Wednesday 22 March

Tripartite Social Summit
The main theme of the summit will be “Giving the right answers to Europe’s competitiveness challenges – how to make Europe the place to be for industrial investments creating growth and quality jobs?” The three topics will be: restoring a level playing field; the Skills Agenda in mobilising the European Year of Skills to address recruitment problems and bridge the gap in access to skills and skills training; making the Single Market more resilient and pursuing an ambitious trade agenda. The participating European-level social partners include: BusinessEurope, the European Trade Union Confederation (ETUC), SGI Europe, SMEunited and Eurocadres.

European Council
The official agenda consist of the following: Ukraine, Competitiveness, Single Market and the economy, energy and other items.

Council of Ministers


Monday 20 March

Agriculture and Fisheries Council
Ministers will meet to exchange views on the Commission’s new package of measures to increase the sustainability and resilience of the EU’s fisheries and aquaculture sector. The ministers will also dicsuss the current market situation in light of the Russian invasion of Ukraine, and trade-related agricultural issues. The Presidency will also provide information on the implications of the proposed nature restoration law for farming and forestry in the EU.

Foreign Affairs Council
Chaired by the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell, the Council will discuss the Russian aggression against Ukraine and exchange views on Tunisia. There will be a joint session with EU defence ministers to discuss the implementation of the Strategic Compass one year after its approval, and EU support to Ukraine in the afternoon.

Tuesday 21 March

General Affairs Council
EU leaders will focus on Ukraine, competitiveness, single market and the economy, and energy in this council. The Council will also address EU-UK relations, and it will be invited to adopt two decisions concering the EU position to be taken in the Joint Committee and the Joint Consultative Working Group established by the EU-UK Withdrawal Agreement. Ministers will also examine a presidency report summarising the contributions of the Council configurations on the 2023 European Semester package. Ministers will end with a country-specific discussion as part of the annual rule of law dialogue, focusing this time on Slovakia, Finland, Belgium, Bulgaria and the Czech Republic.

The Civil Society Organisations’ Group of the EESC will maintain the topic of the fight against poverty and the role of civil society organisations in combatting poverty as the overriding priority of the Group after the first half of the EESC term in 2020-2025.

Wednesday 22 – Thursday 23 March

577th Plenary session
The debate: “Beyond the crisis: which way forward for the EU energy policy?” with Commissioner Kadri Simson will take place on Wednesday in the EESC. Minister of Labour and Social Policies of Italy, Marina Elvira Calderone, will also hold a debate. To end the first day, Ambassador Lachezara Stoeva, President of the United Nations Economic and Social Council, will hold a debate. On Thursday, the debate: “United for democracy: employers’, workers’ and civil society’s organisations working for a sustainable democratic future” will be held with Věra Jourová, Vice-President of the European Commission in charge of Values and Transparency, Daryna Onyshko, President of the European Democracy Youth Network and Ken Godfrey, Executive Director of the European Partnership for Democracy.

Your Europe, Your Say! 2023
This event will focus on Youth Democracy Dialogues. Its purpose is to raise awareness about democratic values while encouraging critical thinking and youth participation. It will also focus on how to foster youth empowerment and active citizenship in a participatory democracy.

EU Youth Conference
The EU Youth Conference (EUYC) in Sweden will be the third conference of the presidency trio of France, the Czech Republic and Sweden. It will offer an opportunity to summarise and conclude the ninth cycle of the EU Youth Dialogue. The EUYC will build on the work done during the ninth cycle and contribute to the implementation of the EU Youth strategy, with a specific focus on European Youth Goals #3 Inclusive Socities and #10 Sustainable Green Europe.

Thursday 23 March

Skills for the green transition – for a competitive Europe
This conference will bring together representatives of education sectors in Europe to discuss how education can help make the EU more competitive and at the same time sustainable through the green transition.

Policy debate on protecting civil society

OSCE Parliamentary Assembly

Addressing human trafficking risks in light of military attack on Ukraine: Training for civil society and frontline responders
Taking place in Warsaw, Poland, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) will organize training for civil society and frontline responders on countering trafficking in human beings and national refferal mechanisms (NRM). The sessions will include: proactive identification of victims of trafficking in crisis situations and migration contexts; trauma-informed and survivor-centred methods of working in the anti-trafficking field; understanding vulnerabilities and gender-specific needs of people fleeing an armed conflict; National Referral Mechanisms (NRM); NRMs for children and protecting children from human trafficking in crisis situations.
