Council of Ministers


Monday 15 July

Agriculture and Fisheries Council
The Hungarian presidency will give a public presentation of its work programme and outline its main priorities for the field of agriculture and fisheries in the coming semester. Based on information from the European Commission, agriculture ministers will discuss trade-related agricultural issues. The Council will also hold a targeted discussion on ways to improve the long-term viability of rural areas, with a focus on generational renewal and demographic aspects.

Tuesday 16 July  

Economic and Financial Affairs Council
The Hungarian presidency will present its priorities and work programme in the field of economic and financial affairs. Ministers will also take stock of the implementation of the Recovery and Resilience Facility (RRF) and seek to adopt an implementing decision approving Germany’s modified recovery and resilience plan, that includes a new REPowerEU chapter. Ministers will also be informed of the state of play of the economic and financial impact of Russia’s aggression against Ukraine.

Employment, Social Policy, Health and Consumer Affairs Council
Ministers are expected to approve the employment and social aspects of member states’ country-specific recommendations (CSRs) for their economic, social, employment, structural and budgetary policies. The Council will also be invited to endorse the opinion of the Employment Committee and the Social Protection Committee on the assessment of the CSRs for 2024 and implementation of the CSRs in 2023. In the context of the European Semester, the Council will also hold a policy debate on labour and skills shortages in the EU.

Violence against women as a human rights issue
The hearing will gather stakeholders from civil society and institutions to look into the various forms of violence against women and girls that are not covered by 2024 Directive on gender violence. The objective will be to provide a perspective that truly contemplates a common comprehensive policy against gender-based violence, offering a comprehensive and effective strategy against this violation of human rights within the framework of the Union.

Thursday 18 July

Climate change and its impact on the economy
The Section for Economic and Monetary Union and Economic and Social Cohesion (ECO) of the European Economic and Social Committee (EESC) is working on an own-initiative opinion on Climate change and its impact on the economy, with the aim of developing a common narrative about the impact of climate change on the economy.

Informal meeting of energy ministers
The informal meeting will concentrate on the decarbonisation of the energy system. Related to this, the discussions will focus on issues such as the role of geothermal energy, implementation of the 2030 energy policy framework and the role of the national energy and climate plans, a resilient, flexible and integrated electricity system and the contribution of the energy sector to the new competitiveness deal.

Thursday 18 July 

Scaling up Support on Affordable and Sustainable Housing
The EIB is organising a series of three preparatory meetings and a major conference in the second half of 2024 to discuss challenges faced by the sector and explore best and most effective ways to stimulate support and financing for the construction and renovation of affordable housing in the EU. This first meeting will focus on exploring key administrative, economic and financial barriers and levers to unlock investments, showing successful examples of how these have been overcome. Results from this event will build the basis for technical workshops in early autumn, concluded by a housing conference at the end of this year.
