Leading the Way – A Competitiveness Agenda for a Stronger Europe
At a time of increasing geopolitical rivalry and the steady erosion of thmultilateral rules-based trading system, EU’s competitiveness has taken centre stage in the EU agenda. It must be recognised that the success of the EU can only be built on the foundation of thriving businesses. The EU must therefore step up its efforts to create a favourable environment for businesses to operate and thrive, ultimately creating jobs, growth and prosperity. Against this backdrop, and in view of the next EU institutional cycle 2024-2029, the Employers’ Group flagship event entitled “Leading the Way: A Competitiveness Agenda for a Stronger Europe” aims to raise awareness and stimulate discussion on the need for a comprehensive competitiveness agenda for the EU by providing a forum for dialogue between EU businesses and policymakers.

As we reach the midpoint in the current Multiannual Financial Framework (MFF), it is crucial that we take stock of our progress and adapt our plans to the evolving challenges and opportunities we face. During its section meeting on Friday 8 September 2023, starting at 10:45, the ECO section members will discuss their policy proposals for the Mid-term revision of the Multiannual Financial Framework with the European Parliament´s rapporteur, Mr Jan Olbrycht, and Mr Eric von Breska, director, DG BUDG, European Commission.

Thursday 7 September

Launch of the European Semiconductor Regions Alliance
The European Committee of the Regions together with the Free State of Saxony will launch the European Semiconductor Regions Alliance (ESRA) on 7 September. ESRA has been initiated by Saxony, whose Minister for Regional Development, is also the rapporteur of the European Committee of the Regions on the EU Chips Act. With already 13 regions from 9 Member States ready to be founding members and more regions having expressed their interest, the Alliance will seek to foster cooperation between microelectronics regions to make the most of the EU Chips Act and attract investments.

From Agreement to Action The key role of subnational and local governments in the Global Biodiversity Framework implementation
Investments in nature-based solutions (NBS), ecosystem restoration and ecosystem-based adaptation needs to triple by 2030 and increase four-fold by 2050 if we are to adequately address current societal challenges and biodiversity loss. Currently, 85% of all financing for nature comes from governments, while private capital accounts for 14%. Private & development finance will be key to plug this gap. This panel discussion, involving high level speakers from the finance, business and public sectors, focuses on showcasing opportunities and initiatives for increasing investment in, and funding for, biodiversity action at local and subnational level, including instruments and mechanisms such as grants, bonds, and blended finance mechanisms.

Informal meeting of agriculture ministers
The informal EU agriculture ministerial meeting takes place at the Palacio de Congresos y Exposiciones of Córdoba from 3 to 5 September. Ministers will debate the role of new technologies as a tool for making agriculture more resilient to climate change, including the latest gene editing techniques. The working sessions will discuss how to address the growing global food insecurity caused by climate change, economic crises and conflicts. These are challenges that seriously jeopardise the achievement of the goal of eradicating hunger and malnutrition, included in the 2030 Sustainable Development Strategy.

Meeting of the European Commission’s High Level Group on Gender Mainstreaming
The High Level Group on Gender Mainstreaming proactively supports the rotating presidencies in identifying important policy areas and issues that can be addressed at the European Council. It is also the main forum for planning the follow-up strategy to the Beijing Platform for Action, including the development of indicators in areas not covered by European cooperation.

Friday 8 September 

Meeting on ageing in Europe
This event will be opened by the Minister of Foreign Affairs, European Union and Cooperation, José Manuel Albares, together with the Commissioner for Democracy and Demography, Dubravka Šuica, and the mayoress of Lugo, Lara Méndez.

Finance in Common Summit 2023
For the fourth consecutive year, all Public Development Banks (PDBs) will convene to strengthen their partnership and reinforce their commitments towards the sustainable development goals (SDGs), finding innovative solutions for climate change and sustainable development. There will be four main themes: SMEs and financial inclusion, Climate and biodiversity, Sustainable infrastructures, and PDBs’ institutional agenda. The Summit will also have four major cross-cutting issues: social mainstreaming and development impact, private capital mobilisation towards SDG goals, collaboration with civil society and incorporation of human rights in strategies and programs, and Latin America and Caribbean perspective.
