Council of Ministers 


Monday 18 May  

Foreign Affairs Council (Development)
The Foreign Affairs Council, meeting in its Development configuration, will discuss the future of the EU’s external action in light of evolving geopolitical and geoeconomic dynamics. Ministers will examine how development cooperation can support sustainable development in partner countries while also advancing the EU’s strategic interests and reinforcing the Union’s role as a reliable global partner. Discussions will also address the contribution of the Global Gateway strategy to the EU’s external action framework. In addition, ministers will assess the global implications of the conflict involving Iran, with particular attention to its impact on energy and transport systems, food security, migration flows, and the broader international order. They will consider how EU development cooperation can help respond to these challenges through both bilateral and multilateral engagement.

Friday 22 May

Foreign Affairs Council (Trade)
EU trade ministers will receive an update on economic security, with particular attention to the impact of the conflict in the Middle East on global trade flows. Following the 14th WTO Ministerial Conference (MC14), held from 26 to 30 March 2026 in Yaoundé, Cameroon, the Foreign Affairs Council (Trade) will discuss WTO reform. MC14 concluded without an agreed package of outcomes, including on WTO reform and the extension of the moratorium on customs duties on e-commerce. Ministers will take stock of ongoing work at WTO level and consider next steps and the strategy moving forward beyond MC14. Ministers will also review progress in ongoing trade negotiations, including those with Thailand, Malaysia, the Philippines and the United Arab Emirates.

Public Hearing on the “Strategy on Intergenerational Fairness”
The EESC is organising a public hearing on the European Commission’s forthcoming Strategy on Intergenerational Fairness. The event will provide an opportunity to present and discuss the new framework aimed at ensuring that today’s policy decisions take future generations into account and promote a fair balance of benefits and responsibilities across all age groups. The hearing will bring together representatives from EU institutions, civil society organisations, social partners and experts to exchange views on the initiative’s main priorities and contribute to the preparation of the European Economic and Social Committee’s opinion.

Committee of the Regions

Housing – a European Crisis with Local Solutions
The Committee of the Regions is organising an EU Local Dialogue entitled Housing – a European Crisis with Local Solutions, which will bring together citizens in Roeser, Luxembourg, to discuss the situation surrounding affordable housing in Luxembourg and across the European Union. The event will address rising housing costs across the EU, where rents have increased by 25% since 2010 and house prices by 52%, as well as the growing number of people facing heavy housing cost burdens. Particular attention will be given to the impact on young people and the shortage of affordable housing in Luxembourg. The dialogue will explore possible responses to the housing crisis, including the role of local and regional authorities in regulating housing and short-term rentals, increased EU funding for affordable housing, changes to state aid rules to support public investment, measures to prevent housing speculation, and approaches to ensure housing policies remain fair, sustainable and inclusive. The discussion will also highlight initiatives aimed at tackling homelessness, including “Housing First” programmes combining housing with support services.

Cypriot Presidency

Informal meeting of the ministers for Economic and Financial Affairs and Central Bank Governors (ECOFIN)
The Cypriot EU Presidency will host an informal meeting of the Ministers for Economic and Financial Affairs and Central Bank Governors (ECOFIN). EU ministers and Central Bank Governors will meet in Lefkosia for two days of informal discussions on economic and financial policymaking in response to the economic challenges facing the EU.
