Council of Ministers


Monday 24 April 

Foreign Affairs Council
The Foreign Affairs Council will start with an exchange of views on the Russian aggression against Ukraine, after a short intervention via videoconference of Ukraine’s minister of Foreign Affairs Dmytro Kuleba. The Council will then discuss the EU action plan on the geopolitical consequences of the Russian war of aggression, and be informed about current affairs. Under this agenda item, ministers will touch on: Sudan, Tunisia, Moldova, China and Lebanon. The Council will be preceded by an informal breakfast with the Secretary General of the Council of Europe, Marija Pejčinović Burić, and the Minister of Foreign Affairs of Iceland, Þórdís Kolbrún Reykfjörð Gylfadóttir, and will feature a working lunch with the Minister of Foreign Affairs of Georgia, Ilia Darchiashvili.

EU-Uzbekistan Cooperation Council
The 17th EU-Uzbekistan Cooperation Council will take place in Luxembourg. The EU delegation will be led by Tobias Billström, Minister for Foreign Affairs of Sweden, who will be chairing the meeting on behalf of the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell. Uzbekistan’s delegation will be led by Bakhtiyor Odilovich Saidov, acting Minister of Foreign Affairs of the Republic of Uzbekistan. The Cooperation Council will exchange views on general and political matters, including internal and constitutional reforms, justice & home affairs, human rights and rule of law issues. It will then discuss trade, economic and investment issues. These may include aspects related to Uzbekistan’s GSP+ status, WTO accession, connectivity, and energy. Lastly the Cooperation Council will touch on regional and international issues.

Tuesday 25 April

Agriculture and Fisheries Council
Based on information from the Commission, ministers will hold a policy debate on the agricultural and forestry aspects of the proposed regulation on the certification of carbon removals. The Council will seek to approve conclusions on the opportunities provided by the bioeconomy in the light of current challenges, with a focus on rural areas. Based on information from the Commission, ministers will exchange views on the state of play of member states’ strategic plans under the Common Agricultural Policy (CAP) for 2023-2027. Based on information provided by the Commission and member states, the Council will take stock of the market situation for agrifood products in the EU, with a particular focus on the impact of the war in Ukraine. The Commission will provide information about its recent study on the use and future potential of invertebrate biological control agents in the EU.

Informal Meeting of EU Economy and Finance Ministers and Central Bank Governors
On 28–29 April 2023, EU Economy and Finance Ministers and Central Bank Governors will attend an informal meeting in Stockholm, chaired by Minister for Finance Elisabeth Svantesson. The meeting will start with working lunches for Ministers and Central Bank Governors on 28 April, which will be followed by a working session. The meeting will continue on 29 April with two additional working sessions for ministers. During the first working session, the ministers and Central Bank Governors will be invited to exchange views on European financial markets’ role in financing the next generation of companies that will provide jobs and promote future economic growth. The second working session will take a longer-term perspective on the role of fiscal policy in overall stabilisation policies. Issues for discussion will include the appropriateness of fiscal policy for stabilisation in different situations, the trade-off between discretionary policies and automatic stabilisers, and how different conditions in Member States affect the room for manoeuvre. In the third working session, the ministers will discuss how to coordinate and organise financial support to Ukraine in the longer term. The aim of the session is to take a broader view of the reconstruction of Ukraine, also considering Ukraine’s path towards closer integration with the EU economy and internal market.

Zero Pollution Stakeholder Workshop
The Zero Pollution Action Plan supports urban zero pollution action (Flagship 2) and promoting zero pollution across regions (Flagship 3). After introducing the Zero Pollution Action Plan Flagships 2 and 3 aims and way forward, the workshop’s morning sessions will focus discussions on relevant environmental themes and impacts, as well as on data availability and appropriate indicators. The afternoon will cover the scoring concept methodology, aggregation of indicators, grouping and scoring framework, as well as allowing breakout groups to go into more detail on aspects such as scoreboard development and its visualisation.

Multi-Level Dialogue on Just Transition  

The Multilevel Dialogue on Just Transition is being hosted by the European Committee of the Regions and organised in cooperation with the European Commission. The aim of the Dialogue is to promote exchange between the different levels of governance in the process of just transition throughout Europe. The European Union has to make the most out of the Just Transition Mechanism, and the participation of cities and regions is of key importance to its success. The plans of the European Union are to cut greenhouse gas emissions by 55% by 2030 and achieve climate neutrality by 2050. This undertaking requires a socio-economic transformation, especially in regions relying heavily on fossil fuels and carbon-intensive industries. In this context, the regional representatives and guests from all parts of Europe will share their experiences and recommendations, helping to define the future shape of the policy.

218th CoR Bureau meeting
​​​At the proposal of the Swedish delegation to the CoR, the External Bureau meeting of the European Committee of the Regions during the first half of this year takes place in Kiruna. The substance of the meeting is devoted to the question of Just transition and socio-economic transformation in remote areas, with the opportunities and challenges linked to green and digital transitions. The programme will start with a welcome by the Mayor of Kiruna and a presentation in the afternoon of 26 April, followed by study visits in Kiruna and Norrbotten Region on 27 April. Members will discover the Esrange Space Centre to discuss regional innovation, with a short stop-over in the Ice Hotel to learn more on the EU’s arctic tourism. The visit will continue to the LKAB mine. LKAB is a Swedish iron ore producer which produces carbon-free sponge iron and extracts critical raw materials – all of which are crucial components to reduce the carbon footprint. The public part of the external Bureau event takes place on the morning of 28 April and consists of a round table on “Achieving Sustainable Development in the Arctic Region” and one on “Quality jobs for the just transition in remote areas”. The debate during the Bureau meeting will build on on-going work of the CoR, such as on the Opinions on “the new Arctic Strategy” (Rapporteur Mirja Vehkaperä – FI/RENEW) and on “Enhancing cohesion policy support for regions with geographic and demographic handicaps” (Rapporteur Marie-Antoinette Maupertuis – FR/EA). ​The agenda also foresees the adoption of a Kiruna Declaration, which will be highlight the key messages discussed in the morning.​​​​

FRA holds civil society thematic webinars
On 25 April, FRA will hold one of its monthly webinars for civil society organisations participating in the Fundamental Rights Platform (FRP). It will introduce FRA’s ‘Guardianship of unaccompanied children’ trainers’ manual and related e-learning course. It follows an earlier webinar on 29 March. In this first webinar, FRA experts introduced the FRA ‘Fleeing Ukraine: Displaced people’s experiences in the EU’ report and related survey. It offered an update on FRA’s Ukraine-related work. By way of regular thematic webinars, FRA aims to encourage civil society organisations to learn more about FRA’s activities. It also seeks allows others in civil society to interconnect to exchange experiences and practices, and create synergies.

Resilience and renewal of Europe: results of the latest EIB Investment Report
The European Investment Bank Group and the German Institute for Economic Research (DIW) will organise a joint event, focusing on the most important results of the recently published EIB investment report. Among other things, it contains clear recommendations for politicians, such as the removal of bureaucratic investment hurdles and the promotion of innovations. There will be a panel discussion with politicians and companies, how the ecological transformation of the economy can succeed with more investments – although the economic environment in Germany presents a number of hurdles: persistently high inflation, a shortage of skilled workers in almost all sectors, and various uncertainty factors.
