Council of Ministers


Monday 9 December – Tuesday 10 December 

Agriculture and Fisheries Council
The Council will aim to reach a political agreement on two Commission proposals on fishing opportunities. These are the proposal covering fishing opportunities in the Atlantic and the North Sea for 2025. The Council will also publicly inform the new Commissioner for Agriculture and Food of the outcome of the discussion that took place in October on a farmer-focused post-2027 common agricultural policy and of the related presidency conclusions.

Tuesday 10 December

Economic and Financial Affairs Council
Ministers will be informed of the progress of work within the Council on proposals to reform the EU’s customs legislation. Ministers will also take stock of the implementation of the Recovery and Resilience Facility (RRF), and be informed of the state of play of the economic and financial impact of Russia’s aggression against Ukraine.

Thursday 12 December

Justice and Home Affairs Council
The Commission and eu-LISA (an EU agency in charge of the management of IT systems in the area of security and justice) will brief ministers on the way forward on the start of operations of the Entry Exit System (EES). The Commission will give an update to ministers on the implementation of the pact on migration and asylum, a set of EU laws which was adopted in May. In the area of internal security the Intelligence Advisory Board will give a state of play of the current threat landscape. This will be followed by a report of the presidency on the progress achieved on the fight against drug trafficking and organised crime.

Friday 13 December

Justice and Home Affairs Council
The Council plans to reach a general approach (Member States position) on a proposed directive which lays down minimum rules to prevent migrant smuggling. Ministers are also aiming to settle on a Member State position on a proposal to update the 2011 directive to strengthen criminal law on child sexual abuse and sexual exploitation.

President Ursula von der Leyen will receive Maia Sandu, President of Moldova.

Wednesday 11 December 

College meeting
EU Commissioners will gather in Brussels to unveil the communication on countering hybrid threats and strengthening security at the EU’s external borders and hold an orientation debate on EU-US relations.

Hoekstra meets with Ukrainian Minister of Environment
Commissioner Wopke Hoekstra will meet with Ukrainian Minister of Environment, Svitlana Grynchuk.

Tuesday 10 December 

25th Meeting of the ENVE commission
The morning agenda includes a discussion on the end of the CoR term of office with a reflection on the prospects for the new mandate; a discussion about the impact of the work of the CoR and a debate on the priorities of the upcoming Polish presidency of the Council, with a focus on the policies in the field of environment, energy and climate.

Wednesday 11 December

25th Meeting of the ECON Commission
Members of the ECON commission are scheduled to debate and adopt two draft opinions: A strong European defence industry and Supporting SMEs in regional value chains – fostering the proximity economy.

Thursday 12 December

Feminist planning for inclusive urban areas
The residents of Turku city are invited to join this event to discuss inclusive cities that keep the interests and comfort of their residents in focus. The speakers will explore feminist urban design, accessibility and special needs.

The “Annual EU CharterXchange” is an initiative of the European Union Agency for Fundamental Rights (FRA) and the European Commission to enhance the application of the rights enshrined in the EU Charter for Fundamental Rights (EU Charter).

Thursday 12 December – Friday 13 December

FRA Management and Executive Boards to meet
During the meeting, the Management Board will elect a new Chairperson and a new member of the Executive Board. The Management Board will adopt several key documents, including the Agency’s annual work programme 2025 and its budget, and the draft budget for the year 2026.
