Council of Ministers

Monday 13 March

Eurogroup meeting
While the overarching theme of the meeting is macroeconomic and fiscal developments in the euro area, ministers will also exchange views on the fiscal policy guidance for 2023 and 2024. Ministers will also discuss key issues for global economic policy coordination, inflation developments in the euro area, economic governance review and the digital euro.

Monday 13 – Tuesday 14 March

Employment, Social Policy, Health and Consumer Affairs Council
On Monday, ministers on employment and social policy will exchange views on the employment and social situation in the EU, focusing particularily on the labour market situation of refugees from Ukraine. The ministers will also exchange views on the European Semester 2023, focusing mainly on competitiveness and skills. The Council plans to adopt the joint employment report (JER), and to approve conclusions on the 2023 annual sustainable growth survey (ASGS) and JER. The ministers will also discuss the convention adopted by the International Labour Conference on the elimination of violence and harassment in the world of work (ILO convention 190). On Tuesday, the ministers will hold a policy debate on a draft law on fees and charges payable to European Medicines Agency, and hold an exchange of views on the topic of the EU global health strategy presented by the Commission in November 2022. Shortages of medicines in the EU market will also be addressed.

Tuesday 14 March

Economic and Financial Affairs Council
The state of play as regards the implementation of the Recovery and Resilience Facility (RRF) is on the agenda, as well as the aim to adopt an implementing decision on Finland’s updated national plan. The Council will discuss the economic governance review and aim to conclude on this, and the ministers will also exchange views on the economic and financial impact of Russia’s aggression against Ukraine, focusing on energy-related financial market aspects. The Presidency and the Commission will inform the Council of the main outcomes of the G20 meeting of finance ministers and central bank governors held 24-25 of February. The Council will also aim to approve conclusions on the guidelines for the 2024 budget.

Thursday 16 March

Environment Council
Industrial emissions is one of the agenda highlights, and ministers will seek to approach on a proposal to revie the industrial emissions directive. The revision proposes further efforts to reduce pollution in line with the EGD’s aim to reach a zero-pollution, competitve, climate-neutral economy by 2050. Ministers will also exchange views on a proposal to set up an EU certification framework for carbon removals, covering carbon farming, carbon storage in products and permanent carbon storage. There will also be a debate on packaging and packaging waste, and a debate on a proposal to revise the urban wastewater treatment directive.

EU-Albania Stabilisation and Association Council
The 12th Stabilisation and Association Council will review relations between the EU and Albania under the Stabilisation and Association Process. The focus will be on the accession strategy, including political and economic criteria and the EU acquis. They will also take stock of the bilateral relations under the Stabilisation and Association Agreement.

Friday 17 March

EU-Republic of North Macedonia Stabilisation and Association Council
The 16th Stabilisation and Association Council will address relations between the EU and North Macedonia under the Stabilisation and Association Process. The focus will be on accession strategy, political and economic criteria, and the EU acquis. They will also take stock of the bilateral relations under the Stabilisation and Association Agreement.

Vice-President Vĕra Jourová will meet with Russian independent journalists, Jamie Fly, president and CEO of Radio Free Europe/Radio Liberty and Lenka Černá, CEO of Economia.

Kyriakides delivers a speech at the event: “Revision of the EU general pharmaceutical legislation – Addressing challenges, seizing opportunities” 
Commissioner Stella Kyriakides will deliver a speech at the event “Revision of the EU general pharmaceutical legislation – Addressing challenges, seizing opportunities”, which is co-organised by the European Health Forum Gastein and the Health Ministry of Austria.

Timmermans receives French Minister of Economy and Finances
Executive Vice-President Frans Timmermans will receive Bruno Le Maire, French Minister of Economy and Finances.

The College of Commissioners will discuss the Net Zero industry act and the European critical raw materials act.

Social Progress in the EU: Time for a European Social Progress Protocol?
A Social Progress Protocol giving priority to worker’s and social rights over economic freedoms was first proposed by the European Trade Union Confederation in 2008, but it was also endorsed in the conclusions of the Conference on the Future of Europe calling for an inclusion of such a protocol in the Treaties. The European Parliament approved a resolution in June 2022 which called for the incorporation of social progress in Article 9 TFEU linked to a Social Progress Protocol.

From local to global: fostering women’s leadership in a changing world
On the occasion of International Women’s Day 2023, the European Committee of Regions is organising an event focusing on the experiences of women leaders in their countries, cities and regions, stressing their role as protagonists in shaping the future of their communities and highlighting the challenges in fostering gender partity in decision-making.

Thursday 16 March

Cohesion as a bridge to a united and fairer Europe  
The new #CohesionAlliance organises its first high-level event in 2023 which launches the reflection process on the future of Cohesion Policy. The event will discuss: the key challenges and future objectives of Cohesion Policy particularily with regard to the digital and green transition and demographic change; suggestions on what should be strengthened and which evolution path should be suggested in the future; the key role of Cohesion as a key objective for all EU policies; ideas on how this principle could be strengthened, monitored and put into practice.

Localizing the SDGs 2.0. – Voluntary Local Reviews and the EU Voluntary Review  
Co-organised by the European Committee of the Regions and the Ministry for Environment, Conservation and Transport of North Rhine Westphalia will shed light on how all levels of government can work together to implement Sustainable Development Goals (SDGs) with the presentation of the German project: “Communities in one world” of the Service Agency of Communities in one World, a project on behalf of the Federal Ministry for Economic Cooperation and Development, and first implemented in North Rhine Westphalia to help cities localize SDGs and make VLRs.
