Council of Ministers 


Monday 15 June 

Foreign Affairs Council
The Foreign Affairs Council will meet in Luxembourg, chaired by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas. EU foreign ministers will exchange views on Russia’s war of aggression against Ukraine, following a discussion with Ukrainian Foreign Minister Andrii Sybiha. They will also address the situation in the Middle East, including developments in Iran, Lebanon, Gaza and the West Bank. Ministers will further take stock of EU–China relations in the current geopolitical context. In the margins of the meeting, High Representative Kallas will co-chair the 11th EU–Egypt Association Council with Egyptian Foreign Minister Badr Abdelatty.

Tuesday 16 June 

Employment, Social Policy, Health and Consumer Affairs Council (Health)
The Employment, Social Policy, Health and Consumer Affairs Council (Health) will meet in Luxembourg, bringing together EU health ministers to discuss key health policy and legislative files. Ministers will be invited to agree on the Council’s position on the proposed directive on the placing on the market of genetically modified micro-organisms (GMMs) and related provisions on organ processing under the European Biotech Act I. They will also hold a policy debate on the proposed regulation aimed at strengthening the EU’s biotechnology and biomanufacturing sectors in health. The Council will further review progress on the simplification of rules for medical and in vitro diagnostic devices. Ministers will also be informed about recent developments, including the Ebola outbreak in Central Africa and the Critical Medicines Act, and will exchange views over lunch on strengthening Europe’s pharmaceutical resilience and strategic autonomy.

General Affairs Council
The General Affairs Council will meet in Luxembourg, bringing together ministers responsible for European affairs to continue preparations for the June European Council. Ministers will discuss draft conclusions for the upcoming European Council meeting. They will also hold a policy debate on the Multiannual Financial Framework (MFF) 2028–2034, including a negotiating box and partial general approaches on the proposed regulations for the European Fund for cohesion, agriculture and maritime policy, the European Competitiveness Fund, and the Global Europe instrument. In the context of the 2026 European Semester, the Council is expected to approve and forward the horizontal note on integrated country-specific recommendations to the European Council. Ministers will also be invited to endorse the Council’s 18-month programme for the period July 2026–December 2027. The agenda further includes an exchange on the state of play of the Article 7 procedure concerning Hungary, as well as a progress update on ongoing EU simplification initiatives.

Monday 15 June 

Advancing SDG 7 and SDG 11 through Sustainable Food Systems
The European Economic and Social Committee is organising a public meeting on advancing Sustainable Development Goals (SDGs) 7 and 11 through sustainable food systems. Bringing together representatives of EU institutions, local authorities, research organisations, civil society and the agri-food sector, the event will explore how sustainable food systems can contribute to the energy transition and the development of sustainable cities and communities. Discussions will focus on renewable energy in agriculture, resilient and circular food production, and sustainable public food procurement, while showcasing policy solutions and best practices that support a fair, resilient and sustainable food future.

Wednesday 17 June – Thursday 18 June 

606th Plenary Session
The European Economic and Social Committee is organising its 606th Plenary Session in Brussels, bringing together EU leaders, policymakers and stakeholders to debate key priorities for Europe’s future. The session will focus on advancing a just, competitive and ecological transition towards a circular and climate-neutral economy, strengthening resilience in Europe’s eastern border regions, and promoting water resilience and global water action in line with the EU Blue Deal. The discussions will feature high-level exchanges with European Commissioners, Members of the European Parliament, UN representatives and civil society leaders, alongside the adoption of key opinions on circular economy, cohesion policy and water policy.

Committee of the Regions 


Tuesday 16 June

External meeting of the Working group on defence
The CoR is organising an external meeting of the Working Group on Defence in Cartagena, Spain, bringing together policymakers, industry representatives and experts for a high-level debate on the role of SMEs in strengthening Europe’s defence ecosystem and readiness. Discussions will focus on innovation, cross-border cooperation, access to defence markets and funding, and the contribution of SMEs to emerging technologies, logistics and infrastructure. The meeting will also highlight regional initiatives that support dual-use technologies and increase Europe’s industrial competitiveness.

Security & economic resilience of the EU’s eastern regions
The CoR is organising a conference on the security and economic resilience of the EU’s eastern regions, bringing together policymakers, regional leaders, experts from leading European think tanks, and representatives of eastern border regions. The event will provide a platform to discuss the impact of geopolitical instability on the security and economic development of regions along the EU’s eastern border and explore appropriate support mechanisms. It will also foster the exchange of views and raise awareness of the challenges facing these regions.

Wednesday 17 June 

Second online meeting of the Foresight Network of EU Cities and Regions
The CoR is organising the second online meeting of the Foresight Network of EU Cities and Regions, a platform for local and regional practitioners to exchange experiences and explore the practical use of strategic foresight. The meeting will feature the “Corsica Pruspettiva 2050” project as a case study on how regions can use foresight to prepare for long-term challenges and shape future development. Participants will also benefit from a session led by the European Commission’s Joint Research Centre on scenario development and exploration, while sharing updates and fostering cooperation within the network.

Thursday 18 June – Friday 19 June 

9th meeting of the ENVE commission and external conference
The CoR is organising the 9th meeting of the ENVE commission and an external conference in Assisi, Italy, bringing together local and regional leaders, policymakers and experts to discuss key environmental, climate and energy challenges. The programme will cover topics including the implementation and simplification of EU environmental policies, energy security, the Citizen Energy Package and the Small Modular Reactors Strategy. The accompanying conference will focus on delivering the green transition, exploring how to balance landscape transformation with heritage preservation, behavioural change with local culture and identity, and the role of communication and citizen engagement in achieving climate goals.
