Monday 24 November

Foreign Affairs Council
In the light of the EU-US joint statement of 21 August 2025 and the steps taken towards its implementation, EU trade ministers will meet in Brussels to discuss the state of play of and prospects for EU-US trade relations. Ministers will also exchange views on the state of play of and future prospects for EU-China trade relations based on the most recent developments, including the announcement by Chinese authorities of new export controls on rare earth elements and their subsequent year-long suspension.

Thursday 27 November 

Education, Youth, Culture and Sports Council
An exchange of views will take place entitled ‘Strengthening resilience among young people through Erasmus+ 2028-2034’. Ministers will also explore what can be done at EU level to help countries increase the civic and democratic engagement of young people. Ministers will also be invited to take note of a progress report presented by the Danish presidency on the Erasmus+ regulation for the period 2028-2034.

Friday 28 November

Education, Youth, Culture and Sports Council
The Council will seek to approve conclusions on the strategic role of culture, cultural heritage and audiovisual works in upholding European values and democratic resilience. Ministers will also be invited to approve conclusions on access to reliable news as part of the European Democracy Shield, which was published in mid-November and includes provisions on promoting a sustainable, free and independent media sector, as well as measures to foster media and digital literacy.

European Migration Forum – 10th meeting
The European Migration Forum (EMF), organised by the European Commission and the European Economic and Social Committee (EESC), is a platform for dialogue between civil society and EU policy-makers on issues related to migration, asylum and integration.  This year’s EMF, “Harnessing migrants’ skills in the EU”, will allow participants to discuss how to promote the skills of non-EU nationals, help companies address job shortages and protect migrants’ working rights.

20th meeting of the EU-Serbia Joint Consultative Committee
Established within the institutional framework of the EU–Serbia Stabilisation and Association Agreement (SAA), this platform provides an opportunity for representatives of both the European Union and Serbian civil society to monitor the country’s accession negotiations, exchange views on matters of mutual interest, and raise concerns to be addressed on Serbia’s path towards EU membership.

The meeting of the Working Group is planned to focus on key topics such as the state of the Ukrainian decentralisation reform and its impact on the EU accession process.

The Danish Presidency of the Council of the EU invited FRA to present key findings of its projects on high-risk AI and on the digitalisation of justice.

FRA meeting on fundamental rights and the rule of law
FRA will host an expert meeting on the importance of fundamental rights to the rule of law. The meeting will bring together some 20 experts from the judiciary, national human rights structures, civil society and academia to discuss the links between fundamental rights and the rule of law.
