Monday 5 February 

Public hearing on “Defence of democracy package”
The European Commission announced the Defence of Democracy Package as a way to promote free and fair elections, to fight disinformation, and to develop civic space and citizen participation. The initiative has raised much interest but also concerns amongst civil society actors fearing that aspects addressing interference from non-EU countries could affect civic space. This hearing will invite relevant actors to clarify the content of the Package, in order to feed the EESC Opinion.

5th Policy learning forum on Upskilling pathways: a vision for the future
CEDEFOP and the EESC are jointly organising the “Fifth Policy learning forum on Upskilling pathways: a vision for the future”. This is part of a series of interactive events on the topic of upskilling, reskilling and lifelong skill development, which have been organised since 2018. The Forum is organised in a context where all adults, regardless of their socio-economic background, labour market status and qualifications deserve the opportunity to constantly update and acquire new skills to keep up with rapidly changing work realities, manage ever more frequent transitions in the labour market and to thrive in their personal lives and career. Having a workforce with the right skills is important for long-term sustainable growth and competitiveness. It will also ensure that the green and digital transitions are socially fair and just for everyone and that none is left behind.

Friday 9 February

Hearing on New Growth Plan and Facility for the Western Balkans
This hearing will focus on: Presentation of the Commission’s proposal and view of the Regional Cooperation Council and the views from organised civil society and international organisations.

Thursday 8 February 

21st ENVE commission meeting
The February ENVE commission meeting will take place fully in person on Thursday, 8 February 2024. The agenda includes the adoption of two opinions on: “Localising energy production: the role of geothermal energy” and “Biodiversity protection and coexistence with large carnivores in Europe – challenges and opportunities for local and regional authorities”. In the afternoon, the meeting will resume with a debate on the priorities of the Belgian Presidency. It will be followed by a debriefing of the CoR participation at the UNFCCC COP 28 in Dubai.

Friday 9 February

22nd COTER commission meeting
COTER members will discuss three opinions, starting with a discussion and vote on the opinion “Smart, sustainable and affordable housing as a tool for local authorities to face multiple challenges”. The following discussion and vote will be on the opinion “Proposing a European Declaration on Cycling”. COTER members will also have the opportunity for an exchange of views with Piotr CAŁBECKI (PL/EPP), one of the co-rapporteurs of the NAT commission Opinion “The Future of the Common Agricultural Policy”. COTER members will discuss the 2024 COTER commission work programme and the 2024 European Cross-Border Platform work programme.

Monday 5 February – Tuesday 6 February

Informal meeting of ministers responsible for cohesion policy
The 27 ministers responsible for cohesion will meet in Mons on 5 and 6 February 2024 for an informal ministerial meeting of general affairs. This meeting will focus on the future of the cohesion policy. Cohesion policy is the principal long-term investment policy of the European Union (EU). It aims to reduce the social and economic disparities between the different regions of the EU. Furthermore, it strengthens cooperation between regions, particularly across borders. The meeting will be chaired by Elio Di Rupo, Minister-President of Wallonia. The European Commissioner for Cohesion and Reforms, Elisa Ferreira, and the European Commissioner for Jobs and Social Rights, Nicolas Schmit, will also be attending.

Deliberative committees: Democratic innovation with a Brussels twist
To mark the 35th anniversary of the PFB and PRB, as well as the Belgian presidency of the Council of the European Union, the two assemblies are organising a conference entitled “Deliberative committees: democratic innovation with a Brussels twist”. Academics, assembly staff, civil society experts and citizens will review four key aspects of deliberative committees: assessment, institutionalisation, inclusion and follow-up.

Reconnecting EU Citizens with the Single Market and the Specific Role of SGEI
This conference will address the internal market, and in particular its interaction with citizens, in the context of the mandate given by the Belgian presidency to Enrico Letta to write a report on the future of the internal market following the celebration of its 30th anniversary. In a changing world (climate, digitalisation, social and regional differences), the report should offer perspectives for the future while confirming the importance of that unique market. The Belgian presidency united the most prominent actors at the European level to discuss initial ideas and orientations in the presence of Enrico Letta, paying particular attention to the place of services of general interest. The conclusions of the report should set the direction of the European strategic agenda for the next five years.

Informal meeting of competitiveness ministers (Internal market and industry)
In the context of the Belgian Presidency of the Council of the European Union, Belgium will be organising the Informal Competitiveness Council configuration at Thor Park in Genk, on 8 and 9 February 2024. All EU ministers with industry and internal market portfolios, and their delegations, will reflect on the current European dossiers during this two-day event.

Ensuring child-friendly justice through the effective operation of the Barnahus-units in Finland
A conference will be organised in the framework of the EU/CoE “Ensuring child-friendly justice through the effective operation of the Barnahus-units in Finland” to present main results of the project along with the next steps for their implementation. The event will bring together key national stakeholders, representatives of the European Union, Council of Europe, members of the academia, as well as national and international experts. Secretary of State at the Ministry of Social Affairs and Health Laura Rissanen, and Head of Human Dignity and Gender Equality Department Roberto Olla will deliver opening remarks. The event that will start at 9.30 am will be open to media.

UNESCO Academy and Conference 2024
The Congress of Local and Regional Authorities will be represented at the fourth edition of the UNESCO Academy and Conference 2024. On 7 February, Congress member and Municipal Councilor of Puch bei Hallein, Gudrun Mosler-Törnström will deliver an online speech during the Academy, which will focus on “Human Rights Go Local – What Works”. On 8 February, Congress President Marc Cools will deliver a keynote speech “Lessons for local authorities from 75 Years of Human Rights Treaties” at the conference on “Accountability in Action: Human Rights Action Plans of Local Governments”.

Thursday 8 February

Committee for the Prevention of Torture (CPT) report on the United Kingdom
The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) will publish a report on its ad hoc visit to the United Kingdom from 27 March to 6 April 2023, together with the response of the UK authorities. The main objective of the visit was to examine the treatment and conditions of detention of persons held under immigration legislation, both in immigration removal centres and prison establishments.
