustainable Development” and the Compagnie Nationale du Rhône (CNR). This event will aim to identify the levers to better promote and implement integrated and concerted water management in Europe by focusing on the concrete example of rivers, which are easily accessible water reserves and providers of many services to societies.

Europe’s Future and the SDGs discussion
The discussions during this high-level hybrid event hosted by the European Economic and Social Committee and the Sustainable Development Solutions Network on the theme of Europe’s future and the Sustainable Development Goals (SDGs) will aim to provide relevant contributions on how the EU can strengthen its SDG leadership in the context of the upcoming European elections in June 2024 and UN Summit of the Future in September 2024. The agenda also features the launch of the 5th edition of the Europe Sustainable Development Report (ESDR) which tracks annually since 2019 the performance of all EU member states and partner countries on the SDGs and is co-designed with civil society and a presentation of opportunities and mechanisms for further engagement with civil society organizations and the private sector to advance the SDGs in Europe.

Public hearing on Business in Europe Framework for Income Taxation (BEFIT)
In order to feed into the policy debate on the BEFIT proposal and to bring together the views of stakeholders and experts, the EESC will hold a public hearing entitled “Business in Europe Framework for Income Taxation (BEFIT) – challenges at national and EU level.” The hearing will also serve to assess the situation in order for the EESC to prepare recommendations for European legislators.

Stakeholder consultation – Future of the Common Agricultural Policy
​​​​The European Committee of the Regions is currently drafting its own initiative opinion on “Future of the Common Agricultural Policy ” in view of the launch of the strategic dialogue on the future of agriculture announced by the Commission. To his end, the co-rapporteurs Isilda Maria Prazeres Gomes, Mayor of Portimão and Piotr Całbecki, President of the Kujawsko-Pomorskie Region will hold a consultation to gather the views of key stakeholders on this important topic.

European Entrepreneurial Region (EER) 2025 Info Day
The EER 2025 Info Day will address regions awarded with the EER label as well as candidate cities and regions in preparing their EER application. A special thematic session this year will cover the role of entrepreneurship in rebuilding the Ukraine’s economy, putting the spotlight on sustaining the economic cooperation with Ukraine from a local and regional perspective. In the second part of the event dedicated to the EER 2025 call for applications, the candidate regions and cities will be able to obtain first-hand tips and advice and inquire about specific aspects of the application process with the EER secretariat and successful EER regions.

 Addressing energy poverty in Europe conference
Organised as part of the ComAct project, this event is targeted to EU and Member States policymakers, local authorities as well as anyone having an interest in tackling energy poverty through building renovation in Europe. This conference will look at the pressing need to renovate buildings to tackle rising energy poverty levels, in particular in Central & Eastern Europe.

CoR-UK Contact Group meeting
Members of the European Committee of the Regions and representatives of local and regional authorities from the United Kingdom will meet to discuss the governance of the Trade and Cooperation Agreement, as well as opportunities for peer-to-peer exchanges.

Informal meeting of trade ministers
EU ministers responsible for trade will gather in Brussels. The agenda features two working sessions on the WTO – 13th Ministerial Conference and Open Strategic Autonomy, including the situation in the Red Sea, followed by a working lunch with Bernd Lange, the European Parliament Committee on International Trade (INTA) Chair. 

Expert Seminar: Policy agendas in the field of children, youth affairs and children’s rights
The purpose of the seminar is to foster a multi-dimensional dialogue on the coherence of the policy agendas related to youth, children, and children’s rights at the EU, Council of Europe and UN level. By bringing together experts and policymakers, the seminar aims to share knowledge, insights and best practices to identify existing policy gaps and areas of synergy across the policy agendas of the EU, the Council of Europe, and the UN. The aim is to contribute to a better alignment of these policy agendas to enhance the effectiveness of these policies.

Citizen participation – das Ostbelgien-Modell
This panel discussion will provide you with insights on the topic of civic engagement and deliberative democracy in Europe from Ostbelgien, Belgium and Europe. The participants will discuss the experience of people who actively participate in the deliberative formats and dialogues well as political decision-makers, academics and scientists.

Informal meeting of justice and home affairs ministers
Ministers of Justice and Home Affairs of the EU Member States will hold a strategic discussion on migration followed by a working lunch on artificial intelligence and law enforcement and join a working session on organised crime.

Conference “Fair Mobility in the EU and the role of the European Labour Authority”
The Belgian Presidency of the Council of the European Union organizes a conference on the European Labor Authority (ELA). The conference has two objectives: to promote ELA’s activities and achievements, and to evaluate the effectiveness of its missions.

To celebrate Data Protection Day (28 January), the Council of Europe (CoE), CPDP and the European Data Protection Supervisor (EDPS), are co-organising a one-day event full of keynote speeches and panel discussions on how to safeguard individuals’ rights to privacy and data protection. The conference will focus on the latest developments and challenges happening in the data protection world, such as: Global data flows, Digital Governance, Regulating AI, Harmonising of GDPR procedures.

The InvestEU: Financing Europe’s Future event will highlight the opportunities offered by InvestEU, showcase InvestEU beneficiaries, and provide an opportunity for engagement with InvestEU partners and stakeholders. From EIB Group, EIB Vice-President Teresa Czerwińska will exchange views with Vincent Van Peteghem, Belgium’s minister of finance, and Jyrki Katainen, Finland’s former prime minister and former vice-president of the European Commission.

PACE winter session
Among highlights of the 2024 Winter Session of the Parliamentary Assembly of the Council of Europe (PACE), held in Strasbourg, will be debates on recent developments in the Middle East and on allegations of systemic torture in places of detention in Europe. A request has also been made for a debate under urgent procedure on the situation of the children of Ukraine, with the online intervention of Ukraine’s First Lady Olena Zelenska. Sviatlana Tsikhanouskaya, leader of Belarusian democratic opposition, will address the Assembly during the debate “A democratic future for Belarus”. Also on the agenda is a debate on globalisation in times of crises and war, and the role of the OECD since the Russian Federation’s aggression against Ukraine. Other debates include the theme of migration and asylum in the election campaign, countering SLAPPs as an imperative for a democratic society, and the prevention of child abuse in institutions in Europe.
